3 REPORT TO THE MUNICIPAL PLANNING COMMISSION FOR CONSIDERATION OF SUBDIVISON LES CHAMPS VALLÉE SCHOOL USI URBAN SERVICES INSTITUTIONAL DISTRICT LOT Report Date: February, 06 Meeting Date: February 5, 06 FILE: SDA-5-08 PURPOSE To consider an application in the to subdivide part of Lot, Block, Plan in the Four Seasons neighbourhood to create separate title for the Les Champs Vallée School for Black Gold School Division in accordance with the School Site Allocation Agreement. BACKGROUND Project Name: Municipality: Les Champs Vallée School Legal Description: Lot, Block, Plan Location: Applicant: Owner: 60 0 Avenue Date of Acceptance: December 8, 05 Expiry Date (60 days): February 8, 06 Extension Date: ANALYSIS. Subdivision Proposal Title Area: Subdivision area:.5 ha. ha Land Use proposed: Institutional Lots proposed:. Previous Subdivision Applications One () USI Urban Services Institutional Lot Lot was created under Four Seasons Estates Phase under Plan Site Characteristics a) Existing Land Use: Recreational (soccer fields) b) Site and surrounding area: North of 0 Avenue and west of 60 Street c) Access: 0 Avenue and 60 Street

4 . Conformity with Other Documents a. Municipal Government Act: Section 65 relating to suitability of the land; conformity to other plans. b. Subdivision and Development Regulations: suitable on the basis of topography, soil, servicing, access, and adjacent uses. c. Municipal Development Plan: designates this area as Reserves and Public Utilities d. Inter-Municipal Development Plan: located within IDP. e. Strategic Plan 05-00: Key Focus Area: People Services and Smart Growth f. Four Seasons Estates Outline Plan: Designates area as Public Recreation Lands g. Land Use Bylaw: Bylaw was approved at the March 0, 05 Council Meeting to accommodate a redistricting from PRS Public Recreation Services District to USI Urban Services Institutional District. 5. Other Agency Comments Alberta Capital Region Wastewater Commission: No comment. Alberta Environmental and Sustainable Resource Development: No comment. Alberta Health Services: No objections to this proposed development at this time. Alberta Transportation: Alberta Transportation hereby authorizes the Subdivision Authority to grant a variance to Section and 5 of the Regulation (under section 6), subject to the commitment that, prior to occupancy of the school, a Traffic Impact Assessment is accepted by the Department which includes the intersection of Highway 65 and 60 Street. AltaGas: No objection to the proposed subdivision described in the file mentioned above. Black Gold Regional Schools: Our civil engineer, Al-Terra has recommended that we offset the westerly line.8m to the west so that the existing catch basins are included within the schools site boundary. The rationale behind this is that the catch basins are attached to underground lines resulting in the entire system being contained on one side of the boundary line. The underground lines are running under the westerly parking lot. At this time Al-Terra has informed us that they will not be using these lines or the catch basins for any drainage on site however they would like to see the existing system falling entirely within the site boundary. Please review and advise. Planning and Engineering determined that the west property line will be offset.0 meters to the east from the existing underground water line. This will allow for the existing water line and catch basins to remain on Town property. A chain link fence will be installed on the school s property as a condition of the Development Permit. Canada Post - Delivery Services: No comment. Conseil scolaire Centre-Nord: No comment. Fortis Alberta: No objections to the proposal and no easements are required. Leduc County: No comment. Shaw Cable: No comment. St. Thomas Aquinas Roman Catholic Schools: No comment. Telus Communications Inc.: No comment. Telus National Access Network Design: No comment. 6. Administrative Comments Marc Landry, Chief Administrative Officer: I assume that the subdivision area includes all school amenities (example: parking area, playground, etc ) Yes.

5 Alan Harris, Manager, Corporate Services: Please ensure that the trail running east/west on the north side of the proposed school site is not included in the subdivision. An easement will be registered on the existing trail. Dave Dmytryshyn, General Manager, Planning & Infrastructure: No comment.
