3 E mldlonl1i E.1 BACKGROUND The proposed Assam State Road Project (ASRP) is an initiative of the Government of Assam (GoA) to undertake road improvements and related asset management in the state. n order to achieve the set goals, the GoA has requested the World Bank (WB) for a funding of US $ 200 million for upgradation and periodic maintenance including replacement of timber bridges of Phase roads. The improvement works including pavement strengthening/rehabilitation and other improvements within the existing RoW will be implemented under two Phases: Phase covering 800 km of road length and Phase containing the remaining 400km. Further, the Phase- will be implemented in 2 stages, out of which the Stage - will cover a road length of 310 km over eight project corridors. The Stage- roads are further divided into 11 contract packages. The ndigenous People Development Plan (PDP) consists of 8 packages, which covers 216 kms of roads consisting of SH-46 (Dudhnoi-Golpara), SH-3 (Morigaon-Nagaon), SH-31 (Jorhat-Morioni), SH 32 (Borhola-Goronga), SH-2 (Bongaigaon-Chapaguri section and Barpeta-River Manas), SH-22 (Demaji-Gogamukh), Sh-42 (Lakhimpur-Ghilamara) and SH-45 (Sonitpur-Soibari). The project roads cover Golpara, Morigaon, Jorhat, Golaghat, Bongaigaon, Barpeta, Lakhimpur, Sonitpur and Dhemaji districts. This executive summary summarizes the Resettlement Action Plans (RAP) of all 8 packages. E.1.1 Proposed mprovements The existing carriageways of the roads vary from single lane to intermediate lanes in rural areas and 2 lane in urban areas. The proposed improvements consist of improving the existing carriage way into two lanes with 2.5 m of earthen shoulder in rural areas and 1.5 m of paved shoulder in urban areas. There are no existing or proposed bypasses or major realignments around settlements; therefore, concentric widening has been proposed to minimize land acquisition requirements. The pavement design criteria considered for base and sub base is 15 years and for the surface course is 10 years, The project roads consist of 46 minor bridges and 20 major bridges, The proposed improvements include reconstruction of 16 minor bridges and 6 major bridges and with or without maintenance of 9 minor and 10 major bridges. 11 major and 6 minor bridges are already under construction; and 2 New RCC Bridges proposed to be constructed on missing link. The formation width of the new structures will be 10 to 12m. Apart from the bridges, there are 257 culverts along the 8 road corridors consisting of 72 slab culverts, 172 hume pipe culverts and 13 box culverts, The proposed improvements include construction of 84 new culverts, widening of 11 existing CUlverts. E.2 NEED FOR RESETTLEMENT ACTON PLAN The inadequacy of available RoW along the project corridor has triggered the need for land acquisition (extent of land acquisition varies from 1.0 m to 5.0 m along the project corridor). To address the impacts due to land acquisition and displacement, this RAP has been prepared. The entitlement matrix of the RAP for the ASRP has been prepared after duly incorporating the provisions of the state policy 1, the National R&R policy and the Operational Policies (OP) on nvoluntary Resettlement of the World Bank. The RAP for ASRP includes the following: 1 The GoA drafted the Resettlement and Rehabilitation Policy (2004) for the road sector projects, The policy directs preparation of a RAP for the project affected and displaced families,

E.3 NEED FOR RESETTLEMENT POLCY FRAMEWORK The Resettlement Policy Framework (RPF) has been prepared to facilitate the preparation of RAP for the project roads to be subsequently taken under ASRP. The present RAP covers only part of the stage-1 roads under the ASRP and more roads are also to be taken up in other areas of Assam for improvement. The RPF provides legal policy framework for land acquistion, procedure for preparation of RAP, implementation strategy and institutional arrangements for the implementation of RAP. E.4 ALTERNATVE OPTONS AND MNMZATON OF MPACTS To minimize land acquisition and its impacts on assets and livelihood of people, different cross sections have been adopted for rural and urban areas. Two altemative options were adopted for the proposed RoW for the project as below: Option 1: Row of 40m, i.e 20 m on either side of the road; and Option 2: RoW for construction limits and additional 2 m for utility line in rural sections. Option-2 has been selected for the entire corridor as it reduces private land required for acquisition from ha to ha and number of affected structures from 4291 to Currently, there are no bypasses along the settlements of all the 8 corridors. There are no new bypasses proposed. To minimize land acquisition and resettlement impacts, concentric widening is adopted in all the built-up sections. The proposed designs have been prepared without shifting the existing centerline and minor realignments proposed at places where geometric improvements are warranted and at locations for construction of new bridges. E.5 ASSESSMENT OF MPACTS E.S.1 Census Survey of PAHs Census survey has been carried out for 100% of PAH present during the survey period for the project corridor. The last date of the census survey was the cut of date for the PAP/PAH to establish their presence within the project corridor of impact. The corridor wise cut of date for the PAHs is given in Table E-1. Socio-economic baseline survey was carried out for 25 % of the project affected households. The census survey includes the details of the project affected HH, details of the property (land, structures, use of the structure, age, level of impacts, etc. The socio-economic baseline survey includes name of persons, gender, age, marital status, education, occupation and income details. The census survey was based on the final design duly approved by the ASRP. The PAPs along the proposed corridor of impact were verified with reference to the centreline of the proposed corridor. The distance and offset of the assets and properties from the new centre line were measured. This helped to arrive at the updated and final list of PAPs. E-2

No Road Name Cut of Date 1 SH-46 23,09, SH-3 19, SH , SH SH-2 15, SH , ~-~ SH SH Source: Census survey, LASA 2010&2011 E.5.2 Stakeholder Consultation Stakeholder consultations were an integral part of the project planning and were carried out at every stage of the design and RAP preparation. 14 consultation sessions were carried out at Abhayapuri, Barpeta in SH-2, Gogamukh in SH-22; Dhakuakhana in SH-42; takhola and Barpomin SH- 45, Dudhnoi, Karbala and Dubapara in SH-46; Morigaon and Nagaon in SH-3; Cinamara Market in SH- 31 and Ghiladhari Bagan in SH-32. These formal consultations were attended by about 600 participants representing various stakeholder groups including the affected persons. n addition to these consultation meetings were carried out for the relocation of community cultural properties. A series of consultations were carried out with officials of the revenue department, the forest department, the Tribal Welfare Department, etc for preparing action plans for necessary clearances and speedy land acquisition. ndividual household level consultations were carried out during census and socioeconomic surveys. The consultations have helped in not only achieving the social assessment objectives, but also assisted in gathering suggestions for mitigation of adverse impacts, improvement in designs and facilitating inputs for the resettlement plan preparation and implementation. Consultation was carried out with 61 individual ST PAPs and 4 Tribal Autonomous Councils operating with in the project area, which covers Rabha Hasong Autonomous Council, Tiwa Autonomous Council, Bodoland Territorial Council and Mising Autonomous Council. There was no apposition for the project from the tribal councils. To ensure and encourage participation of women in the project planning and implementation process consultation with 760 women PAPs was also carried out. E.5.3 Magnitude of mpacts The project involves land acquisition of ha (Table E-2). The type of lands to be acquired for the project includes residential, commercial, agricultural and tea gardens. The other category includes waste, dry and vacant lands. S. Land acquisition under this Act, will help the PAPs to receive the market price/replacement cost of land as compensation through negotiation. Negotiation Committee will E-4

The Negotiation Committee will be constituted by the DC. The guidance value of the land will be considered for negotiation. Negotiation Committees at a district level will be set up to negotiate the price of land with the PAPs. Provisions of the World Bank's Operational Policies (OP 4.12, OP 4.10, OP 4.11), provisions of the National Policy on R& R and the Assam State Resettlement and Rehabilitation (R&R) Policy, 2004 have also been taken into due consideration before framing the Matrix for the PAPs under the ASRP. The Matrix has been presented in Table E-S. Special provisions have been made for PAPs belonging to vulnerable groups. E-5

Road safety strategy for community awareness has been formulated based on information collected from secondary sources from the concerned departments and to ensure participation. Road safety awareness campaigns will be undertaken with the help of an external agency (NGO/private agencies). The estimated budget for road safety awareness campaigns along the project roads is Rs Crores. HV/ADS and Road mprovements To address impacts on road users and road side communities in terms of HV/ADS and road safety, the RAP includes specific measures for implementation of awareness campaigns and capacity building support during project implementation. These shall be carried out in coordination with the State ADS Control Society (SACS) and other relevant stakeholder groups. A NGO will be appointed for implementation of the awareness strategies. The budget for awareness creation activities and prevention measures is Rs Cores. ssues of SC & ST and road improvement: The project roads cover four tribal dominated areas of Assam. The predominant communities are Rabha community in SH-46, Tiwa community along SH-3, Miri or Mising are in SH-31, SH-32, SH-22 and Bodo- Kacharis in SH- 2 and sh-46. Tribal population along SH- 42 is not significant. Consultations and census survey has been used to identify the PAPs belonging to the ST community. As per census survey, 155 SC households and 61 ST households are affected by the project. The households consist of 652 SC members and 228 ST members. Since the project involves PAPs belong to tribal community an ndigenous People Development Plan has been prepared for the project. The estimated cost for the implementation of the PDP provisions for the tribal households along the eight corridors is 2.35 Crores. Gender development Plan: The RAP includes a Gender Development Plan to ensure involvement of the women PAPs in the project as decision makers, implementing community based development activities and providing equal opportunities in economic activities. The Project affected households include 75 women headed households and 3409 PAPs. The project encourages forming of self help groups among the women PAPs through an NGO. The RAP includes a budget of RS.1.41 Crores for skill development training and education for eligible women PAPs. E.6 RAP MPLEMENTATON ARRANGEMENTS The RAP will be implemented by the Social Management Cell of PU with the support of an NGO. The District R&R cell and State R&R cell will monitor the land acquisition and R&R implementation process. A grievance redressal cell will be constituted at the district level which will be headed by a retired senior official. The estimated duration for construction varies from 30 to 36 months. The major land acquisition and R&R activities are expected to be completed within 24 months. The PU will establish a data base for R&R implementation within their existing data base management system established for the project. mplementation activities include land acquisition process, relocation and rehabilitation and monitoring. An action plan for the implementation of the R&R provisions for the corridor has been prepared based on (i) type and extent of loss of assets, including land and structures identified through census and socio-economic surveys of the PAPs; (ii) eligible R&R measures as outlined in the entitlement matrix; and (iii) institutional framework for implementation of the plan including monitoring and evaluation.
