No.:372/5258/PMC/NRO/2018 ददन क/Date: REQUIREMENT OF OFFICE / BRANCH PREMISES SyndicateBank invites offers as per the enclosed CVC s Two Bid format in sealed covers from the interested Owners or Constituted Attorneys, having clear title over a Commercial Property (as per the Floor requirements mentioned) for Leasing Out their Premises at the following location: NO. OFFICE LOCATION CARPET AREA (ft 2 ) Maximum up to 900 ft 2 for Branch ft 2 for On - Site ATM 1. Varkhede (Rural) Dhule (District) The above area shall be located in a single floor else it will be liable to be rejected outright. Premises located on Ground Floor will be only accepted. TERMS AND CONDITIONS 1. he Carpet Area of any floor shall be the covered floor area worked out excluding the following portions of the building: a. Sanitary accommodation, Kitchen and Pantries b. Verandahs, except where fully enclosed and used as internal passages and corridors. c. Balconies, Corridors and Passages, except where used as internal passages and corridors exclusive to the unit. d. Entrance halls and Porches, Vertical Sun Brakes, Box Louvers. e. Staircase and Mumties, Shafts and Machine Rooms for Lifts f. Barasaties, Lofts (Barasati is a covered space open at least on one side constructed on a terraced roof) g. Garages, Canteens. h. Space given for VSAT Dish, Antenna, MPLS Tower, Compressors of Split ACs, Solar Panel & Generator Set i. Space given for Bank s Main Boards / Sign Boards etc j. Space Occupied by Pillars, Columns and Thickness of walls. Note: The applicant will have to submit an undertaking in writing that they have read and understood the Carpet Area Norms and shall abide by the same, without any deviations as per the attached format. 2. Applicant/s will have to submit a Proof of Ownership along with the application and a NOC along with it for opening of Branch/Office/ATM. 3. The premises should have a clearance/ permission for commercial usage of the premises / Public
3 Utility from the requisite Government Authorities. 4. The premises must be suitable from the Security Point of View and with all basic amenities such as adequate sanitary arrangements, water, electricity, natural light and ventilation. It should have a good frontage, with main entrance being prominently visible. 5. The premises owner will have to give an undertaking that the owner No Objection to the effect that the Bank is free to locate a new unit/office or install a Diesel Generator Set in the Premises/ Solar Panel/ Air Conditioning Unit on the Rooftop, including BNAs/ATMs/V-sat in the premises at any time during the currency of lease without seeking separate permission. 6. Bank may install its On-Site ATM/Passbook Kiosk/Bunch Note Acceptor within the offered premises. No additional rent will be paid for the space utilized in such manner within the same premises. In other words, Branch area and ATM area will be clubbed for determining the rent payable. The offerors at their own cost have to construct ATM enclosure within the offered area as per the plan lay out of the Bank s Architect. 7. Offerors, at their cost, have to provide: a) Collapsible gates of full size for external entrances. b) Rolling shutters for external entrances with necessary locking arrangements. c) MS Grills for all windows/openings and ventilators and other such other openings. d) The building construction shall conform to relevant IS Codes and shall be earthquake resistant. e) Provision of proper adequate space for Bank s Sign Board, VSAT, DG Set/ Inverter / Solar Panel. f) Vitrified Tiling (Off White color) in the Branch/ ATM Premises. Non-Skid ceramic tile flooring in toilets with about 5 ht. ceramic tile dado. g) All sanitary fittings and toilet accessories such as commodes, urinals, wash basins, taps, faucets etc., of standard quality (Parryware/ Hindware / Jaquar make). h) Electrical distribution system including basic light points, power points, distribution boards and good quality earthing (conforming to Indian Electricity Act and Local Electricity Board rules and regulations). 8. Adequate and uninterrupted water supply preferably municipal water supply to the premises shall be arranged with required capacity of underground tank/ over head tank and pump. In case, Municipal water supply is not adequate, alternate potable water source shall be made available. Bank will only bear the actual consumption charges, that too against submission of appropriate bills as per the meter readings. 9. The landlords during the currency of the lease shall carry out repairs and maintenance works for the premises and to make the building tenantable and leak proof / water proof as per the requirement. Painting of the premises is to be done once in every 3 years. 10. The premises owner will have to execute a Lease Deed in the Bank s Standard Lease Deed and will bear the cost of execution and registration of lease deed in the Financial Bid Format. 11. Please note that the Carpet Area as mentioned in your Technical Bid will be considered to determine the lowest bidder, and even if the Area being offered is more than the stipulated requirement, only the upper limit as specified here will be considered for finalization of premises. 12. In the rent quoted, premises owner shall clearly mention who shall bear the Property/Municipal Taxes and its amount. It the premises owner is eligible for payment of GST on rent, it has to be specified clearly. This tax amount will be considered for determining the lowest bidder, i.e. L The Period of Lease will be 20 Years and there shall be a fixed enhancement (on percentage basis) in rate of rent after every block of 05 Years. 14. The premises owner shall provide space for installation of Diesel Generator Set/ Solar Panel/VSat in the premises as per the requirements of Bank at present / in future. 15. The applicant will have to acquire a Power Load of minimum 15 kva at his/her/its own expenses. The offerors at their own cost will secure and provide the required power load with independent
4 meter. Energy Meter is to be provided by the landlords. Bank will be paying electricity consumption charges only. 16. The premises owner will have to provide Separate Toilets for Ladies and Gents at their own Expense as per the Bank s specifications in the premises. The premises owner will have to provide Vitrified Tiles and Electric Wiring along with Electrical Points as per the Bank s Guidelines at his/her expenses. IMPORTANT INSTRUCTIONS FOR PARTICIPATION: 1. This Notice Inviting Offer, Instructions to Offerors, Terms and Conditions, Technical details of the premises offered, Carpet Area Definition and Financial Bid will form part of the offer to be submitted by the offeror. The offers are to be submitted in Two Bid System i.e., Technical Bid and Financial Bid. 2. All columns of the offer documents must be duly filled in and no column should be left blank. All the pages of the offer documents are to be signed by the offeror /authorized signatory. In case of joint ownership, all the joint owners have to sign all the pages of the bids (Technical and Financial Bids). Any over- writing or use of white ink is to be duly authenticated by the offeror. Incomplete Offers / Offers with in-correct details are liable for rejection. 3. In case the space in the offer document is found insufficient, the offerors may attach separate sheets. The offer submitted shall be in compliance to the terms/conditions specified in this offer document. Bank reserves the right to accept or reject all or any of the deviations without assigning any reason. 4. The Carpet Area of the Premises offered on lease shall not exceed the specified requirements, even if the actual area of the offered Premises is more than that specified. Payment of rent will be on Carpet Area basis only and that too strictly for a Carpet Area maximum subject to 900 ft ft 2 only. Carpet area shall be arrived after joint measurement as per the Bank s Carpet Area Definition. The final Carpet Area for determination of Rent will be determined only after the Joint Check Measurement. 5. If the Municipal Taxes are to be borne by the Bank, the amount (present/future as applicable) for the portion of premises offered to bank, as applicable for the quoted rent / carpet area shall be invariably mentioned. 6. All the pages of the forms/bids should be duly filled and signed by the applicant. The enclosed certificate shall be duly signed and submitted along with the Technical Bid. 7. If the applicant is offering more than one floor in the same premises, separate offers are to be submitted (in CVC s Two Bid Format) for each floor. The same shall apply for applicants offering premises at multiple locations. Offers where the Carpet Area has been reached at by adding the Carpet Area of more than one Floor are liable to be outright rejected. 8. Copies of the following documents are to be necessarily attached along with the duly filled Technical Bid format, in absence of which the application will be liable for outright rejection: - Certificate of Building Occupation/ Completion (if the premises is ready built), - Sanction for Commercial Usage of Premises (Sanctioned Layout/ Any Other Government Sanctions) - Proof of Ownership of Premises. 9. The Technical and Financial Bids shall be mandatorily signed by the legal owner of the offered property. If the Power of Attorney Holder signs the bid documents, they are required to submit documents supporting their right to do so. 10. Only the Technical Bids will be opened 1 st and after that, upon short listing on being found suitable, the Financial bids of only the short listed premises are opened and evaluated for determining the lowest quote (L1). 11. The Technical Bid consists of all the required information called for in a questionnaire and shall contain, inter alia, the details regarding the property viz., Name & Address of Offeror, Location,
5 Area Offered etc and other technical terms and conditions relevant to the hiring of premises (other than the price).
