1 CITY OF KIMBERLEY Minutes of Kimberley Committee of the Whole held on Monday, May 15, 2017 at 7:00 p.m. in the Council Chamber of City Hall, 340 Spokane Street, Kimberley, British Columbia. PRESENT: ABSENT: Acting Mayor Hoglund (in the chair) Mayor McCormick Councillor Goodwin Councillor Kitto Councillor Oakley Councillor Roberts Councillor Middlebrook Scott Sommerville, Chief Administrative Officer Jim Hendricks, Chief Financial Officer Maryse Leroux, Corporate Officer Nicole Thurman, Executive Assistant Troy Pollock, Manager, Planning Services Mike Fox, Director of Operations The meeting was called to order at 7:00 p.m. A. ADDITION OF LATE ITEMS There were no late additions. B. APPROVAL OF AGENDA Moved by Councillor Oakley, Seconded by Mayor McCormick: "THAT the agenda for the May 15, 2017 Committee of the Whole Meeting, be approved." CARRIED C. REPORTS 1. Transit Service Expansion Update Report dated May 10, 2017 from the Manager, Planning Services. The Manager, Planning Services provided Council with a PowerPoint presentation, which is attached to and forms part of these minutes. Mr. Pollock presented Council the proposed schedule that will provide daily, round trip, service from Kimberley to Cranbrook. The new schedule will provide

2 Minutes for the Committee of the Whole - May 15, 2017 Page 2 of 29 residents with pick-ups at: Townsite Grocery, Downtown Kimberley (exact location TBD), the Civic Centre, and Warren Avenue. Each bus will have a 20 person capacity, and riders who catch the morning bus will be guaranteed a ride back to Kimberley. Council questioned whether the City and BC Transit can apply for greenhouse gas emission credits, Mr. Pollock advised that he will determine the eligibility. Council asked if the City is able to get a larger bus with more seats if the service proved successful, and Mr. Pollock advised that wouldn't be possible on short notice but will look into it at that time. Council suggested organizing a feedback system, such as Place Speak, when the service begins so that riders can comment or make suggestions on the service as well as a booking service, which would track people on the waiting list. BC Transit will be running trial route runs on May 29th. 2. OCP Update Report dated May 10, 2017 from the Manager, Planning Services. The Manager, Planning Services provided Council with a PowerPoint presentation, which is attached to and forms part of these minutes. Mr. Pollock advised Council that due to previous staffing shortages, the Official Community Plan process was behind schedule, but on budget. The background review, gap analysis, and community engagement processes were completed in October 2015 through Council and community open house meetings. The Planning Department will be producing a smaller OCP document this year, which will improve readability and focus on eight sections relating to achieving the City's vision. The Planning Department has added in a section relating to temporary use permits, which will enable Council to allow permits that weren't previously considered in the OCP. Council discussed multi-unit housing, economic value of green space and industrial lands, including Teck lands and the uses that are permitted on them once they become reclaimed lands. Council questioned whether Mr. Pollock is looking for feedback in advance, and Mr. Pollock responded that he would take any feedback from Council at any time and incorporate any suggested changes. 3 Minutes for the Committee of the Whole - May 15, 2017 Page 3 of 29 Mr. Pollock summarized the 2008 'Affordable Housing Committee Needs Assessment' document, discussing the need for housing in Kimberley, both affordable and supportive. The Kimberley Lions Club Church Avenue project is underway, the club will be applying for a demo permit to begin construction, which will create 8 or 9 affordable housing units. Council questioned at which stage of the planning is the Kimberley Crossing assisted living project in Marysville, Mr. Pollock responded that the company is still in the early planning stages and seeking more project partners. It was suggested by Council to start a housing committee, outlining the need for all types of housing within the City, not just focusing on affordable. Mr. Pollock advised that timing is not good to form a committee, as there are already several housing projects underway. Mr. Pollock also discussed the R2 Zoning dedication, which would allow residents to build carriage houses or backyard cabins. Council inquired whether municipalities can build rental housing projects. In discussion, it was pointed out that the chance of a developer coming on board would be slim. Mr. Pollock advised Council that Tyee Log Homes is building a development on Knighton Road, which will provide single and multifamily homes. Councillor Kitto thanked Mr. Pollock for the update on the current housing situation and for the information he compiled. 4. WWTP Guiding Principles and Project Rationale Report dated May 10, 2017 from the Director of Operations. The Director of Operations provided Council with an overview of the report. Mr. Fox is seeking council direction towards the planning process. Council and Mr. Fox discussed the innovative approaches that the Operations Department are taking. Concerns were expressed with regards to the proposed City growth and whether the proposed new plant would be able to support a significant amount of growth. Mr. Fox replied that modules can be added at any time to support growth, and decentralizing is also a possibility. Council questioned the efficiency of operating the proposed plant, and Mr. Fox advised Council that proper training would be provided to plant operators. Mr. Fox also discussed the educational component the new plant will provide to schools and residents. Council recommended that all stages of building be incorporated into the design, so there are no surprises in the future. The next step is the communication plan, which will require Council's endorsement. The public will be involved in the decision making process through question and answer periods and public input meetings. Council expressed support for the direction taken by the Operations Department and Urban Systems in the planning process.

The Director of Operations and Manager, Planning Services discussed the proposed changes to the downtown core with Council. Council had some concerns with the switch to one-way streets. Mr. Fox advised that this would create more parking in the downtown core. Council recommended to discuss the changes that are being put forward with business owners to make them aware of the proposed changes. There were discussions related to safety, traffic flow during ski season, infrastructure improvement, including water, sewer and storm, as well as trail changes. Mr. Fox advised that this is the first draft and was seeking Council feedback on this initial plan. Council expressed support for the direction taken by the Operations Department on this project.
