3 Rock Island County 1504 Third Avenue Rock Island, IL (309) Finance and Personnel Committee Minutes Tuesday September 11, :30 a.m. The Finance and Personnel Committee of the Rock Island County Board met at the above date and time in the Conference Room of the Administration Office on the second floor of the County Building, 1504 Third Ave, Rock Island, IL. Chair Luis Moreno called the meeting to order at 8:31 a.m. Minutes as follows: 1) Call to order and roll call Committee members present: Luis Moreno, Brian Vyncke, Richard Brunk, Dewayne Cremeens, Scott Noyd, Rod Simmer (arrived at 8:37 a.m.), Kai Swanson Committee members absent: Don Johnston Others present: Bill Long, Kelly Fisher, Darren Hart, Larry Wilson, Jim Snider, Sue Alberts, April Palmer Mr. Moreno asked for a moment of silence to remember those lives lost during the attacks 17 years ago on 9/11. 2) Public comments There were no public comments. 3) Approval of minutes from the August 14, 2018 meeting Motion: Dewayne Cremeens 2 nd : Brian Vyncke Voice vote Motion carried 4) Reports to the committee Chief County Assessor Mr. Wilson reported that the Board of Review will be opening for the complaint session beginning this Saturday. There will be 30 days. The last day to file an appeal on an assessment is October 15.

4 Finance and Personnel Committee Minutes County Administrator Mr. Snider reported that the County Board has its second budget committee meeting this Thursday at 3:00 p.m. He has been working diligently the last few weeks with the departments and is analyzing the budget currently with all the requests he received in memo form. He will send that out today with all of the revised budget numbers. The shortfall, give or take $100,000, is $3 million. Due to the fact that nursing home is fiduciary fund, it has to have a balanced account. The budget was balanced last year basically with optimistic projections in the General Fund. The trend right now shows a $3.5 million budget shortfall at the nursing center. The nursing center owes the General Fund around $700,000. Mr. Snider said he s trying to adapt to what everyone is used to. He had wanted to attempt to do some realistic adjustments to the requests by Department Heads. I ve been discussing it with several of them, there seems to be a general perception that they would like to at least have their needs expressed. Obviously they have to get down to a balanced budget. There is no reserve to balance this year. He knows they have had conversations concerning how this lines up with the five year budget plan. The real challenge is there are 16 General Fund revenue streams and all of them are trending less than forecasted. When you have that many, and some are pretty high volume like the sales tax and line easement tax, you add all those up and all of the sudden there s $900,000 less in General Fund revenue. Mr. Simmer is present. Mr. Snider noted that over the years in budgeting in local government, he has been pressured by Elected Officials at times to kind of round up a bit and hope it s higher. To him, it s fundamental and good budgeting to under-project revenues. It s just whistling through the cemetery and one day you re going to get hit. He says all that because he has a certain amount of perspective. The members have been dealing with these battles for several years now. He knows this is not a surprise to them, but he thinks it s time to look at the possibility of some draconian things and face the facts. The county cannot live beyond its means any longer. The credit cards are maxed out. There is no General Fund surplus. Someone mentioned the General Fund balance is $1.3 million. Ms. Alberts noted that it s currently at $3,064,000. The county has already made its portion of the payment for the Recorder s project, so that $3 million does reflect that project for the first half. Mr. Snider explained that the challenge is that amount reflects the last property tax installment. For the rest of the year, the county is not going to have that revenue stream. Mr. Snider explained that what he s trying to drive to is that most auditors recommend having 25% coverage in the working cash General Fund fiduciary account. From his perspective, the county has been finding ways to get by. Any surplus the county has is not near enough compared to the overall budget. He hates stating the obvious, but it s going to be a challenge. He s ready to make some very necessary recommendations. He Page 2 of 6

5 Finance and Personnel Committee Minutes is formulating alternatives if, after they make cuts to this proposed budget, they still have a deficit. He and Ms. Palmer are working on different scenarios and they will present them. He thinks that ultimately, there s no doubt that the county needs to find additional revenue streams. They all know the path of least resistance is probably trying to obtain a public safety sales tax. That has to be the strategic plan. If they don t gain that, then the projections are going to be untenable. The county has services to provide. They have positions that haven t been filled. They have made cuts in different departments. It sounds like he s trying to paint a bleak picture, but he thinks it s time to really provide some decisions and opportunities for Rock Island County. It s going to be a challenge, but if it was easy, it would have already been done. Mr. Moreno reminded the committee that as part of the Finance and Personnel Committee, it is their duty to make sure this county is fiscally solvent. That has nothing to do with party lines, union or nonunion, male or female, or race. They re going to have to make some tough calls, but we have a good person with Jim leading us, he is the messenger. A new era is here. They have to make sure they continue to keep this county running as smoothly as they can. They are making some good calls. Yes, they are spending some money for the Recorder s books, but that s because they have to. They have to consider what is going to allow the county to run more efficiently. They can do cuts that won t help at all that will push the county backward. They can spend money that helps move the county forward. Ms. Fisher will continue making money for the county with the services she provides. Mr. Moreno thanked the members for all they do, all they re going to do, and for the tough time they re going to go through. They re all going to get beaten up for some of the calls they make. 5) Consider vacation time carry over request in Circuit Clerk s Office Ms. Palmer said she can speak to this item a little bit in Ms. Weikert s absence. She doesn t mean to speak for her, but she does know that her office is very diligently trying to meet a deadline. The state legislature has passed another public act that will affect the county aversely, possibly. Ms. Weikert is having her accounting staff go through cases and release funds that are General Fund funds. They ve been understaffed, as Mr. Snider was just speaking of, and the county hasn t provided her the time and manpower to do this in the past. She s taking it on now because by December 31 of this year, her office has to release as much of those funds as possible. The new public act mandates that any of those funds that haven t been released to the General Fund are now going to become the property of the state of Illinois. It doesn t matter when they were filed. If Ms. Weikert doesn t close the cases and remit the money to the General Fund by December 31, those funds will go to the state January 1. She s trying very diligently to keep as much of her staff in house as possible to go through those cases and release those funds. This is a very necessary move. Ms. Palmer believes Ms. Weikert had a time period within which those vacation hours will be used in the new year. It won t be an ongoing thing or a ton of hours piled upon itself. Page 3 of 6

6 Finance and Personnel Committee Minutes Mr. Brunk asked if Ms. Palmer happens to know how many employees and hours. Ms. Palmer said it s one employee, her lead accountant. She thinks it was 67.7 hours. Ms. Covella and Ms. Williams confirmed that was the amount Ms. Weikert said yesterday. Ms. Palmer said she thinks those hours will be used by January or February. Ms. Palmer said it s more money to the state and they would be earning the interest instead of the county earning interest. Mr. Simmer said it s all about them, then. It s not about clearing files. It s just money for them. Ms. Palmer confirmed. She explained that they are unclaimed funds that always in the past have been turned over to the General Fund after a time period. If the statute of limitations runs out and different procedures have been performed to make sure that person doesn t come forward and claim those funds, the General Fund gets to keep those funds into the future and use them and get interest. There was some confusion at yesterday s meeting. Apparently Ace had submitted a bid last month and then submitted additional costs this month. At the time Public Works took them separately, they had the lowest bid. In reality, because Rainey Tree Service did submit their total bid of $1,680, they were the low bid. Now they are looking at a total from Ace of $1,900-2,100. Regardless of which, Rainey has the lowest bid of $1,680. Mr. Brunk asked where that stands as far as when the county goes out for these bids and it s supposed to be apples to apples. Mr. Snider said he doesn t think there s an issue there. Obviously at that level there s not a request for a proposal needed. There were a couple of cooks in the kitchen, which caused the confusion. As long as the comparison of work between the two vendors is the same, the county goes with the lowest. He does know the Ace bid was that they would trim the tree next to the Probation Services Office. He s not sure if that s included in the Rainey bid. Mr. Moreno noted that according to Rainey s bid, they said, Front of building - remove multiple large dead branches, trim away from the building and remove large low branches over parking area to reduce risk of large sections splitting from included bark unions. That was for $1,680. The Ace bid says, Remove dead branch and hauling away Page 5 of 6

8 Finance and Personnel Committee Minutes debris, then they have grinding the stump, and filling with dirt so totals $1900 there. So Mr. Miranda has $1750 plus $250 totaling $2,000. Mr. Maranda has $2150 written down, but Mr. Moreno is not sure what that s for. from Ms. Ludwig was read. The trees at Rock Island County would be $1,600 plus grinding the stump for $150 and the Court Services trimming for $250. Mr. Brunk asked if it s clear what the Rainey bid involves. Mr. Vyncke noted that their bid is in the packet. Mr. Simmer said it doesn t talk about removal. Like he said last month, there s no reason why these guys they have so much in their fund. The County Board doesn t have to approve anything. For that thing to be sitting here this long after what happened at the courthouse is ridiculous. That should be taken care of without coming to the County Board. They should be chastised for that. Mr. Moreno said Mr. Simmer s comment is duly noted. Mr. Moreno said right now the low bid is from Rainey Tree Care. Mr. Simmer asked if that just covers removal. He noted that it just says removal. Mr. Brunk asked, since there s some confusion here, if the committee can we hand this off to Mr. Snider with their approval to make a decision after he finds out what the deal is. Mr. Snider noted that Angie Williams is retired from Augustana. At Mr. Swanson s recommendation, she is helping with the transition period as he moves forward with the process to replace Ms. Covella. Also, Ms. McManus had her little girl on Sunday, so the office is working through all of that.
