2 Page 2 Minutes - Public Hearing OPENING REMARKS The Chair provided opening remarks in which he set out the Public Hearing process. ITEM #1 - Reference No OC and RZ Bylaw Nos. 4522, 2015 and 4527, 2015 Text Amendment Industrial Zones Review This Item was withdrawn from the Public Hearing. ITEM #2 - Reference RZ Bylaw No. 4531, 2015 Address: 3500 Highland Drive The intent of Bylaw 4531, 2015 is to amend City of Coquitlam Zoning Bylaw No. 3000, 1996 to rezone the subject property from RS-2 One Family Suburban Residential to RS-9 Large Single Family Residential, RS-11 Estate Single Family Residential and P-s Special Park. The Supervisor Development Planning provided an overview of the application and highlighted the following: Location of subject property Current OCP land use designation Adjacent zoning Current use of the property Proposed OCP designation and use of the property. If approved, the RS-11 zone will facilitate the creation of one (1) lot fronting Highland Drive; the subject property s existing dwelling will be retained on this lot. The RS-9 zone will facilitate the creation of two (2) single family lots fronting Wales Avenue, and the P-5 zone will protect a portion of West Smiling Creek and its associated riparian area. 3 Page 3 Minutes - Public Hearing ITEM #3 - Reference RZ Bylaw No. 4539, 2015 Address: 3416 Roxton Avenue The intent of Bylaw 4539, 2015 is to amend City of Coquitlam Zoning Bylaw No. 3000, 1996 to rezone the subject property from RS-2 One-Family Suburban Residential to RTM-1 Street-Oriented Village Home Residential and RS-7 Small Village Single Family Residential. The Supervisor Development Planning provided an overview of the application and highlighted the following: Location of subject property Current OCP land use designation Adjacent zoning Current use of the property Proposed OCP designation and use of the property If this application is approved, the RTM-1 and RS-7 zones would facilitate a subdivision of thirteen (13) residential lots comprising eight (8) street-oriented village homes (row-house units) on eight (8) fee-simple lots fronting Roxton Avenue, and five (5) small village single family lots fronting Darwin Avenue. In response to questions from Council, staff provided the following information: That developments containing fee-simple row houses seem to have been well received in the neighbourhood That through a development servicing requirement the developer will be required to expand and complete the full width of Toronto Street That secondary suites are prohibited under the RTM-1 zone There were no further representations to this item. 5 PLANNING AND DEVELOPMENT DEPARTMENT BRIEF TO PUBLIC HEARING, MONDAY, FEBRUARY 23, 2015 ITEM # I WITHDRAWN ITEM # OC AND RZ - BYLAW NOS AND 4527, 2015 Name of Applicant: City of Coquitlam Text Amendments: Citywide Official Community Plan Amendment Bylaw No. 4522, 2015 will amend land use designation and policies as they pertain to the consolidation of the City s industrial zones ( OC). Zoning Amendment Bylaw No. 4527, 2015 will consolidate the City s nine industrial zones into three new zones (M-i. General Industrial, M-2 Industrial Business; B-i Business Enterprises) and amend some regulations for the CS-i Service Commercial and A-3 Agricultural and Resource zones, rezone the properties which exist under the current nine industrial zones to one of the three new zones or the existing CS-i Commercial zone, rezone four properties from M-4 Asphalt and Concrete Plant Industrial to A-3 Agricultural and Resource, and introduce other text amendments in relation to the three new industrial zones ( RZ) File #: O / Doc 4*: V2
