3 Why these changes are happening Cutting red tape... Farming Regulation Task Force chaired by Richard Macdonald ex Director General at the NFU 200 recommendations in their report on cutting red tape (2011), including 20 on livestock farming which included 10 on ID and movements Related recommendations already implemented include: An electronic movement reporting system for pigs ( ) An electronic movement reporting system for sheep (2014) Underpinning IT for these CPH changes developed ( ) 3

4 The new 10-mile rule Currently... cattle & pig holdings (CPHs) may extend up to a 10 mile radius other holdings (CPHs) incl. sheep or goat holdings can extend up to a 5 mile radius only This difference is confusing and will end The (up to) 10-mile rule will extended to all farmed livestock species Many keepers with separate holdings (different CPHs) within 10-miles will be able to merge them into a single holding (one CPH) The benefit... no recording / reporting of moves or standstill served within any single CPH (merging CPHs reduces burden) 10 miles CPH 4

5 The new 10-mile rule when? Defra has written to all keepers with a summary of the planned changes Defra (APHA/RPA) will send a letter to all keepers who have more than one CPH within 10 miles detailing the implications of merging CPHs and instructions on how to do so. These letters will be sent in batches between late July 2016 and summer Keepers do not need to do anything now but they may wish to start thinking about if and how they might want to make changes 10 miles CPH 5

6 Changes to registering temporary land use Keepers using land on a temporary basis (e.g. summer grazing arrangements) will register that with APHA (whatever species they keep). Temporary land registrations will now last a maximum of one year though they may be renewed. Keepers will have to provide a grid reference for each piece of land they are to be using, and the name and CPH number (where applicable) of the person they are renting the land from. Keepers must have sole occupancy of the land, i.e. their livestock must not mix with those of another keeper on that land. Keepers will be able to apply to register their temporary land use under either a temporary CPH (tcph) or, if the land is within 10 miles, a new option of Temporary Land Associations (Ts) will be available. Temporary land land used for 12 months or less 6

7 Temporary Land Associations (Ts) If a keeper temporarily uses land within 10 miles of a permanent CPH they hold they will have the option to associate that land to it via a Temporary Land Association (T). Ts will last up to a year (with an option to renew), during which time the land covered will be treated as part of that permanent CPH for all livestock recording and reporting purposes. Livestock moves between pieces of land covered by the same CPH number do not need reporting and will not trigger standstill. Moves reported to a CPH will trigger standstill on all of the land it covers including any land temporarily associated with it. All land covered by a single CPH, whether permanently or temporarily (i.e. via Ts), will be treated as part of that CPH from a disease testing and restriction perspective (including bovine TB). Rules may be applied to prevent Ts being allocated for land in different TB risk areas. Temporary land 7

8 Closure of existing Temporary CPHs All existing tcphs (incl. all those in the 6500 series e.g. 22/333/6599) will be closed. These are CPHs that have been typically allocated for rented grazing, by a sole keeper the majority have not been used for a number of years. Keepers still using land on a temporary basis will be able to replace them (if in active use) with either new tcphs (which will be allocated in a new number series 5300) or, if the land is within 10 miles, Temporary Land Associations (Ts). Defra (RPA / APHA) will send a letter detailing how to apply to all affected keepers at some point between July 2016 and summer Keepers do not need to do anything now, they will receive their letter from RPA/APHA and be given time to take up new options before their tcph is closed. 9 Cattle Tracing System Links (1) An administrative arrangement whereby cattle keepers can associate different holdings together with a link that is known to BCMS Movements between linked holdings don t need to be reported to BCMS. (They still need to be recorded in on-farm records). Some CTS links span distances much greater than 10 miles. As these movements are not reported they result in incomplete animal location data - a disease control risk in an outbreak There is no legislative basis for links. Their continuation is a risk to EU btb eradication funding Links are being ended - as recommended by the Farming Regulation Task Force CTS links 9

10 Cattle Tracing System Links (2) Movements between (previously linked holdings) over 10 miles away will now (once the changes are made for the keeper) have to be recorded and reported. Movements between (previously linked holdings) less than10 miles apart will not have to be recorded/reported if those holdings can be merged / associated within the 10 mile rule. Defra (RPA / APHA) will send a letter detailing the implications of the changes and the options to all affected keepers at some point between July 2016 and summer Keepers do not need to do anything now, they will receive their letter from RPA/APHA and be given time to take up new options where appropriate before their CTS link is closed. 11 Sole Occupancy Authorities (SOAs) SOAs are a group of holdings held by the same keeper that allow them to move animals between those holdings without triggering a standstill. The majority of SOAs are no longer in use or are used incorrectly (e.g. keepers not recording and reporting moves between SOA premises). The Farming Regulation Task Force recommended they be ended. No new SOAs have been approved by APHA since July All SOAs will be withdrawn. Defra (RPA / APHA) will send a letter detailing the implications of the changes and the options to all affected keepers at some point between July 2016 and summer Keepers do not need to do anything now, they will receive their letter from RPA/APHA and be given time to take up new options where appropriate before their SOA is closed. SOAs 11

Land Association (not owned by the keeper, but within 10m of his Main Holding - & registered for exclusive use of that keeper). 15 Sheep - end of certain reporting exemptions Within business moves to a different holding (CPH) The batch reporting exemption (which permits moves of breeding sheep or goats between different holdings within the same business if the keepership does not change to be reported at a batch rather than an individual level) will be removed on 1 st January Frequent moves to adjacent land on a different holding (CPH) The adjacent moves reporting exemption (which permits frequent sheep or goat movements to contiguous land on a different holding with no mixing with other livestock to not be reported) will be removed on 1 st January Sheep/goat keepers may be able to mitigate the effects of these changes by taking advantage of the new 10 mile rule. Batch reporting will still be permitted for sheep or goats identified with the single slaughter / batch tag Within business sheep moves (also applies to goats) 15

16 Recording and reporting movements There is to be no change to how a keeper records moves in their on-farm record, or the way in which they report moves. The change for some keepers will be whether they have to record and report moves after the changes are made within their business Keepers moving livestock between different CPHs (whatever the distance) - will, as now, have to record and report those moves Some keepers will have to report more moves as a result of the changes and some will have to less moves to report. Once the batch reporting exemption has been removed all movements of sheep or goats must be reported at an individual animal rather than a batch level (except for movements of batch-tagged slaughter animals). 16

17 Ordering ear tags The 6 digit flock/herd mark/s issued by APHA are unique to a holding. They form part of the official UK ID number printed on ear tags. They are not allocated to tcphs. If a keeper takes advantage of the 10-mile rule under the new arrangements, and merges their permanent CPHs, they will no longer be able to use ID tags for the holdings that are closed. Keepers should therefore order the minimum tags necessary for this year s tagging, to avoid wastage. 17

18 Rationale for the changes They will reduce industry reporting burdens - delivering quantifiable industry benefits of c. 1m p/a from 2018/19. They will reduce a risk of losing 12m EU btb eradication funding (from CTS links) They will simplify complex and often misunderstood movement reporting rules and exemptions. They will support improved compliance with recording/reporting rules They will improve Government s knowledge of livestock locations and better support it s disease control capability in the event of an outbreak. 18

19 CPH timetable (1) Defra wrote to livestock keepers on 27 th May 2016 with a high level summary of the planned changes. All businesses expected to be directly affected by any of the changes (est. 30,000 keepers) will receive a letter guidance detailing the changes and options available. These letters will be sent out in batches between late July 2016 and summer 2017 i.e. it will take until Summer/Autumn 2017 to complete. Keepers do not need to do anything now before getting their letters but may wish to start thinking about how the changes might affect their businesses and what new options they may wish to take up. 19

20 CPH timetable (2) Business As Usual (2017/18) 1/1/2018 Certain within business reporting exemptions for sheep moves end on this date i.e. July 2016 APHA / RPA start sending detailed letters to all directly affected keepers (c. 30,000) (Keepers with CTS links will then get a call ) - frequent e.g. open gate moves - Batch reporting of moves if to a different CPH within same keepership Summer / Autumn 2017 Send last batch of detailed letters out to affected keepers Start May 2016 Letter to all keepers (Same level of information as in these slides) 20

21 Following the roll out of changes... All moves between different CPHs (not otherwise merged or associated) will be recorded / reported All moves between different CPHs over 10 miles will be recorded and reported All temporary use of land should be registered with APHA (tcphs or Ts) tcphs / Ts will be renewed on a 12 month basis Defra will review the efficacy and effect of the changes once they have bedded in e.g. on the number of movement reports and standstills Defra will conduct a review of the standstill regime as planned in

22 Inspections & enforcement... The changes are effected by amendments to underlying business rules. They have not required legislative changes. They re being made on a whole farm / business basis to c.2,500 farm businesses per month starting from mid-july until Summer / Autumn 2017 If you are on a farm and checking compliance with recording and reporting rules you will need to ascertain if the business has been contacted by APHA and if so has made any of the aforementioned changes. They may affect the recording and reporting obligations e.g. If CTS links have been removed moves between linked holdings should be being recorded / reported If the keepers separate CPHs are not / yet merged or associated then moves between them should be recorded / reported Even if any SOAs have not yet been ended moves between them should continue to be recorded / reported The keeper shouldn t be tagging animals with flock/herd marks allocated to a CPH if it has now been subsumed into another CPH under the 10 mile rule 22
