Kingma, AICP Director of Economic Development and Planning A Resolution Accepting a Grant from the Illinois Housing Development Authority s Abandoned Residential Property Municipal Relief Program BACKGROUND/DISCUSSION: The Village has received a 118,200 grant from the Illinois Housing Development Authority s (IHDA) Abandoned Property Program. This grant will allow for the demolition of three vacant/ blighted homes, and the rehabilitation of three homes. The Village has proposed to work with Rich Township High School District 227 on the rehabilitation element of the grant to support the school district s new construction trades training program. Two of the houses proposed for demolition are located on Sauk Trail, adjacent to two vacant lots on Oswego Street where the vacant, blighted houses have already been demolished. The Village is working to acquire all four lots with the goal of eventually seeking a developer to convert these lots to a townhome or multifamily project. This would represent the first opportunity the Village has had to implement the vision established for the Sauk Trail corridor by the Strategic Plan for Land Use and Economic Development. The attached Resolution is based on a sample resolution provided by IHDA. SCHEDULE FOR CONSIDERATION: This item will appear on the agenda of the Board s Rules Meeting for discussion on April 3, 2017.

3 RESOLUTION NO. A RESOLUTION ACCEPTING A GRANT FROM THE ILLINOIS HOUSING DEVELOPMENT AUTHORITY S ABANDONED RESIDENTIAL PROPERTY MUNICIPAL RELIEF PROGRAM WHEREAS, the Village of Park Forest, Illinois (the Sponsor ) has been awarded a grant (the Grant ) from the Illinois Housing Development Authority (the Authority ) program administrator of the Abandoned Residential Property Municipal Relief Program (the Program ), as that Program is authorized by Section 7.31 of the Illinois Housing Development Act, 20 ILCS 3805/1 et seq. and the rules promulgated under the Act codified at 47 Ill. Adm. Code 381, as may be amended from time to time. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE BOARD OF TRUSTEES OF THE VILLAGE OF PARK FOREST, AS FOLLOWS: Section 1: Each whereas paragraph above is incorporated by reference into this Section 1 and made a part hereof as material and operative provisions of this Resolution. Section 2: The Sponsor shall enter into the Agreement with the Authority wherein the Authority agrees to make the Grant to the Sponsor, which shall be used by the Sponsor to assist with the maintenance and demolition of abandoned properties within the Recipient s area, all in accordance with the terms and conditions set forth in the Agreement. Section 3: The Mayor of the Sponsor and the Village Clerk of the Sponsor are hereby authorized and empowered to execute and deliver in the name of or on behalf of the Sponsor the Agreement and any and all amendments, modifications and supplements thereto, and to execute and deliver such additional documents, instruments and certificates, as may be necessary or desirable for the Sponsor to perform it s obligations under the Agreement. Section 4: The Mayor and the Village Clerk be and hereby are authorized and directed to take such additional actions, to make further determinations, to pay such costs and to execute and deliver such additional instruments (including any amendments, Agreements or supplements) as he or she deems necessary or appropriate to carry into effect the foregoing resolutions. Section 5: The Sponsor hereby ratifies, authorizes and confirms and approves all documents and instruments executed in connection with the Grant and the Agreement, including those acts taken prior to the date hereof. 4 AGENDA BRIEFING DATE: March 27, 2017 TO: FROM: Mayor Ostenburg Board of Trustees Nicholas Christie Assistant Director of Public Works/Village Engineer RE: Storm Water Detention Easement Agreement with School District 163 BACKGROUND/DISCUSSION: In the summer of 2015, School District 163 built an addition onto Michelle Obama School, formerly Forest Trail. This building addition added to the impervious coverage of the property, as well as filled in area designated by FEMA to be in the 500 year flood plain. Per the Will County Storm Water Ordinance, which the Village enforces throughout the entire Community, storm water detention was required. The detention basin was designed and built as a dry bottom pond. While not required, Will County recommends, that an easement be created over the entire detention area for the following reasons: 1) To specify an exact area that cannot be modified in any way that would reduce the storage capacity of the detention facility without prior approval of the Village. 2) To allow the Village to enter the school s property and repair the outlet control structure in the event that the School District is unable to do so. This would primarily be needed if failure of the detention facility would be a threat to localized flooding in the surrounding neighborhood. This agreement was reviewed by Mark Sterk from Odelson and Sterk, Ltd. and was recommended by him for approval. RECOMMENDATION: Approve the Resolution and approve the Mayor to enter into the Easement Agreement with School District 163. 5 Resolution # A RESOLUTION APPROVING AN EASEMENT AGREEMENT WITH THE BOARD OF EDUCATION OF PARK FORESTCHICAGO HEIGHTS SCHOOL DISTRICT NO. 163 WHEREAS, the Board of Education of Park ForestChicago Heights School District No. 163 ( Board of Education ) has constructed, installed and maintained a storm water detention facility containing pipes, manholes and control structure containing multiple restrictors and weir (collectively Facility ) for purposes of storm water management per the requirements of the Will County Storm Water Management Ordinance; and WHEREAS, the Board of Education desires to grant a nonexclusive, permanent public easement to the Village of Park Forest ( Village ) in order to allow the Village to access and maintain the Facility; and WHEREAS, the Village desires to accept the said easement. NOW, THEREFORE, be it resolved by the Mayor and Board of Trustees of the Village of Park Forest, Cook County, Illinois, in the exercise of Park Forest s home rule powers as follows: SECTION 1: The recitals set forth above are incorporated herein by reference and made a part hereof. SECTION 2: The Easement Agreement attached hereto as Exhibit A and made a part hereof is hereby approved. The Mayor is authorized and directed to execute the Easement Agreement and the Village Clerk is hereby authorized and directed to attest to the Easement Agreement in substantially the form attached hereto as Exhibit A as determined by the Mayor. SECTION 3: The Village Clerk is authorized and directed to record the Easement Agreement and a certified copy of this ordinance with the Cook County Recorder of Deeds. 1

6 SECTION 4: If any section, paragraph, clause or provision of this resolution shall be held invalid, the invalidity thereof shall not affect any of the other provisions of this resolution. SECTION 5: All resolutions in conflict herewith are hereby repealed to the extent of such conflict. SECTION 6: This resolution shall be in full force and effect from and after its passage, approval and publication as provided by law. Return to: EASEMENT AGREEMENT This Easement Agreement ( Agreement ) is entered into by and between the BOARD OF EDUCATION OF PARK FORESTCHICAGO HEIGHTS SCHOOL DISTRICT NO. 163, Cook County, Illinois, with offices at 242 South Orchard Drive, Park Forest, Illinois (hereinafter referred to as GRANTOR ) and the VILLAGE OF PARK FOREST, an Illinois Municipal Corporation, with offices at 350 Victory Drive., Park Forest, Illinois, (hereinafter referred to as GRANTEE ). RECITALS WHEREAS, GRANTOR represents that it owns certain real property commonly known as the Michelle Obama School of Technology and the Arts, located at 215 Wilson Street, Park Forest, Illinois; and WHEREAS, GRANTOR has constructed, installed, and maintains a storm water detention facility containing pipes, manholes and control structure containing multiple restrictors and weir (collectively Facility ) for purposes of storm water management per the requirements of the Will County Storm Water Management Ordinance and GRANTEE; and WHEREAS, GRANTOR has determined to grant and dedicate a nonexclusive, permanent public easement to GRANTEE on the property legally described in Exhibit A, attached hereto and incorporated herein by this reference ( SUBJECT PROPERTY ), and depicted in Exhibit B, attached hereto for purposes of allowing GRANTEE access rights to the Facility to clear the restrictions or make other necessary repairs as GRANTEE determines to be necessary in its sole discretion under certain conditions as set forth in this Agreement.

10 WHEREAS, GRANTOR is the owner and operator of the Facility that is located on the SUBJECT PROPERTY and connected upstream to GRANTEE S public storm system. NOW, THEREFORE, in consideration of the mutual promises contained herein, the parties agree that: 1. RECITALS INCORPORATED. The foregoing recitals are incorporated herein by reference as though fully set forth herein. 2. PERMANENT EASEMENT GRANT. GRANTOR grants to GRANTEE a permanent easement over, upon, along, under, through and across the SUBJECT PROPERTY, legally described in the attached Exhibit A and depicted in the attached Exhibit B for the purpose of accessing the Facility. GRANTEE shall enter the SUBJECT PROPERTY only if GRANTOR is not performing reasonably necessary maintenance of the Facility which in GRANTEE S opinion causes a hazardous condition in the public right of way or on private property other than GRANTOR S property. No modifications to the storm water capacity of the Facility or the SUBJECT PROPERTY shall be made without the approval of GRANTEE. 3. EASEMENT CONDITIONS. In the event GRANTEE exercises its right to enter onto the SUBJECT PROPERTY: (a) (b) (c) (d) (e) All activities by the GRANTEE within the SUBJECT PROPERTY shall be performed in accordance with the various requirements of the ordinances and regulations of any governmental authority with jurisdiction over such work, and shall be performed in a good and workmanlike manner. None of GRANTEE s activities on the SUBJECT PROPERTY will interfere with other public utilities running across the SUBJECT PROPERTY of which GRANTEE has notice. GRANTOR shall be responsible for locating all privately owned underground utilities required for maintenance work on the SUBJECT PROPERTY. GRANTEE shall provide notice to GRANTOR prior to coming onto the SUBJECT PROPERTY. GRANTEE and its contractors will comply with all applicable labor laws. GRANTEE s inspection activities will not include any destructive or invasive testing without the express written approval of GRANTOR. 2

11 (f) GRANTOR shall be responsible to pay the reasonable costs of repair, including but not limited to labor, materials, equipment and insurance and bonds, if applicable, incurred by or at GRANTEE S direction. Payments shall be made in accordance with the Illinois Local Government Prompt Payment Act after receipt of an invoice from GRANTEE. In the event that GRANTEE is required to bring any action to recover any repair costs from GRANTOR, GRANTOR shall pay all attorneys fees and court costs incurred by GRANTEE in connection with said action. 4. HOLD HARMLESS. GRANTOR and GRANTEE shall indemnify, defend, and hold each other and their respective board members, employees and agents, harmless from any and all claims, causes of actions, lawsuits, administrative proceedings, damages, liabilities, judgments and costs (including attorney s fees, costs and expenses), now or hereafter existing and resulting from their respective performance of any obligations under this Agreement, including but not limited to its activities on the SUBJECT PROPERTY, including any claims by their respective employees. Indemnification obligations will not be subject to limitation of liability defenses based on workers compensation or other benefit laws. 5. RESTORATION. GRANTEE, or its agents, contractors or designees, shall, upon completion of any work authorized by this grant, restore the surface of the SUBJECT PROPERTY to the same or better condition than that which existed prior to the beginning of any work. GRANTOR shall pay the reasonable costs of all necessary restoration work in accordance with its obligations under Section 3(f) of this Agreement. Alternatively, GRANTOR may elect to perform the restoration work, and will so advise GRANTEE of its intent to do so before GRANTEE commences any restoration work. 6. ENTIRE AGREEMENT. This instrument contains the entire agreement between the parties relating to the rights granted herein and the obligations herein assumed. Any oral representations or modifications concerning this instrument shall be of no force and effect, and modifications to this Agreement must be in writing and must be signed by all parties to this Agreement. 7. COVENANT RUNNING WITH THE LAND. This easement and the promises contained in this Agreement shall be a covenant running with the land and shall be binding upon the GRANTEE, GRANTOR and any of their lessees, successors in interest, heirs, devisees and assigns from 3

12 and after the date of execution by the parties hereto. GRANTEE may record this Agreement with the Cook County Recorder of Deeds. 8. LAW GOVERNING. The laws of the State of Illinois shall govern the terms of this Agreement both as to interpretation and performance. 9. EFFECTVE DATE. This Agreement will take effect after GRANTOR completes construction of the detention area in accordance with the grades on the plans prepared and verified by Robinson Engineering dated November 11, 2014 as revised and approved by GRANTEE and the area has been stabilized. 10. TERMINATION & MODIFICATION. This Agreement may only be terminated or modified upon the written approval of both the GRANTOR and GRANTEE. 11. NOTICES. This Agreement is binding upon the successors and assigns of the parties. 14. The waiver by either party of any breach or violation of any provision of this Agreement shall not be deemed to be a waiver or a continuing waiver of any subsequent breach or violation of the same or any other provision of this Agreement. 15. This Agreement contains the entire understanding between the parties with respect to the subject matter herein. There are no representations, agreements or understandings (whether oral or written) between or among the parties relating to the subject matter of this Agreement except those fully expressed herein. 4

13 16. This Agreement creates no rights, title or interest in any person or entity whatsoever (whether under a third party beneficiary thereof or otherwise) other than the parties. 17. This Agreement may be executed in counterparts. Facsimile signatures shall be sufficient. 18. Under no circumstances shall this Agreement be construed as one of agency, partnership, joint venture or employment between the parties. The parties shall each be solely responsible for the conduct or their respective officers, employees and agents in connection with the performance of their obligations under this Agreement. 19 AGENDA BRIEFING DATE: March 27, 2017 TO: FROM: Mayor Ostenburg Board of Trustees Nicholas Christie Assistant Director of Public Works/Village Engineer RE: Water Main Easement Agreement with School District 163 BACKGROUND/DISCUSSION: In the summer of 2015, School District 163 built an addition onto Michelle Obama School, formerly Forest Trail. This building addition warranted a new water service, as well as additional hydrants for fire coverage. The School District proposed installing a new water main around the outside perimeter of the new parking lot, tying to the Village main both on Lakewood and Wilson Streets. The proposed water main s only purpose was to service the School. However, per the IEPA, water main that is connected to the municipal system in more than one location is required to be owned and maintained by the Public Water Supply. Understanding the School District s need for the new water main, DPW permitted the construction and conditionally took ownership of the main in the required IEPA documentation. The conditions of municipal approval and ownership primarily reflected the fact that the Village itself did not benefit from the new water main and it was not in the Village s interest to carry the financial burden of long term maintenance. So, DPW requested an easement agreement with School District 163 that, in short, states the following goals: 1) Shifts the financial burden of maintenance on the water main to the School District. Issues such as water main breaks will be the burden of the School District to hire a contractor to repair under the supervision of DPW. 2) Provides an easement to allow the Village to enter the school s property and repair the water main if the School District fails to do so. Repairs would be invoiced back to the School District. The easement also allows the Village to do routine maintenance, such as hydrant flushing, that improves water quality for the surrounding neighborhood. This agreement was reviewed by Mark Sterk from Odelson and Sterk, Ltd. and was recommended by him for approval. RECOMMENDATION: Approve the Resolution and approve the Mayor to enter into the Easement Agreement with School District 163. NOW, THEREFORE, be it resolved by the Mayor and Board of Trustees of the Village of Park Forest, Cook County, Illinois, in the exercise of Park Forest s home rule powers as follows: SECTION 1: The recitals set forth above are incorporated herein by reference and made a part hereof. Return to: EASEMENT AGREEMENT This Easement Agreement ( Agreement ) is entered into by and between the BOARD OF EDUCATION OF PARK FORESTCHICAGO HEIGHTS SCHOOL DISTRICT NO. 163, Cook County, Illinois, with offices at 242 South Orchard Drive, Park Forest, Illinois (hereinafter referred to as GRANTOR ) and the VILLAGE OF PARK FOREST, an Illinois Municipal Corporation, with offices at 350 Victory Drive, Park Forest, Illinois, (hereinafter referred to as GRANTEE ). RECITALS WHEREAS, GRANTOR represents that it owns certain real property commonly known as the Michelle Obama School of Technology and the Arts ( School ), located at 215 Wilson Street, Park Forest, Illinois; and WHEREAS, GRANTOR has constructed, installed, and maintains a buried water main pipe along with related hydrants, connections, valves, and appurtenances (collectively the Improvements ) within and across public rightofway to the SUBJECT PROPERTY for the purpose of providing water service and fire hydrant coverage for the School; and WHEREAS, GRANTOR has determined to grant and dedicate a nonexclusive, permanent public easement to GRANTEE on the property legally described in Exhibit A, attached hereto and incorporated herein by this reference ( SUBJECT PROPERTY ), and depicted in Exhibit B, attached hereto for purposes of allowing GRANTEE access rights to make repairs to the Improvements under certain conditions, as set forth in this Agreement; and

25 WHEREAS, the Improvements are connected to the public water supply of the GRANTEE and GRANTEE is heretofore considered owner and operator of the Improvements on IEPA documentation. NOW, THEREFORE, in consideration of the mutual promises contained herein, the parties agree that: 1. RECITALS INCORPORATED. The foregoing recitals are incorporated herein by reference as though fully set forth herein. 2. PERMANENT EASEMENT GRANT. GRANTOR grants to GRANTEE a permanent easement over, upon, along, under, through, and across the SUBJECT PROPERTY, legally described in the attached Exhibit A and depicted in the attached Exhibit B for the purpose of repairing the Improvements in the event GRANTOR has not initiated repairs to the Improvements within public rightofway and/or on the SUBJECT PROPERTY within six (6) hours of receiving notice of the break or malfunction from the GRANTEE. Repairs made by GRANTOR shall be performed in accordance with the various requirements of the ordinances and regulations of any governmental authority with jurisdiction over such work, and shall be performed in a good and workmanlike manner. GRANTEE shall also have access, upon reasonable notice to GRANTOR, for maintenance of the Improvements and hydrant flushing. 3. EASEMENT CONDITIONS. In the event GRANTEE exercises its right to enter onto the SUBJECT PROPERTY to make repairs to the Improvements: (a) (b) (c) (d) All construction, repair, replacement, or modification by the GRANTEE within the SUBJECT PROPERTY shall be performed in accordance with the various requirements of the ordinances and regulations of any governmental authority with jurisdiction over such work, and shall be performed in a good and workmanlike manner. None of GRANTEE s activities on the SUBJECT PROPERTY will interfere with other public utilities running across the SUBJECT PROPERTY of which GRANTEE has notice. GRANTOR shall be responsible for locating all privately owned underground utilities required for maintenance work on the SUBJECT PROPERTY. GRANTEE shall provide notice to GRANTOR prior to commencing repair activities. GRANTEE and its contractors will comply with all applicable labor laws. 2

26 (e) GRANTOR shall be responsible to pay the reasonable costs of repair, including but not limited to labor, materials, equipment and insurance and bonds, if applicable, incurred by or at GRANTEE s direction. Payments shall be made in accordance with the Illinois Local Government Prompt Payment Act after receipt of an invoice from GRANTEE. In the event that GRANTEE is required to bring any action to recover any repair costs from GRANTOR, GRANTOR shall pay all attorneys fees and court costs incurred by GRANTEE in connection with said action. 4. HOLD HARMLESS. GRANTOR and GRANTEE shall indemnify, defend, and hold each other and their respective board members, employees and agents, harmless from any and all claims, causes of actions, lawsuits, administrative proceedings, damages, liabilities, judgments and costs (including attorney s fees, costs and expenses), now or hereafter existing and resulting from their respective performance of any obligations under this Agreement, including but not limited to construction, repair, replacement or modification of the Improvements on the SUBJECT PROPERTY, including any claims by their respective employees. Indemnification obligations will not be subject to limitation of liability defenses based on workers compensation or other benefit laws. 5. RESTORATION. GRANTEE, or its agents, contractors or designees, shall, upon completion of any work authorized by this grant, restore the surface of the SUBJECT PROPERTY to the same or better condition than that which existed prior to the beginning of any work. GRANTOR will pay the reasonable costs of all necessary restoration work in accordance with its obligations under Section 3(e) of this Agreement. Alternatively, GRANTOR may elect to perform the restoration work, and will so advise GRANTEE of its intent to do so before GRANTEE commences any restoration work. 6. ENTIRE AGREEMENT. This instrument contains the entire agreement between the parties relating to the rights granted herein and the obligations herein assumed. Any oral representations or modifications concerning this instrument shall be of no force and effect, and modifications to this Agreement must be in writing and must be signed by all parties to this Agreement. 7. COVENANT RUNNING WITH THE LAND. This easement and the promises contained in this Agreement shall be a covenant running with the land and shall be binding upon the GRANTEE, GRANTOR and any of their lessees, successors in interest, heirs, devisees and assigns from and after the 3

27 date of execution by the parties hereto. GRANTEE may record this Agreement with the Cook County Recorder of Deeds. 8. LAW GOVERNING. The laws of the State of Illinois shall govern the terms of this Agreement both as to interpretation and performance. 9. NOTICES. No construction of any type may take place within the SUBJECT PROPERTY other than as shown on the plans prepared by Robinson Engineering with the last revisions dated November 11, 2014 or as revised and approved by the GRANTEE, which approval will not be unreasonably withheld. 13. RIGHTOFWAY. GRANTOR shall maintain the underground water main pipe to a valve at the connection to GRANTEE s water main. Repair work in the GRANTEE S rightofway shall take place only with the direction of the GRANTEE. GRANTOR shall not enter GRANTEE S rightofway without approval by GRANTEE. GRANTEE will assume all liability due to its failure or delay to grant approval to GRANTOR to enter the rightofway to make necessary repairs. 4

28 14. UTILITY LOCATION. GRANTOR shall be responsible for locating all privately owned underground utilities required for maintenance work on the SUBJECT PROPERTY and shall notify GRANTEE of the said locations. 15. If any one or more of the provisions of this Agreement shall be held by a court of competent jurisdiction in a final judicial action to be void, voidable or unenforceable, then this entire Agreement shall be null and void. 16. This Agreement is binding upon the successors and assigns of the parties. 17. The waiver by either party of any breach or violation of any provision of this Agreement shall not be deemed to be a waiver or a continuing waiver of any subsequent breach or violation of the same or any other provision of this Agreement. 18. This Agreement contains the entire understanding between the parties with respect to the subject matter herein. There are no representations, agreements or understandings (whether oral or written) between or among the parties relating to the subject matter of this Agreement except those fully expressed herein. 19. This Agreement creates no rights, title or interest in any person or entity whatsoever (whether under a third party beneficiary thereof or otherwise) other than the parties. 20. This Agreement may be executed in counterparts. Facsimile signatures shall be sufficient. 21. Under no circumstances shall this Agreement be construed as one of agency, partnership, joint venture or employment between the parties. 34 AGENDA BRIEFING DATE: March 24, 2017 TO: FROM: RE: Mayor Ostenburg Board of Trustees Nicholas Christie Assistant Director of Public Works/Village Engineer Award of the FY 1718 MFT Street Sweeping Maintenance Contract BACKGROUND/DISCUSSION: On Thursday, March 23, 2014 at 2:00 p.m., the Department of Public Works (DPW) opened 3 bids for the FY 1718 MFT Street Sweeping Maintenance Contract. Invitations to bid were published in the Daily Southtown Newspaper, on the Village Website, in the Illinois Department of Transportation Construction Bulletin, and mailed to 5 known bidders. Illinois Central Sweeping LLC, located in Tinley Park, IL, was the lowest bidder in the amount of 42,770, which was lower than the engineers estimate. See attached Tabulation of Bids. This maintenance contract will provide for 4 Village wide sweeps, 2 Village owned parking lot sweeps, 2 Old Plank Rd. Bike Trail sweeps, and any emergency sweeping throughout the next fiscal year. On March 6th, the Village Board approved a Motor Fuel Tax General Maintenance Resolution in the amount of 436,297.35, from July 1, 2017 to June 30, 2018, where funds are budgeted for this work. Illinois Central Sweeping LLC is the current contractor and has performed street sweeping work for the Village before and has satisfactorily completed all items under past contracts. DPW may increase any of the scheduled quantities of work and payment to the contractor will be made only for actual quantities of work performed and accepted. DPW requests the authorization to take advantage of this opportunity if necessary, and as determined by the Village Engineer. 36 AGENDA BRIEFING DATE: March 31, 2017 TO: FROM: SUBJECT: Mayor Ostenburg Board of Trustees Nicholas Christie Assistant Director of Public Works/Village Engineer Award of Contracts for Water Treatment Chemicals BACKGROUND/DISCUSSION: On Tuesday, March 28, 2017, at 2:00 P.M., the Department of Public Works opened 12 bids for the annual supply of Water Treatment Chemicals for use at the Water Treatment Plant. The bid was advertised in the Daily South Town newspaper, mailed directly to 15 known suppliers, and advertised on the Village website. Due to the various chemicals needed for water treatment, the bids are advertised so that each chemical can be awarded separately to any lowest bidder. Pencco and Rowell Chemical Corp. submitted a No Bid for all chemicals. There was one bidder for Hydrofluosilicic acid, two bidders for Salt, four bidders for Carbon Dioxide, and three bidders for Bulk Soda Ash. See attached bid tab. Due to variations in water demand over the course of a year, the water plant may be required to produce more or produce less water to meet demand. Therefore, DPW included a contract provision stating that, The Village may increase or decrease final quantities by 25% without change in unit prices. Below is a breakdown of chemicals, lowest bidders, and costs. Hydrofluosilicic Acid is used as a fluoride supplement to help prevent tooth decay. Viking Chemical Co. is the lowest bidder in the amount of 0.55/pound totaling 13,200 (25% increase equals 16,500). The current contract unit price is There is no change in unit pricing from the previous year. Salt is used to produce Sodium Hypochlorite which is used as the disinfectant at the plant and in the distribution system. Viking Chemical Co. is the lowest bidder in the amount of /ton totaling, 17,700 (25% increase equals 22,125). Current unit price is /ton. Carbon Dioxide is used to reduce the ph and stabilize the water after lime softening. Praxair is the lowest bidder in the amount of /ton totaling 36, (25% increase equals 45,117). The current unit price is 119/ton.

37 Soda Ash is used to raise the alkalinity of the raw water and thereby help remove water hardness in the treatment process. Univar USA is the lowest bidder in the amount of 424/ton totaling 351,072 (25% increase equals 438,840). Current unit price is /ton. Purchases for these materials will begin July 1, 2017, therefore these purchases will be paid from the FY 18 Water Fund. One dump truck is designated for replacement this fiscal year. This vehicle will be purchased through the Suburban Purchasing Cooperative (SPC). The SPC is a bulk purchasing power program that multiple agencies can participate in and use by creating higher sales volumes, thus pushing the per unit cost per item down. By purchasing through this program, local governments can save a percentage per purchase and reduce the administration expenses associated with performing a competitive bidding process on their own. These programs develop the vehicle specifications and options, conducts the bid process, awards the contract, and publishes the contracts for participation. Local agencies then work directly with the awarded Vendor to build and purchase the equipment. The vehicle to be replaced is #601, which is a 2004 Ford F450 11/2 Ton Dump Truck which is used by DPW Staff for water main breaks, manhole repairs, and other various daily operations and work related travel. This vehicle will be purchased through the Vehicle Services Fund Capital Outlays where 220,000 has been budget for vehicle purchases. RECOMMENDATION: Authorize the Village Manager to issue a Purchase Order in the amount of 76,097 dollars for the purchase of one Ford dump truck.
