Roll Call Natalie Bonnewit, George Brown, Mark Connors, Heather Gallagher, Chrysanthe Gussis, Liz Hirschhorn, Becky Hogue, Kevin Holl, Tim Molinare, Atta Pilram, Jesse Tepper II. Approval of February 6, 2018 CAB Minutes (Action Item) Minutes were approved. III. TIDA Staff Updates a) Treasure Island Development Authority Board b) Legislative c) Development Schedule TIDA budget increase $3.5 million. Will cover one time soil payment, art program, and continuation of abatement job training program. Avenue of the Palms and the east side of the causeway are now closed. Detour and wayfinding signs direct the public to the vista area at 9 th Ave and Ave of the Palms. LLA Groundbreaking event was held on March 9 th. CCDC and Swords to Plowshares are engaged in pre-application dialog with Planning Department. TIDA continues working on financing for Swords to Plowshares and Catholic Charities developments. TICD submitted application for first project, podium building on Y4.2, to planning. d) Navy Environmental Program a. Cleanup Controversy: As noted in the news, the Navy, the State and the EPA have found fault with sampling and cleanup at the Hunters Point Naval Shipyard. Work done by the contractor Tetra Tech has been questioned for sampling accuracy and complete cleanup of all contaminated soil. Tetra Tech has responded by offering to pay for all the required retesting.
2 b. NAVY Staffing: The new BRAC Environmental Coordinator for Treasure Island, Rebecca Cardoza, ran the March RAB meeting. c. Site 12 the Housing Area: The scattered "small" soil removals project will have a final dig in Northpoint in the spring. The Navy contractor is scanning (radiologically) the remaining eight vacant buildings. d. Northpoint Area: The ground water monitoring well is available for testing ongoing compliance. e. Bayside Area: The contractor is finishing site restoration and utility work. f. Westside Drive Area: The Navy will process a new contract for the next (and final) phase of Site 12 clean up (solids waste disposal). g. Site 23, YF3: This site on Yerba Buena Island had a heating plant, fuel tanks (including a 10,000 gallon tank) and fuel lines above Clipper Cove, and onto two piers that ran out into Clipper Cove. Samples on and offshore have been collected and were processed for the BERA (Baseline Ecological Risk Assessment). The CAL DTSC and Water Board are reviewing and commenting on data and analysis in the draft BERA, this document defines the contamination present, and the what and the where, and if clean up actions are needed. h. Site 24 the old Dry Cleaners, Remediation: Monitoring and sampling will continue on a regular basis tracking the three remaining small pockets of contamination. These three spots all lie outside the planned future building area. The sampling of ground water and soil gas samples will continue for two to three years to ensure biological degradation of the dry-cleaning fluid continues to harmless byproducts and cleanup goals are met. i. Restoration Advisory Board (RAB) Meeting: RAB meetings for 2018 will be quarterly, held on Treasure Island in Building 1, Room 117 on a Tuesday at 7 PM. Remaining scheduled meetings for 2018 are June 19th, September 18th, and December 11th. j. Navy Clean Up Documents: All environmental documents are in San Francisco's Main Library Government Center on the fifth floor. The Navy has a back up library in Building 1, Suite 161 on Treasure Island. Documents are also available on the Navy website or in California DTSC's Envirostor website. IV. Transit Pass Update TIMMA update. See presentation for details. Added more user groups to the study, workers and below market rate housing residents. 3 options: unlimited access pass, transit cash, and new flex cash. Held 4 focus groups with residents, business, tourism and future developers. 90% preferred access pass. 10% preferred transit cash. The new flex cash was added after the focus groups. Recommending access pass for residents and workers and transit cash for visitors which would not come online until 2025, which is when it is expected that the hotel on the island would be filled. Two versions will be provided, an interim pass pre-ferry in 2021 and then a full pass in Interim pass cost estimated at $95-$115 (2021 expected rates.) There is also an affordable pass which below market rate households will qualify for. TIMMA will come back again as we get closer to the rollout of each program with updates on rates and learnings. There will be a spring/summer outreach and expected to come back this Fall with updates from that. Question: This seems to be all about TI, how does this apply with YBI?
3 Answer: It will apply to YBI residents too. Question: What about some of the recreational users, like the Little League or parents with kids can plug in to the program? Answer: They did take a quick look at how a day visitor would factor in. They don t know what that number of visitors will be so didn t focus on that analysis yet. The hotel occupancy is a known item so that was used to factor for now. Question: What about the businesses and private membership clubs? Answer: The workers would qualify once the business got into the program. Question: One transit pass is required per household? Answer: Yes, for the market rate households 1 pass will be folded into their HOA fees. If they need more, then they can buy another pass. Question: What about the below market rate households, are those included? Answer: They are not paying HOA, so they don t have one included, but they can buy one at reduced rates if they chose to do so. V. Marina Plaza, Building One Plaza, and Hilltop Park Art Proposals See presentation for full details. SFAC put out an RFP for the first 3 sites. Ferry Plaza, Building One and Hilltop Park. Selection panel conducted interviews on April 17 th. Finalists selected and some additional questions are going back to the artists from the SFAC Visual Arts Committee, then will go to the Arts Steering Committee for endorsement to TIDA board. Including a hilltop spire which could work as a sundial on the equinox. Question: Any proposals from Burning Man artists in the mix? Answer: Yes, Marco Cochrane and possibly others, but they did not make the final cut. Question: What is the timeline on these? Answer: This is a 3-year tentative schedule. The fees to support this come in from the vertical development, so that is phased. Potential installations in the 2020 timeframe. The timeline to decide is now. Question: These are being seen as permanent installations? Are there still the placeholders for temporary and dynamic installations? Answer: Yes, along the cultural park, and potentially in the space of the future hotel, etc. along the construction timeline. VI. Construction Update See presentation for full details. Right after 4 th of July the major detour and reroute of Macalla will happen. Geotechnical improvements are well underway. Causeway improvements will start in 4 th Quarter 2018 and will be 9 months for each side. Avenue of the Palms closure took place last month to relocate utility infrastructure and do soil compaction and more. Towards the end of the year, traffic will be diverted up along Clipper Cove.
4 Communications are via message signs, TIDA updates, advertising, flyers, monthly meetings at Ship Shape, a poster board session, and a hotline. Question: There have been a lot of outages for phones and connectivity, etc. Is that to be expected? Answer: No that was a unique situation with AT&T that impacted many resdients but is not expected to be a recurring problem. Question: It shows deep soil mixing just in front of D & C, is that only happening there or does it go further? Answer: It is only happening at the perimeter of the island and the causeway in the subphase. Eventually it will go further, but not necessarily contiguous. Question: What is deep soil mixing? Answer: As they are drilling it injects water to turn the soil into mud and then as the auger is extracted they inject concrete to create sort of a shoring wall. Question: Will the high rises be on the concrete piles? Answer: It depends on the height. Pretty much the entire redevelopment area will be geotechnically improved, but the tallest towers are expected to have pile foundations. VII. Planning for Second Treasure Island Subphase Application See TICD presentation for full details. The major phase application covered most of this, this is just filling in some gaps and picking up where we left off. Freyer Laureta and CMG representatives are presenting. Spring 2018 Kick Off here we go. Reviews with TIDA over the summer and eventually subphase application submittal in Next phase takes forward Stage 2 and Stage 3. There will be several areas of open space and common areas. This will also include some future on island transit, such as shuttle stops. This swath contains many types of streets. All the streets along the outside of the island are lined with Palm Trees. The retail street will have special trees and furniture, etc. dedicated to making this a usable and vibrant urban setting. The open space in front of Building 2 will be a vibrant commercial space, possibly a grocery store, etc. The hope is to transplant many of the GGIE olive trees to this location including throughout the parking lot, and more to create a unified experience. The east side commons is a new type of street. It s really a long park that serves the neighborhood. There is space to gather and possibly include sculptural play elements and a dog park. All the storm water from this area will be treated in gardens along the way. The Eastern Shoreline Park will be home to some sort of installation of some Bay Bridge Steel. Question: The baseball fields that were shown, is that specific placement shown? Answer: That is the general place, but not the exact placement or design. That is included in future phases. They will be multi-use and need to be designed.
5 Question: What about accommodations for parking for boaters who may stay overnight on their boats or on trips? Answer: There is no designated parking for user groups. Boat owners would park in the same garages as others. VIII. Update on Relocation Consultations See presentation for full details. A consultant was hired by TIDA to advise households of options during future transitions and relocation. Had a community meeting and household interviews, and soon will be sending out follow up with a summary of their current status and eligibility options. Have completed interviews with about 80% of eligible households. First affordable units are expected to be available starting in late One Treasure Island has been working to conduct homebuyer workshops in May. 3 different sessions with different content. First one has filled up, and the others are quickly filling up. Question: The affordable properties that will be available for rent. Who will own them? Answer: The city will own the land, but the developers will own the buildings under a ground lease from the city. Question: What about the households that did not follow through the process? Answer: Eventually everyone will have to go through the process, but 80% is a good start and a good way to get representative numbers and statistics. Must look at the type of the households that did not sign up to learn what kind of household they are and why they didn t show up. IX. Future Agenda Items - 5 min Request for getting some insights into the construction and foundation design. There is the question of when to revisit the Marina, which is coming back at some point in the future. Probably be a higher priority to discuss phases that are now beginning, such as what we saw today. What is the status on our reduction of membership? The bylaw amendment still needs to be approved by the Board of Supervisors but is in the queue. X. Announcements from Board members - 5 min A fond farewell from Scott who has moved out of the city.
