2 Housing Production Plan (HPP) A Housing Production Plan (HPP) is a regulation under M.G.L. Chapter 40B that encourages communities to take a proactive approach to affordable housing development. Communities develop Housing Production Plans to: Understand local housing needs and demand; Guide the type, amount and location of housing; and Set a numerical goal for annual affordable housing production. This plan will serve as an update to Bridgewater s last HPP, which was completed in 2012.
3 Housing Production Plan (HPP) What s in It? Housing Production Plans (HPP) consist of the following elements: A comprehensive housing needs and demand assessment. Analysis of development constraints and opportunities. Affordable housing goals and implementation strategies.
4 Housing Needs & Demand-Demographics The population of Bridgewater increased to 26,563 (5.5%) by The number of households in Bridgewater increased to 7,995 (6.2%) by Bridgewater s population is aging largest cohort is between years of age. Bridgewater average median household income is $85k. Data on this slide was obtained via U.S. Census Bureau 2000 and 2010 census and American Community Survey 5 year Estimate.
5 Housing Needs & Demand-Demographics Most Bridgewater Residents are cost burdened when it comes to housing. Median rent for an apartment in town is $1,271. Median home (single family detached) sale price in Bridgewater is $350k. Most homes in Bridgewater are single family detached, with the majority built between Bridgewater has added 545 affordable housing units to the SHI. The Housing Authority has a large wait list for housing 60% AMI. Housing Type Number Percent Total Units 8, % Single Family 5, % Condominiums % 2 Houses/1 Lot % 2 Family % 3 Family % 4 to 8 Family % 9+ Units % Modular Units Over % Lodging Houses 5 0.1% Multi-Use (Business/Residential) % Data on this slide was obtained via U.S. Census Bureau 2000 and 2010 census, American Community Survey 5 year Estimate, and The Warren Group Town Stats.
6 Housing Production Plan (HPP) - Goals 1. Create, maintain and preserve affordable housing units equal to 10% of total housing stock. Strategy to achieve goal. Conduct ongoing community education & training opportunities to town boards and staff. Adopt an inclusionary zoning ordinance. Continue to fund the Bridgewater Affordable Housing Trust. Monitor and maintain units on the Subsidized Housing Inventory.
7 Housing Production Plan (HPP) - Goals 2. Create, maintain, and preserve affordable housing in multi-family housing units and mixed use buildings in the downtown. Strategy to achieve goal. Make suitable town-owned properties available for mixed use development and/or affordable housing. Utilize the Local Initiative Program (LIP) and non-profit housing agencies for infill affordable housing development. Leverage existing funding sources (CPA funds and in-lieu of payments from the inclusionary zoning requirement). Collaborate with regional partners.

Utilize the Local Initiative Program (LIP) and non-profit housing agencies for infill affordable housing development. Leverage existing funding sources (CPA funds and in-lieu of payments from the inclusionary zoning requirement). Collaborate with regional partners. Make suitable town-owned properties available for affordable housing.

Conduct ongoing community education & training opportunities to town boards and staff. Collaborate with regional partners.

Conduct ongoing community education & training opportunities to town boards and staff. Continue to fund the Bridgewater Affordable Housing Trust. Leverage existing funding sources (CPA funds and in-lieu of payments from the Inclusionary Zoning requirement). Monitor and maintain units on the Subsidized Housing Inventory.
12 Next Steps Edit Plan to reflect feedback from the public and town staff. Submit the final plan to the Planning Board and Town Council for local approval. Submit the plan to DHCD for state approval.
