2 INTRODUCTION PURPOSE This survey was funded by the Cuyahoga County Department of Community Development under the provisions of the Housing and Community Development Act of One of the objectives of Title I of the Act is ' 1 The restoration and preservation of properties of special value for historic, architectural or aesthetic reasons." Eligible activities for grant assistance include 11 the preservation or restoration of historic sites." The purpose of this survey is to provide a planning document listing the historic and archaelogical resources in the twenty-six communities in Cuyahoga County participating in the Urban County Block Grant program under the provisions of the Housing and Community Development Act. Title I of the Act also makes it mandatory that 11 Recipients must take into account the effect of a project on any district, site, building, structure, or object listed in or found by the Secretary of the Interior, pursuant to 34 CFR Part 800, to be eligible for inclusion in the National Register of Historic Places, maintained by the National Park Service of the U. S. Department of the Interior. 11 Such places are identified in this report. The data contained in this survey will enable any federally funded project to be reviewed at the earliest possible stage in order to determine its impact on the historic and archaeological resources of the community. Such review should alleviate any crisis situations and expedite project approval. METHOD The survey located the historic and archaeological data through both documentary research and field reconnaissance. The documentary research included a review of existing records regarding the location and history of significant places. The field survey consisted of the examination of surface and sub-surface strata, structures, and districts within the participating communities, as well as personal interviews with property owners. -5-

3 The sites and buildings, vere recc, rded c,n Chio Arch;_,eologic;:i.l and Ohio Historic inventory forms. The Ohio Archaeological and H;.st- oric 1nventory is maintained by the Ohw i-iistoric Pres ervaticn Office located at the Ohio Historical Societ1 Properties of outstanding loc"tl er national sig:::-1iricance were identified as eligible for listing in the National Register of Historic Places under the crite:. ia of the National Park Service. The places were identified by the survey staff pending nomination and approval by the Ohio Historic Site Preservation Advisory Board and the National :Park Service. The N;iti.onal Register is the list of places which should be protected from destruction or impairment by any federally a::, s isted und<? rtaking. us~ OF THE REPORT Following a brief summary of the historic and archaeologica1 resources of the co,_:mty. the information is organized by communities. Each section includes a description of the community and a map showing certain geographic areas identified by building type and historic period. A list of the places and sites surveyed in each comrnunity contains locations or street actdres s es, census tracts and block group numbers. The properties eligible for listing in the National Register are indicated with asterisks. The places <drc-,ady listed in the National Register as of December 31, 1977, are also given. lv1any of the places entered in the were identified because they a re representative of typical building types or architectural styles. The survey staff urges that proj,,ct planri.ers 1.1se this information, together with the area maps, to identify sections in which a minimum of impact is desirable. Copies of the Ohio Archaeological and forms are on file at the Cuyahoga County Department of Community ;eveloprnent, the Western Reserve Historical Society, the Cleveland Museum of Natural History, and The Ohio Historical Society. -6-

9 GARFIELD HEIGHTS Garfield Heights was part of Newburgh Village until 1907, when the farming community became the village of South Newburgh. In 1919, the name of the community was changed to Garfield Heights in honor of President James A. Garfield. Throughout the 19th century, Garfield Heights was a placid farming community with some industry located in the Cuyahoga Valley. In 1903, 105 acres were purchased by the Catholic Church to open Calvary Cemetery. Across the railroad tracks, another large portion of land was purchased by the City of Cleveland as the site of Garfield Park. The village grew rapidly in the 1920' s when the working class population, employed in nearby factories in Cleveland and Cuyahoga Heights, was seeking convenient housing. Suburban developments eliminated nearly all traces of the early farms, with a few exception (CUY and CUY ). At the present, Garfield Heights remains a community of modest single-family houses of post s vintage. No archaeological evidence was recovered in Garfield Heights. 16 NORTH RANDALL North Randall has the distinction of being the only community in Cuya h oga County founded for reasons of sport. In 1908, the mayor of Glenville declared that the betting on horse races would be illegal in his town. This meant the closing of the then famous Glenville raceway after more than a quarter century of activity. Several sportsmen pooled their resource s, established the community of North Randall and built new racetracks. Although the community attracted a few industrie s, its primary business remained horse racing. Thistledown was built for professional jockey racing and is still in operation. Randall Park served harness racing enthusiasts and was considered to be one of the most important trotting tracks in the United States. Randall Park has since been razed and the Randall Park Shopping Mall built on its site. Since the two tracks occup i e d most of the acreage of the community, there are few other buildings of any significance. No archaeological evidence was recovered in North Randall. 20 OLMSTED TOWNSHIP Olmsted Township is perhaps the least developed community in Cuyahoga County, containing all of the original township land not annexed to Olmsted Falls and North Olmsted. Several 19th century farmhouses remain standing (CUY , CUY , CUY--14, CUY ). Despite the influx of 20th century suburban housing and the construction of the Ohio Turnpike through the center of Olmsted Township, the area has retained much of its 19th century rural character. This lack of development can be attributed to its distance from Cleveland, its lack of major transportation routes, and its div is ion by the Turnpike, making access to the southern portion of the township difficult. Olmsted Township is perhaps most s igilificant for its state of preservation. For a discussion of the archaeological remains in Olmsted Township, see the section on Olmsted Falls.
