1 PARISH OF CHARDSTOCK 1861 CENSUS RG9/1372 The census was carried out on the night of 7th April, 1861 and closely followed the format of the previous census taken in The head of the family had to be defined as did the relationship to the head of each person staying in the house that night. The sex of each person was also recorded. Accurate ages were required throughout and were taken from the person s last birthday. For infants under one year, the age was recorded either in months (m), weeks (w) or days (d). The rank, profession or occupation of each person was recorded and Where Born had to be completed by giving the county first, followed by the town or parish of birth. Finally, there was a separate column to record any persons who were deaf-and-dumb or blind. It should be remembered that at the time of the census Chardstock formed part of the County of Dorset, as the transfer to Devon did not occur until An analysis of the recordings for Chardstock are tabled below, together with comparisons for 1841 and Due to the opening of both a boarding school and industrials schools between 1851 and 1861, the figures for 1861 for the educational establishments have been extracted from the rest of the Parish. Parish of Chardstock (excluding schools) Age Group Comparison 1851/1861 No. No. No. % Under to to to to to to to Over Total The schools/college recorded 178 pupils boarding in the village, while schoolmasters, schoolmistresses, teachers and other staff numbered 15 (8 aged 20 to 29, 4 aged 30 to 39, 2 aged 40 to 49 and one aged 78). Compared with the stability shown in the 1841 and 1851 census returns, those for 1861 record a significant change in the age profile of the Parish. The number of children under 10 dropped by 76 from 360 to 284, adults aged 20 to 49 dropped by 54 from 486 to 432, adults aged 50 to 69 increased by 23 from 185 to 208 and the elderly aged over 70 dropped by 12 from 71 to 59. The overall number of people in the Parish fell by 116 (8.4%), from 1386 to The local Chard diarist Arthur Hull records that throughout the 1850s prices of basic foods were consistently high and that money was scarce. In 1854 there were food riots in Taunton and Exeter over the high cost of bread. The weather caused poor crop yields in some years and potato blight, which arrived in the Chard area in 1845, continued to decimate the harvest until at least There were some very harsh winters, in particular that of 1854/1855, with a severe frost for five weeks, which Arthur Hull records as Icicles of immense weight that many limbs of trees of large size [are] broken. He added that Many old people died during the severe weather. The Chardstock Parish Registers record 10 burials of people aged over 80 between December, 1854 and April a figure which should be considered against the fact that in the 1851 census there were only 10 people over 80 living in the Parish. 1 Arthur Hull also records that the Crimean War (1854 to 1856) adversly affected the economy and increased taxation, including a doubling of Property Tax in He also records a collapse in the local economy in 1857 with the comments Nearly everything is gone down in price the panic is very great nearly all business stopped a number of banks are broken and many ruined as it came so sudden. The lace trade [in Chard] extremely bad. Money very scarce.

2 The effect on Chardstock would have been severe. It is hardly surprising that many of those who could sought work elsewhere by moving to towns and industries which offered the hope of better and more regular work. Some emigrated, either through choice, or by assisted passage as an alternative to the workhouse. The movement of people within the 20 to 49 age group and the general hardship being experienced within the Parish probably account for the lower birth rate and the reduction in the number of children under 10. People aged between 50 and 69 did not have the same opportunities for mobility and their numbers actually increased. The elderly were probably the most badly affected by the lack of money, poor diet and harsh living conditions; the result being a higher death rate and a 17% reduction in the number aged 70 or over After discounting those associated with the church or schools, in 1861 only 15 people were recorded as having been born outside the adjoining counties of Devon, Dorset and Somerset. The 1851 census recorded a total of 296 [295 in 1851] households living in 257 [252] dwellings with one in every seven dwellings being occupied by two or more households (33 [31] cases of two households and 3 [6] cases of three households living together. Averages were 4.3 [4.7] persons per household and 4.9 [5.5] persons per dwelling. Also recorded were 8 [7] uninhabited dwellings and in 1861 a house being built at Ridge. Life expectancy was much lower than modern times with only 4.7% [5.5%] of the population being 70 or over and just 0.8% [1.5%] being 80 or over. The oldest residents, both aged 91, were John Hunt living at Bealey Down and Robert Seward living at Burchill. The following transcript was made by members of CHRG from copies of the original documents. When extracting information from this transcript, the following points should be noted: The Parish of Chardstock was subdivided into three Enumeration Districts (nos. 1a, 1b and 1c). The return for each Enumeration District was compiled by a different person and this resulted in a lack of consistency across the complete return. Recurring problems in the census return are the treatment of three generation families, which should have been shown either as two separate households, each with a head of the family, or as a single family, with a single head, to whom each member of the household is related and the use of Daughter/Son in Law instead of the correct term Stepdaughter/son. There are many cases where the census return has been incorrectly completed. Notes have been added to correct any obvious errors and to identify multi-occupancy dwellings. For the Relation To Head column relationships are given in full wherever space permits. 3 Shortening of Christian names has been avoided wherever possible with full names being given in the transcription; the only exception being Jos, as this could refer to either Joshua or Joseph. Also, full stops have not been used in names, thus Wm. C. Larcombe in the census return appears as William C Larcombe. This measure is designed to assist word search software programmes. By the same logic the Birthplace is given in full, whenever possible. In the transcription the column headed Condition in the census return uses the abbreviations M for Married, U for Unmarried and W for Widow or Widower. In cases where other research has produced an alternative to the transcribed version, that alternative is shown alongside the transcribed version in [ ] brackets provided the alternative has an equal or greater likelihood of being the correct or preferred version. To save space and achieve consistency, the Chapman County Code system has been used to indicate the county of birth.
