2 TERMS OF REFERENCE FOR SURVEY OF THE PROPOSED OUTSIDE BOUNDARY OFTHE REMAINING EXTENT OF THE FARM THENGWE S LOCATION 255 MT FOR THE PROPOSED SETTLEMENT AREACALLED THENGWE 1. INTRODUCTION The Housing Development Agency (HDA) is a national public development agency that promotes sustainable communities by making well-located and appropriately-planned land and buildings available for the development of human settlements. As its primary activity, the HDA assembles state, private and communal land and buildings and releases it for development. In addition the HDA provides project delivery support services to organs of state at local, provincial and national level. Section 7(2) (d) of the Housing Development Agency Act (HDA), Act 23 of 2008 requires the HDA to introduce and manage a land inventory and information system in support of the identification and acquisition of state, privately and communally owned land which is suitable for residential and community development. Survey of the proposed outside boundary of the proposed settlement a). b). Survey of the proposed outside boundary of the proposed settlement as outlined in the draft plan (Annexure 1); Conduct Land Survey and obtain approved Surveyor General Diagrams; 2. PURPOSE This report aims at securing approval for the appointment of the service provider to conduct the Survey of the proposed outside boundary of the proposed settlement and obtain approved Surveyor General Diagrams; 2.1 Property Description Proposed Settlement Area (Thengwe) situated on or part of The Remaining Extent, Portion 4, Portion 11 and Portion 12 of the farm Thengwe s Location 255 MT The entire farm portion measures Ha The proposed settlement area is approximately Ha 3 BACKGROUND As part of its legislative mandate, section 7 of the Housing Development Agency Act, (Act 23 of 2008) requires the Housing Development Agency (HDA) to, amongst others, undertake any processes relating to approvals required for housing development, prepare necessary documentation for consideration and approval by the relevant authorities, monitor progress of the development of land and landed property acquired for the purposes of creating sustainable human settlements. 3. PROJECT OBJECTIVES As part of its processes, the HDA intends to execute the above task and finalize its development plans by:

3 a). Survey of the proposed outside boundary of the proposed settlement; b). Conducting the Land Survey and obtain approved Surveyor General Diagrams; 4. SCOPE OF PROJECT The appointed service provider shall attend to all the material requirements specifically outlined in the Scope of Works (SOW) as fully outlined on ANNEXURE 1 hereof. 5. DELIVERABLES All the deliverables are fully contained in ANNEXURE DURATION 6.1. The project, from appointment to the framing and submission of the diagram to the Surveyor General s office should not take longer than 1 Month from the date of appointment. 7. EVALUATION 7.1 The HDA needs to be satisfied, in all respects, that the organization selected has the necessary resources, qualifications and abilities for this project, and that all submissions are regarded in a fair manner in terms of evaluation criteria and process 7.2 The general methodology of selection will be that proposals will first be evaluated on their technical ability to perform the task. Any proposals scoring below 70% of the points noted in the table below will be disqualified for the second evaluation. The second evaluation of technically competent proposals will be evaluated against Price and B-BBEE using 80/20 Price/B-BBEE formula. Table 1 Evaluation Criteria CRITERIA SUB-CRITERIA WEIGHTING/ POINTS Company profile and individual team members (CVs) Qualifications, Capacity, Level of experience and knowledge Previous work in: Survey & Pegging Approach and methodology Methodology, roadmap and clear understanding of information to be collected and the rationale thereof 30 Total 100 In order to facilitate a transparent selection process that allows equal opportunity to all companies, the HDA has a policy for the appointment of consultants that will be adhered to. Proposals will be evaluated in terms of the prevailing supply chain policy applicable to the

4 HDA and it should be noted that proposals will be assessed using the 80:20 formula for Price and B-BBEE as per the PPPFA. The following criteria will be used for points allocation for price and B-BBEE compliance on a 80/20 point system Table 1 Price and B-BBEE CRITERIA SUB-CRITERIA WEIGHTING/ POINTS Price Detailed budget breakdown 80 BBBEE (Status Level Verification Certificate) BBBEE Level Contributor 20 TOTAL 100 The HDI proposal will be evaluated as per PPPFA regulations. 8. PAYMENT STRUCTURE 8.1. HDA undertakes to pay in full within thirty (30) days, all valid claims for work done to its satisfaction upon presentation of a substantiated claim/invoice No payment will be made where there is an outstanding information/work by the service provider/s. 9. GENERAL REQUIREMENTS 9.1. Below are compulsory requirements for this service It is important to note that the successful person will work under the supervision of a HDA representative, abide by HDA s Code of Conduct, and other organizational guidelines Kindly submit the following document: Valid original tax clearance certificate. SBD Forms (SBD4, SBD6.1, SBD8 and SBD9) obtainable from HDA Website: Under compliance checklist. Quotations should be submitted on or before the 03 March 2015 by no later than 12h00 via to: Procurement Officer Block A, Riviera Office Park 6-10 Riviera Road Killarney, Johannesburg 10.2 The selection of the qualifying proposal will be at the HDA s sole discretion. The HDA does not bind itself to accept any particular bid/proposal, and the HDA reserves the right not to appoint the service provider. 11. TERMS AND CONDITIONS Any work sub-contracted to any company by the appointed service provider remains the sole responsibility of the appointed service provider, and should this occur, the appointed service provider shall be responsible for all the anticipated deliverables.
