2 CITY OF SAN MATEO CIVIC ARTS COMMITTEE (CAC) MINUTES OF THE REGULAR MEETING FEBRUARY 8, 2016 The meeting convened at 3:35 p.m. in Conference Room C at San Mateo City Hall and was called to order by Vice Chair Robert Gooyer. Roll Call Those present were Committee Members Robert Gooyer, Stephen Tabler, Dianne Whitaker, Charlie Drechsler (arrive 3:45). Lorna Watt was excused. Councilmember Freschet was unable to attend. Staff present was Heather Stewart, Senior Management Analyst. Approval of Minutes Meeting Minutes of November 9, 2015 tabled for March meeting due to lack of quorum Public Comment Period There was no public comment. Old Business 1. Art Proposal at San Mateo Business Park Greg Carey, Project Director for Embarcadero Capital Partners, introduced their proposal for the public art installation entitled Falling Slabs at San Mateo Business Park, located on Clearview Way. Presenting the artwork concept and designs from Lundberg Design were designer Misa Grannis and fabricator Conner Wishard. Project was approved as presented. Whitaker/Tabler: Project Updates Staff provided informational updates on status of the following projects and discussed upcoming projects with applicability not yet defined: Delaware Apartments project installed; awaiting final proof of payment for expenses prior to issuance of Notice of Completion. St. Matthews Episcopal no communication from project, status update unknown Gateway Park engineering specs received from artist; City beginning selection process for a design/build, engineering/construction firm for foundation installation. 3. Review of Art in Public Places Program Tools Committee reviewed and provided comments on the Draft Art in Public Places Program Administrative Process and affiliated forms. Staff introduced the new online gallery and interactive Google Map for art that has been installed as a result of the Art in Public Places Program. Communications/Announcements As a point of information, Committee member Drechsler introduced renderings of the proposed Hillsdale Shopping Mall project that the Planning Commission will be reviewing, which included an artistic style installation as part of a building design. Next regular meeting is scheduled for March 14, 2016 at 3:30pm. Meeting was adjourned at 5:10 p.m. by Vice Chair Gooyer. 1

Roll Call Those present were Committee Members Robert Gooyer, Linda Asbury, Dianne Whitaker, Charlie Drechsler, and Chair Jack Matthews. Lorna Watt was absent. Staff present was Heather Stewart, Senior Management Analyst. Approval of Minutes Meeting Minutes of September 14, 2015 Whitaker/Gooyer; passed 3 0, as corrected Public Comment Period There was no public comment. Old Business 1. Project Updates Staff provided informational updates on status of the following projects and Art fee obligations to date: Delaware Apartments installing soon, prior to end of year St. Matthews Episcopal delayed for project management & fabrication / install bids Gateway Park engineering backlogged, approx. 6 8 weeks behind original schedule Art obligations over $1.7 million to date, plus $1 million in Bay Meadows Communications/Announcements The committee welcomed new Planning Commissioner representative Charlie Drechsler, and thanked outgoing CAC Chair and strong art supporter Councilmember Jack Matthews for all his time, support and dedication to bringing more public art to the City of San Mateo. Next regular meeting is scheduled for January 11, 2016 at 3:30pm. Meeting was adjourned at 4:42 p.m. by Chair Matthews. 1

4 PUBLIC ART SUBMISSION By ST. MATTHEW S EPISCOPAL CHURCH AND DAY SCHOOL St. Matthew s previously came before the Public Art Commission and proposed a Three Gate Installation. This proposal was approved in June, Subsequent to the approval, St. Matthew s moved forward with developing a Request for Proposal that was submitted and reviewed by five local fabricators. Ultimately, two bids were received. During this process, it became clear that the Three Gate Installation was problematic from both a financial and feasibility standpoint. The project costs increased from an initial estimate of $45,000 - $50,000 to approximately $140,000 - $150,000 when the material prices were fully costed out and the construction/installation expense was factored in. Additionally, the most expensive gate, the pedestrian gate on Baldwin Avenue, was determined to be very complicated from a construction standpoint. The arch that was to be placed over this pedestrian gate would need a crane to lift it into place and a very expensive foundation to support it. Also, concerns were raised about the interaction of the arch and the neighboring oak tree due to the continual pruning necessary to keep the branches clear of the arch. Based on these factors, St. Matthew s is now requesting approval of a scaled back project, the Two Gate Installation described below. This proposal focuses on the two gates that have the highest public visibility the entry from El Camino and the Baldwin fire lane and are feasible from both a financial and construction perspective. 5 REVISED PUBLIC ART PROPOSAL: Two Gate Installation: Brief Description: The Two Gate Installation is a hand crafted, gothic art wrought iron gate installation consisting of a pedestrian gate entering the property on El Camino (the El Camino Gate ) and a sliding gate across the Baldwin Fire Lane (the Sliding Gate ) (See attached Schedule 1 for Design Drawings). The backdrop for the El Camino Gate is the façade of the Church. The El Camino Gate features gothic arches and ornamentation connecting to the gothic architecture and iconography of the Church. The focal point of the El Camino Gate is the historic Crest of the Church and School, accompanied by the Celtic Crosses used in its imagery today. The Sliding Gate compliments the El Camino Gate with its repeating images of the Crest, Celtic Crosses, and Gothic Architecture. (See attached Schedule 2 for Gate Locations) BUDGET: Approximately $93,550 o Design/Drawings/RFP: $4,000 (already spent) o El Camino Gate: Design, Materials, Fabrication: $21,360 Installation: $16,500 Permits, Structural Drawings: $ 3,750 o TOTAL: $41,610 o Sliding Gate: Design, Materials, Fabrication: $27,190 Installation: $16,500 Permits, Structural Drawings: $ 4,250 o TOTAL: $47,940 TIMELINE: Design Completion: 2-3 weeks; Fabrication: 8-10 weeks; Installation: 2 weeks. MATERIALS: Pickets, 5/8 solid square iron with a single custom twist in the middle. The top of the El Camino Gate frame will be 2" half round iron bar; the two sides and bottoms of the frames will be 1" x 2 solid iron. Column posts of gates and panels will be 4 x 4 iron tube. Fabrication of the Crest will be one type of material, with a layered design to create depth (custom design and cut). Imagery of Celtic Crosses and lower gate designs to be cut by water jet design, with an optional hammered texture. Sliding Gate to be a rolling system pending approval by the San Mateo Fire Department. Powder coated paint with a flat black or dark grey color.

6 DESIGN AND FABRICATION BY: Erikka G. Molumphy: Erikka is the current owner of EGM Design and has over twenty years experience in the Design industry. She previously worked at CKDriver Design Group in Menlo Park as a Senior Designer specializing in Traditional, European Residential Design. Erikka has a B.A. from University of Georgia, Whittier College and an AA in Interior Design from the Fashion Institute of Design and Merchandising in San Francisco. She is also a St. Matthew s Parishioner and Day School Parent. Fabrication Bids by: o RUSTWORKS, located in San Carlos, founded by Jeromy Brians and Jesse Pemberton, is a unique custom fabrication shop specializing in metalwork and multimedia creations. They are a company not only dedicated to fine metalwork, but to the advancement of design and invention. They have been included in projects from Napa to Carmel. They work with artists, designers, inventors, contractors and architects. o UMILI AMERICA, located in South San Francisco, has been serving the structural steel and architectural metal needs of general contractors and residents of the San Francisco Bay Area since Its commitment to high quality work flows from a proud tradition of iron working that has its roots in Italy - birthplace of artistic wrought-ironworking. Giorgio Umili, the founder of Umili America, was born in Sarzana, Italy. He grew up working for his father Enrico "Ricuccio" Umili, who owned and operated a metal shop near their home. Giorgio learned almost every phase of the steel business from his father. Giorgio's sons, Daniel and Bryan, have also been taught the trade, and work diligently to monitor the standard and quality that has been set before them. ARTISTIC PROCESS: This Two Gate Installation takes its inspiration from Gothic Architecture in general, and more specifically, from the structure and iconography of St. Matthew s Church. St. Matthew s Church has been deemed an historically significant building, and the surrounding campus has been designated a supporting historical district. It is very important to our community that any artistic installation added to our campus enhance and celebrate this history and artistry. Gothic architecture is a style of architecture developed in northern France that spread throughout Europe between the 12th and 16th centuries. It is characterized by slender vertical piers and counterbalancing buttresses and by vaulting and pointed arches. It is also often associated with ornate facades. While the architecture of St. Matthew s Church is in the tradition of Gothic architecture, it is does not have an overly ornate style. The Two Gate Installation has been designed to be in keeping with this distinction. Attached are pictures of the architecture and iconography of St. Matthew s Church which inspired our design. (See attached Schedule 3)

7 In addition, each Gate has as its centerpiece the historic Crest shared by the Church and School for many years (See attached Schedule 4). This Crest features the Tau Cross which has been a symbol of our Church Parish and School from their inception. As a symbol, the Tau Cross indicates that Matthew died a martyr s death in the same fashion as Jesus. The symbol of the Tau Cross attempts to communicate Matthew s unwavering dedication to the spreading the Gospel of Christ without his counting the personal cost of being a disciple. The Tau Cross continues today as the name of the Church s monthly newsletter. Each Gate will also feature the Celtic Cross that is currently used by both the Church and School in its imagery (See attached Schedule 4).

18 SCHEDULE 4 HISTORIC CREST/TAU CROSS From antiquity the shape of the greek letter tau or T was interpreted as representing a crucifix. Many scholars think it likely that Jesus was crucified on a Tau Cross rather than a cross formed by intersecting beams as usually depicted. In the new Testament, Matthew is identified as a tax collector who was called by Jesus as one of 12 disciples. Matthew is also associated with writing the Gospel that bears his name. In Matthew s Gospel, the final instructions of Jesus to his disciples are to go, therefore, and make disciples of all nations, baptizing them in the name of the Father, and of the Son, and of the Holy Spirit, teaching them to observe all that I have commanded you. Matthew is thought to have died a martyr s death while spreading the Gospel of Christ throughout Judea and to the East.

20 ADMINISTRATIVE REPORT TO: CIVIC ARTS COMMITTEE FROM: HEATHER STEWART, SENIOR MANAGEMENT ANALYST MEETING DATE: MAY 9, 2016 SUBJECT: RECOMMENDATION TO CITY COUNCIL TO APPROVE TOWN SQUARE ART PURCHASE RECOMMENDATION Recommend the City Council approve the purchase of the Mirrored Labyrinth sculpture by Jeppe Hein for installation as public art in Bay Meadows Town Square. BACKGROUND The Bay Meadows II Development Agreement, which was approved in November 2005, addresses the public art requirement for the Bay Meadows project. In accordance with Section 5.15 of the Development Agreement, the developer is required to pay $1,000,000 toward the acquisition and installation of public art within the project. To date, the developer has paid $450,000 to the City which has been held in reserve for this purpose and a reimbursement agreement was authorized for these funds in June To date, the developer has expended $389,869 to acquire and install four works of art; three pieces by Evan Shively in Persimmon Park and the Chuck Ginnever San Mateo Bridge in Landing Green Park. On September 14, 2015, the Civic Arts Committee (CA) approved the Town Square project, which is a large sculpture piece by Jesse Hein called Mirrored Labyrinth and the surrounding landscaping. BUDGET IMPACT The total project budget for this piece is estimated to be approximately $625,000. This, and any additional art, will include $250,000 from the developer as authorized in the Development Agreement, the remainder of the previous $450,000 deposit with the City, and the remaining $300,000 in art obligation by the Developer. Utilizing these funds would result in fulfilling the full art obligation to the City ahead of the schedule identified in the Development Agreement. No additional City funds will be required for this agreement. ENVIRONMENTAL DETERMINATION In accordance with CEQA guidelines, this action is exempt from CEQA pursuant to Guideline 15061(b)(3) because it can be seen with certainty that there is no possibility that this activity may have a significant effect on the environment.
