The applicant should provide more detailed site plan including the number and size of all parking spaces, traffic circulation including entrances and exits, description of proposed uses including any amplified music, anticipated volume of traffic generated, storm water control and drainage including any NYS DEC required permit, as well as the location of any buildings, portable toilets, and structures. May 14, 2015 Director Date If the County Planning Board disapproved the proposal, or recommends modifications, the referring agency shall NOT act contrary to the recommendations except by a vote of a majority plus one of all the members and after the adoption of a resolution setting forth the reasons for such contrary action. 12 Genesee County 4x4 Park Prepared by park manager: Jeffery Price Jr Executive Summary: Park Mission Provide af fordable, educational, and outdoor recreational activities in a safe, clean, and inviting environment for people of all ages t hrough sound business and management practice Park Plan Overview The off road park is located on the East side of Batavia, on t he Genesee County Fairgrounds, New York. The park consist of an oft road track t hat can be altered to increase difficulty or ease of riding based on the events that will be scheduled. The park is cooperatively managed by Jeffery Price Jr and the Genesee County Fair Grounds Committee, with Jeffery having primary physical management responsibilities. The park includes a large spectator area, a pit area for drivers and crews, a vendor and swap meet area and plenty of parking. The parks role in the community is to provide a legal riding area for residents, while providing a safe environment. Objective and services provided The 4x4 park primary responsibility is to provide affordable, education, and outdoor recreation activities in a safe, d ean and inviting environment. The current area is considered unused area. It is envisioned that the park will provide a large track with multiple obstacles such as rocks, clean concrete, logs, water holes, inclines, declines, and culverts, large spectator area, pit area for drivers and crews, a vendor and swamp meet area. The park plans on having semiannual events in which t hey will utilize the fairgrounds camping area and in turn bring more income to the fairgrounds. In order to accomplish this development of the 4x4 park it will look for financial assistance from the fairgrounds as well as sponsor ship from toea! businesses. Members/Drivers/Customers The 4x4 park will attract many users from all over New York state and surrounding areas. The park will offer memberships for annual access both for drivers and for spectators. It will look to build memberships through advertising offering a discount for Drivers and Customer looking to come on a regular basis. Goals for Park The primary objective of the park is to hold events bi monthly st arting wit h races twice a month of multiple classes then moving to a w eel<end event once aw areness of t he park increases and brings in more patrons.
