1 HALLER POLICY MANUAL SECTION ONE OVERVIEW/GENERAL 1. PURPOSE T&G Aero, Inc., a Florida corporation, is responsible to shareholders and the Haller Air Park community to set appropriate and fair policies for the use of company owned property. 2. POLICY MANUAL This manual is designed to compliment existing leases and commonly accepted rules to protect the investments of property owners, the rights of residents and users, while providing a safe environment. It is offered to provide an organized source for guidance and policy in the use of facilities at Haller Air Park. 3. CONTROLLING DOCUMENTS In some cases, this manual clarifies unaddressed or poorly defined lease provisions, and may provide more relief than lease agreements allow. If a section provides relief from existing lease provisions, or addresses an issue not already stipulated, the manual takes precedence. However, clear stipulations in a signed lease with T&G Aero, Inc. take precedence over any conflicting policy in this manual. 4. HALLER AIR PARK Haller Air Park is a private, residential, flying community established for the convenience and enjoyment of owners and residents. Commercial operations are not permitted. 5. T&G AERO T&G Aero, Inc. is not a homeowners association and has no authority over private property at Haller Air Park. The recorded Covenants and Restrictions and Clay County zoning laws govern individual lot owners. 6. GRIEVANCES a. As a matter of policy, T&G Aero, Inc. will operate in a transparent manner with the best interests of stockholders and Haller Air Park residents as a priority. Anyone can offer suggestions and air their concerns at any corporate meeting, including Board of Director meetings. b. T&G Aero will attempt to maintain a volunteer Ombudsman, who can mediate conflict between neighbors and also provide advice in other problem solving.

2 HALLER POLICY MANUAL SECTION TWO LEASE AND RIGHTS TO T&G AERO, INC. PROPERTY AT HALLER AIR PARK 1. PROPERTY T&G Aero, Inc. owns and/or maintains the Haller properties as shown in green below. All properties depicted below, including Haller East, are known as Haller Air Park and are supported by T&G Aero, Inc.

3 2. DEFINITIONS For the purposes of this section, the following definitions apply. a. PROPERTY OWNER A person or persons whose names appear on a deed of a lot at Haller Air Park. b. SOLE LESSEE One who, with the permission of the property owner, is the sole user of a lot at Haller Air Park. c. IMMEDIATE FAMILY - The term immediate family applies to the property owner s spouse, children and parents. d. EXTENDED FAMILY Family not considered immediate family. e. BASING AN AIRCRAFT To routinely overnight and fly an aircraft and/or use the runway at any frequency from Haller Air Park. f. VISITOR - Any airplane that lands at Haller at the invitation of a property owner or sole lessee, who has a current lease agreement with T&G Aero, Inc. g. OVERNIGHT VISITOR - An airplane that remains overnight at Haller Air Park 14 days or less in any 90 day period. h. EXTENDED VISITOR An airplane that remains at Haller Air Park more than 14 days in any 90 day period, triggering a fee payable to T&G Aero, Inc. i. LONG TERM STORAGE - An aircraft not owned by a property owner, or sole lessee that lands at Haller Air Park, or arrives by road for the purpose of long term storage, maintenance, or construction and does not base or fly from Haller Air Park. Long term storage will not be considered a fly in visitor. 3. LEASE A lease agreement with T&G Aero, Inc., authorizing the use of airport facilities, with fees to cover maintenance of roads, runway, drainage, etc. is required of every lot at Haller, whether occupied or not. a. A property owner or sole lessee who does not utilize the runway must sign the same lease and pay fees at the same rate. b. Properties with multiple owners must sign one lease until such time more than one owner owns an aircraft. See 5(b)(iii) below. c. Persons that are delinquent in paying dues are subject to the loss of flying rights. d. Properties that are delinquent in paying fees, and subsequently sold, will not be granted flying rights until all delinquent funds are paid. 4. MODIFICATION OF T&G AERO PROPERTY Property owners must obtain permission from T&G Aero, Inc. to build taxiways, construct any access to roads, install any structure, sign or modify company property in any way. a. This section does not apply to routine maintenance, such as volunteer mowing. b. To modify or improve company property, the property owner must make a written request to T&G Aero, Inc. c. The company may request drawings and other information. 5. RIGHTS TO OPERATE FLYING CRAFT Haller Air Park is a private airport and not available for use by the general public. The rights to use the

4 runway and airport facilities are reserved for property owners, sole lessees and their visitors. a. FLYING CRAFT BASED AT HALLER - T&G Aero, Inc. grants the right to base aircraft at Haller. NOTE: In this document, the terms aircraft, or flying craft refer to any craft capable of flying or gliding with a person aboard. b. PROPERTY OWNERS have the right to base aircraft for personal use at Haller Air Park. If the property owner is not the registered owner of the aircraft, he/she must be the sole operator. Property owners are those people listed on the recorded property deed. i. IMMEDIATE FAMILY members, as defined in Section 2, have the same flying rights as the property owner. ii. EXTENDED FAMILY members are considered VISITORS, as described below. iii. MULTIPLE PROPERTY OWNERS Two owners of any one lot are each permitted to sign a lease that grants flying rights and the right to base aircraft at Haller Air Park as defined in this section. No more than two leases will be permitted per lot, regardless of the number of additional owners. (This paragraph does not apply to married couples, or property jointly owned by immediate family members as defined in this section.) 1. The lease agreement discussed in 3(b) provides one person and their immediate family flying rights, except for the case of multiple property owners, who jointly own an aircraft as in 5(b)(iv)(3) 2. The second property owner who obtains an aircraft will sign an additional lease agreement with T&G Aero, Inc. for flying rights. iv. JOINTLY OWNED AIRCRAFT - An aircraft based at Haller that is jointly owned by a property owner, or sole lessee and any outside visitor can have flying rights on one lease agreement with T&G Aero, Inc. (Aircraft jointly owned by property owners, or sole lessees with current leases do not fall under these rules.) 1. The property owner or sole lessee must have a current lease signed with T&G Aero, Inc. 2. No more than two owners of an aircraft are allowed under this provision, the property owner or sole lessee and one outside visitor. 3. Only one jointly owned airplane with an outside visitor is permitted per lot. 4. Two owners of the same lot at Haller Air Park may also be co-owners of the same airplane and operate on one lease agreement with T&G Aero, Inc. However, if a second aircraft, owned by either of the two, is based at Haller, a second lease agreement must be signed.

The second owner of an aircraft, who is not a property owner or sole lessee, is considered to be an extended visitor with the provisions described in 5(d) below and does not have the same rights as a property owner or sole lessee. However, the $5.00 per day fee is waived. 6. Owners of a jointly owned aircraft must provide proof of ownership, with either the FAA registration or notarized document of proof if registered as an LLC. 7. CLUBS Except for 5(b)(iv)(2) above, no organized clubs, requiring the use of airport facilities, in which flying craft are jointly owned or shared. c. SOLE LESSEE Renters do not automatically have the right to operate aircraft from Haller Air Park. If a property owner rents or permits the use of his property to a sole lessee, the rights to base aircraft at Haller may be transferred to that person. i. Under this arrangement, the property owner/s must provide the corporation with a signed statement, forgoing their flying rights. ii. Only one sole lessee and his immediate family can be given flying rights per lot. iii. There are no flying rights provisions for partial rental of a Haller lot or hangar, except for visitors as described below. iv. A renter (sole lessee) who has obtained flying rights under this section has the same rights as the property owner in 5(b) above. v. A property owner, who does not use his flying rights, may petition T&G Aero, Inc. to allow another person, who is not a sole lessee, to use his/her flying rights. d. VISITOR POLICY i. All fly in visitors must be hosted by a property owner or sole lessee. No one else may host a fly in visitor. ii. Aircraft flown to Haller by friends, extended family members, persons who are allowed to use hanger space, caretakers, or those who coexist on private property and others are considered visitors and are governed by this section. iii. A property owner or sole lessee who has a current lease agreement with T&G Aero, Inc., may have daily fly in visitors as they desire. iv. An overnight visitor is permitted to base his aircraft at Haller Air Park for 14 days in every 90 days. The 14 days will be computed by the number of overnights of the aircraft at Haller, not the frequency of flying and is not determined by the number of overnights by the pilot or owner. v. An extended visitor is one who s aircraft, with or without the pilot or owner, exceeds overnight stays of more than 14 days in 90 days. 1. An extended visitor must have the approval of T&G Aero. Inc. to continue to base his aircraft at Haller Air Park past the 14 day limit. In general, extended visitors are not encouraged so as to prevent the selling of flying rights to

6 outsiders. T&G Aero reserves the right to limit the practice. 2. Once becoming an extended visitor, the rule allowing a 14 day stay in 90 days does not apply, until such time the extended visitor, or his aircraft has not remained overnight at Haller for 60 continuous days. 3. No more than one extended visitor will be approved per lot. 4. A fee of $5.00 per day or a $150 per minimum monthly fee will be assessed to the property owner or sole lessee for his extended visitor. a. This fee begins on the 15th day of overnight. b. The assessed fee will continue as long at the visitor continues to base and operate his aircraft from Haller Air Park at any interval within the 90 day period. c. At least one takeoff and landing, followed by another overnight stay outside the allowed 14 day limit will trigger the assessment, which is retroactive to the 15th day of overnight stays. Example: An aircraft overnights for 15 days, departs, but returns to overnight 20 days later. The accrued fees to that date are $105 (15 th day, plus 20 days multiplied by $5.) d. The assessment will be prorated as necessary. 5. If the stay past the 14 day limit is due to maintenance issues or flight safety, T&G approval must be given to determine if the extended visitor can be treated per 5(d)(vi) below. vi. An aircraft not owned by a property owner, or sole lessee that lands at Haller Air Park, arrives by road for the purpose of long term storage, maintenance or undergoes construction and does not base or fly from Haller Air Park will not be considered a fly in visitor. 1. On the first day a takeoff and landing or taxi test is accomplished on the runway, the overnight visitor policy of 14 days in 90 days begins. 2. T&G Aero, Inc. must approve any additional overnights and test flights or the overnight visitor will become an extended visitor and the sponsor/host subject to the fee. vii. All fly in visitors, overnight visitors, and extended visitors remain the responsibility of the property owner or sole lessee. 1. Visitors are expected to follow safe flying practices, all government regulations, and local rules at Haller Air Park. 2. Visitors operate from Haller Air Park at their own risk. viii. Fly in visitors, overnight visitors, and extended visitors have flying rights in that capacity only and may not host other fly in visitors.

7 ix. T&G Aero, Inc. reserves the right to withhold or cancel landing rights for any fly in visitor, overnight visitor or extended visitor. HALLER POLICY MANUAL SECTION THREE GROUND AND FLIGHT OPERATIONS 1. COMPLIANCE Entry to Haller Air Park and use of airport facilities and roads constitutes an agreement by such person to comply with these regulations and procedures. The Airport Manager has authority in the interpretation and enforcement of these rules. 2. VEHICLES a. The maximum vehicle speed on roads and airport property is 15mph. b. Vehicles must give way to aircraft and pedestrians. c. NOTE: Reckless driving and horseplay in motorized vehicles of any type is prohibited on T&G Aero, Inc. property. d. For safety and to prevent undue damage to the grass, vehicles are not allowed on the runway and adjacent taxiways, except as permitted below: i. Airport maintenance and emergency vehicles. ii. Extreme caution should be taken to avoid aircraft operations. iii. Note: Persons who chose to violate this rule do so at their own risk. 3. FLYING CRAFT This section applies to any craft capable of flying, including airplanes, helicopters, ultra-lights, powered parachutes, etc. a. Aircraft have the right of way over ground traffic, but should proceed with caution. b. The 2,600 grass runways at Haller Air Park are 18/36. c. Obstacles have not been surveyed. d. Non-standard markings and lighting can be expected. e. In light wind conditions, the preferred runway for takeoff and landing is 36. f. Left hand patterns are used for both runway 18 and 36. g. Standard pattern entry procedures apply, but an overhead 360 pattern can be utilized if proper interval with other flying craft is insured. h. Aircraft so equipped should monitor and make normal pattern radio calls on frequency i. Standard radio calls are encouraged. j. Aircraft without radios should maintain extra vigilance to sequence properly with other traffic and avoid conflicts. k. Low turns after takeoff or any low level flight over homes and hangers is not permitted. l. CAUTION! Numerous deer and other wildlife can be expected on the runway at all hours, especially during the late afternoon, night and

8 early morning. A low approach over the runway should be considered to clear any wildlife before landing. m. Night flights should exercise caution. i. Trees located on both the north and south ends of the runway. ii. Runway lights may be operated by a timer and may extinguish unexpectedly. iii. A night time displaced threshold can be identified by green runway lights, with red lights located approximately 200 feet short. iv. Caution: Heights above obstructions during approach and landing have not been surveyed and proper clearance can not be assured. n. Runway Care i. Large aircraft and those with excessive tire loading that could damage the runway is prohibited. When in doubt, permission should be requested from T&G Aero, Inc. ii. Avoid excessive braking and locked brake turns during taxi, takeoff and landing operations. o. Performance Aircraft with marginal takeoff and landing performance should not operate from Haller Air Park. In making this determination, consider runway condition, obstacles, wind and temperature as they apply to your aircraft, with safety as the primary consideration. p. T&G Aero, Inc. reserves the right to refuse landing or takeoff to aircraft considered unsafe for the airport or damaging to the runway. q. T&G Aero, Inc. reserves the right to charge for damages to airport facilities. r. Model Aircraft Model aircraft flying is allowed on the south overrun. A minimum of two persons is required: A pilot with current Academy of Model Aeronautics (AMA) membership and radio operator monitoring Mhz. 4. MAINTENANCE To keep monthly lease fees low, we must rely on an all volunteer work force in maintaining our community. Volunteerism is both encouraged and appreciated. All air park maintenance efforts must be coordinated through T&G Aero, Inc. a. Runway and Taxiway mowing consumes the majority of our required man hours. The mowing policy is as follows: i. Only Haller Air Park property owners are permitted to operate the corporation s tractors. Renters and guests may not drive T&G Aero, Inc. tractors. ii. Property owners with past driving/mowing experience are permitted to operate the corporation s equipment. If a volunteer has no or little experience, they should contact the Airport Manager for a proper tractor checkout. iii. Tractor operators must inspect the equipment for any needed maintenance before operation, to include proper fluid levels, tire inflations, needed lubrication, obvious damage, etc.

9 iv. Tractor operators are asked to report any damage or needed maintenance, so as to facilitate timely repairs. No one will be blamed or required to pay for any damage resulting from normal use. v. The Airport Manager will determine which tractor is to be utilized for mowing. vi. Utilize rated engine RPM, as indicated on the tachometer, and reduce tractor speed when in thick/high grass as needed to prevent overload and possible damage. vii. Exercise caution in driving close to runway lights, signs and other obstacles. Watch for vehicle traffic when near roads and disengage the mower deck if there is a concern that flying rocks may cause a problem. Be vigilant in watching for aircraft and clear the runway as necessary to facilitate safe takeoffs and landings. If a handheld radio, with ear plug, is available, it is recommended that be monitored. viii. Privately owned tractors with mower decks may be used to mow the runway, as long as the grass, located inside the runway lights, is cut to no less than five inches in height. ix. Property owners, who are so inclined, are encouraged to utilize personal lawn mowers to mow T&G Aero, Inc. property adjacent to their lot and up to, but not inside the runway lights. x. The use of T&G Aero, Inc. equipment is limited to property that the corporation is responsible for mowing as follows: 1. Runway and adjacent T&G Aero, Inc. runway environment, up to the boundaries of privately owned lots. 2. South overrun. 3. North overrun. (privately owned, but mowed by T&G) 4. Road shoulders. 5. The T&G Aero owned and easement taxiways are normally mowed by adjacent property owners, using personal mowers, but the corporation s mowing tractor may also be used if needed. 6. Exception: The main taxiway, connecting lots annexed in 2010 (Haller East) will be mowed by those property owners, using a T&G Aero, Inc. tractor. 7. The Airport Manager may authorize special use of the corporation tractors if determined to be in the best interest of T&G Aero, Inc.
