3 Overview Sincil Bank North is an urban, residential Character Area with a grid-iron street pattern of Late Victorian/Edwardian ( ) red brick terraced houses, the majority of them situated at the back of the footway. Most of the current townscape was built over a period of around 50 years from the late 1860s onwards. This gives the Character Area a strong uniformity of form throughout. The earliest housing development in the Character Area which is still visible in the current townscape took place at the southern end of Canwick Road in the 1840s when numbers 119, 123 and 125 were built. This was followed by development on Sincil Bank opposite Monson Street in the 1860s. There are variations in the level and style of detailing on houses, for example plain stone lintels, moulded brickwork and bay windows, although identical and similar versions of these elements are often repeated throughout the Character Area. The houses themselves have a vertical emphasis with narrow fronts and tall windows; however, the repeated form of the terraced house gives a horizontal emphasis to the area accentuated by the continuous line of the eaves and roof ridges. Large numbers of replacement doors, roofs and windows have been fitted and a more recent trend of increasing personalisation of houses by painting, harling and application of stone cladding have affected the rhythms of architectural form and detail along the streets. The streetscape is generally cluttered with wheelie bins, cars parked along the narrow streets, and footways and satellite dishes on the street elevations of houses. There are small shops scattered throughout the Character Area but there is no obvious neighbourhood centre or focal point. The carriageway arches, which are still visible in many places giving access to the rear of plots, may be evidence of earlier small-scale industry to the rear of some houses. Sincil Dyke is the only area where there is a sense of open space and the lack of visible greenery along the streets contributes to the urban feel of the Character Area. Very heavy traffic along Canwick Road creates high levels of noise and pollution in that part of the Character Area and acts as a barrier to movement to the east. There are no road links to the north or south except for those via Canwick Road and there are also limited pedestrian connections. A key characteristic of the area is that it is largely cut-off from the city centre and areas to the south and east. However, pedestrian and road links to High Street to the west are good. The back of footway buildings and continuous building line and height give a good sense of enclosure throughout the Character Area and the regularly spaced door and window openings provide active frontages throughout. The small urban blocks allow ease of movement within the Character Area. There are some infill developments in different styles to the rest of the Character Area and set further back than the majority of the rest of the buildings. Three storey end-of-terrace buildings mark some corners and there is a three storey terrace on Portland Street with a grander street front. There are good views of the Cathedral to the north and the north escarpment, and good views of the south escarpment and of landmark buildings to the west along some streets. Historical Development A key characteristic of the Character Area is the streets of terraced housing from the Late Victorian/Edwardian Period ( ) that make up the majority of the current townscape. 4 Figure 1 Scorer Street looking west However, there are some much earlier elements still visible in the townscape. Sincil Dyke may have been cut in two phases; the first in the early to mid 10 th century to enclose the northern part of the medieval Wigford suburb and the second in the late 11 th century when the suburb expanded to the south. As well as improving the drainage of the land to the east of High Street, it formed a boundary for the suburb and also functioned as a defensive barrier. It may have been re-cut slightly to the east and north, possibly during the 18 th century. In it was deepened, the banks were reconstructed in concrete and replacement bridges and handrails were installed. Sincil Bank, the road running along the east side of Sincil Dyke, may have originated as a foot or towpath at the time the dyke was cut in the High Medieval Era. It was paved as a footpath in 1831 when it was a popular walk. It became a street in the mid to late 19 th century when the area was developed for housing. The street was widened south of Ripon Street in The footbridge crossing Sincil Dyke at Sewells Walk may be on part of the route of the medieval Watergang foot road from High Street to join the road to Canwick. The crossing was carried over the railway on a footbridge, possibly indicating the continued importance of the route. From possibly as early as the 15 th century land that had formerly been communal seasonal water meadow in the northern part of the South Common began to be enclosed. During the second half of the 19 th century and the beginning of the 20 th century streets of terraced houses were built on these fields. This was part of the expansion in Lincoln following the arrival of the railway and the growth of the city s heavy engineering industries. Some field boundaries shown on the 1842 Padley map are still visible in the current townscape: for example, the western section of Portland Street, within this Character Area, follows the line of a field boundary, as does the rear plot boundary between properties on the west side of Arthur Street and east side of St Andrews Street. The southern plot boundary of 65 Sincil Bank may also follow the line of a pre-1842 field boundary. However, field boundaries had less of an effect on the layout of terraces in this Character Area as they did elsewhere in Lincoln e.g. Monks Road, possibly reflecting the sale of large blocks of land for development by the Swan family of Sausthorpe. Canwick Road was built in 1843 along with Pelham Street and Melville Street to connect the swing bridge over the Witham at the south end of Broadgate with the existing Turnpike Road at Canwick Hill. It was widened near St Andrew's Street in The rest of the streets in the Character Area were built from 1860 (Ripon Street) to 1911 (Sausthorpe Street and Edna Street). The earliest development in the Character Area was at the southern end of Canwick Road in the 1840s (numbers 119, 123 and 125) followed by development opposite Monson Street on Sincil Bank in the 1860s. However, the main period of house building did not start until the late 1860s and carried on until around Although some houses were built individually, the majority were built in pairs and groups of up to 27. The terraced houses also reflect improvements in standards from the often overcrowded and unsanitary conditions of much of early 19 th century housing. Page 5 of 18

5 Figure 2 Early housing on Canwick Road Small-scale industrial and commercial buildings were interspersed with the houses and some are still visible in the current townscape. These include offices and a workshop at 85 Canwick Road built around 1879 for artificial stone manufacturer Joseph Fambrini and now in residential use. Numbers 12a, 23b and 23c Sincil Bank occupies the site of a blacksmith s workshop. Part of the outline of one of the buildings probably associated with the smithy can still be seen on the south wall of 23 Sincil Bank. Sirens Club on Ripon Street/Canwick Road was originally built as mess rooms and a coffee palace for employees of Robey & Co. in Carriageway arches giving access to the rear of plots can be seen throughout the Character Area and may be evidence of former light industrial activity in rear yards. A number of small shops and post offices were also built, many of them on corner plots. Some of the shops have been converted to residential use. Page 6 of 18

6 Figure 3 Shop on St Andrew s Street The Great Northern and Great Eastern Joint Railway Avoiding Line, built in 1882 to carry goods traffic away from the GNR station and level crossings, ran along the southern boundary of the Character Area. It was carried on an embankment from Washingborough Junction to Pyewipe, until its removal in The route of the former railway line can still be seen in the current townscape as the rear plot boundaries of properties on Sausthorpe Street, Norris Street and Bishop King Court and the route marks the change between the terraced housing to the north and the contrasting townscape around the football stadium. Changes in the Character Area since the end of the Late Victorian/Edwardian Period ( ) have mainly been on a fairly small scale, with the north of the Character Area seeing most change. Some terraced houses on Canwick Road and Portland Street were removed in 1958 for the construction of Pelham Bridge. 16 to 21 Sincil Bank, 86 to 94 Kesteven Street and 1 to 3 Crosby Buildings were removed around and replaced by apartment blocks. Kesteven Street and Cross Street were remodelled in 1985 with the demolition of several terraced houses and construction of apartments at 15 to 53 Cross Street. Sometime during the 1960s houses at 22 Sincil Bank and 64 to 68 Portland Street were removed and replaced by a warehouse and laundrette. Bishop King School, which had been built in 1900, was demolished in around 1984 and replaced by housing on Bishop King Court. Sausthorpe Court housing was built on the site of St Andrews Church Hall in 1984 and Vicarage Court housing was built in 1990 on the site of St Andrews Vicarage. Urban form The dominant characteristic of the townscape of Sincil Bank North are the streets of two-storey red-brick terraced houses built in a relatively short time in the Late Victorian/Edwardian Period ( ). The land in the Character Area is flat and the streets are laid out on a gridiron pattern. Sincil Bank, St Andrews Street and Ripon Street all run across the Character Area with most of the other streets coming off them. Virtually all the streets and cul-de-sacs are residential, with the exception of the very busy Canwick Road and the quieter Sincil Bank which has a number of shops along it and leads to the football stadium. There are active frontages throughout the Character Area resulting from the regularly spaced doors and windows. There is also a strong sense of enclosure from the houses set at the back of the footway with a continuous building line and height. Small urban blocks make it easy to move around within the Character Area by foot or by car although the large block in the south-east corner of the Character Area restricts movement in that direction. With the exception of some modern apartment blocks all the buildings face the street and are situated on small, narrow back-to-back plots of between around 56m² and 180m². There are strong repeated rhythms of vertical windows and doors along the streets of terraced houses. This provides a horizontal emphasis along the streets, emphasised by the eaves lines and ridgelines being parallel to the road. The townscape has a tight grain with plots of around four-metre width giving a high-density urban townscape. Page 7 of 18

7 Figure 4 Terraced housing Nearly all the terraced houses in the Character Area are single-fronted and two storeys in height with a small back garden or yard. The most common building type is a terraced house set at the back of the footway with its entrance located off a shared central passageway. Other common building types are similar. However, some have individual entrances, some houses have bay windows at ground level, and some have bay windows at ground level plus a small forecourt. There are also a number of impressive three storey buildings on Portland Street and elsewhere which often mark the ends of rows and which enhance street corners e.g. the corner of Ripon Street and St Andrew s Street. Some other corner buildings have a door or window facing directly towards the corner. Elements such as heavy, plain stone lintels, decorative brick lintels over doors and windows, or heavily moulded brickwork at the eaves are repeated across most of the building types with some variations including unusual pointed brick arches above two-light windows with a central column on Portland Street and first floor canted bay windows on Kesteven Street. Most bay windows are canted and have decorative wooden cornices. There is a row of two-storey singlefronted terraced houses on Ripon Street which have distinctive two-storey bay windows with a small gable facing the street and a small forecourt. These buildings, along with the nearby three-storey corner buildings and views along the street, give Ripon Street a distinctive character. Page 8 of 18

8 Figure 5 Doorway on Sausthorpe Street Roofs are shallow pitched and gabled with Welsh slate, or red or brown pantiles. Chimneys are red brick and around 20 courses in height with moulded clay pots. Some have decorative brickwork on the top few courses. There is a small group of stone terraced houses on the corner of Chelmsford Street and Sincil Bank with brick arches and exaggerated keystones above doors and windows. Just to the south is a row of two and a half storey brick terraced houses with gabled dormers above the eaves and larger windows than are found in the rest of the Character Area. These buildings are among the oldest in the Character Area and may date from the late 1860s/ early 1870s. A number of carriageway arches giving access to the rear of plots are evidence of earlier small-scale industrial activity surviving in the current townscape. There are also a few apartment blocks dating from the Modern Period ( ) which are two to three storeys in height, in red or red/brown brick and generally have no decorative detailing. Most have pitched roofs with brown pantiles and no chimneys. The apartments at the northern end of Sincil Bank have distinctive mansard roofs and those on Walnut Place have panels of breeze blocks between some windows. There is some more recent development in larger yards behind Canwick Road which provide a quieter outlook for Canwick Road properties than the busy road itself. The only sense of open space in the Character Area is found along Sincil Dyke, which has high concrete retaining walls and metal railings. The lack of visible greenery throughout the Character Area contributes to its urban character. Figure 6 Sincil Bank looking south Streets and footways are mainly tarmac with concrete kerbs, and are generally in poor condition with many areas of patched repair. There are some surviving stone kerbs, setts and drainage channels on Kesteven Street, and heavily moulded cast iron street nameplates survive on many streets throughout the Character Area. Streets are cluttered with wheelie bins and cars parked on the footway which hamper pedestrians. There are some areas of garages within urban blocks on sites of earlier demolished cottages. There is heavy traffic along Canwick Road that acts as a barrier to pedestrian movement and the noise and pollution from the road greatly affects this part of the Character Area. Although the traffic along Canwick Road generates high noise levels, the rest of the Character Area is fairly quiet with frequent pedestrian movement mainly concentrated on the main routes through the Character Area to and from High Street. Views There are views along the streets running towards High Street of the larger buildings, shops and businesses on High Street itself. Some streets have views towards the west with landmark buildings as endstops such as the view west along Scorer Street towards Le Talls Mill. There are some very impressive views of the Cathedral and the north escarpment, particularly from Sincil Bank and some glimpses and views of the south escarpment. Page 9 of 18

Large numbers of replacement doors, windows and roofs have been fitted that are not in the style or material of the buildings as built. The streetscape is cluttered with cars parked along narrow streets, often partly on the footway, wheelie bins on the footway and large numbers of satellite dishes on the fronts of buildings. The unity of the streets of red brick terraced houses has also been affected by the personalisation of houses including painting, harling and the application of stone cladding. Use The Character Area is mainly residential with some small-scale commercial use and no public buildings. Relationship to City and Surrounding Areas Sincil Bank North is an urban, residential Character Area in a central location on the south eastern edge of the city centre and between the city centre and the South Common and football ground. However, the restricted connections in and out of the area severely degrade the advantages of this location. Vehicle and pedestrian access to the city centre is greatly restricted by the railway. Vehicular links to the south are very difficult although there is good pedestrian access to South Common. There are fairly good vehicular and pedestrian links to High Street to the west, including across footbridges over Sincil Dyke. There is one pedestrian footbridge giving access to the north. Busy traffic along Canwick Road acts as a barrier to pedestrian and vehicle movement to the commercial and industrial areas to the east, although it allows good access north over Pelham Bridge. Buildings on the eastern, western and northern edges of the Character Area face out towards neighbouring localities.
