In a far distant day, telephone contact between people occurred only over hard wires. The photograph here has two workers at the Belvidere Telephone Company, circa In those days, local communities created and funded their own telephone company. There was then no Verizon. In those days, the caller would remove the receiver and turn a crank on the telephone to contact the telephone office to place a call. The crank sent a signal over wires to an operator, one of the women shown here, and they would ask, Number please? As was the custom then, many of the callers knew the identity of the operator and asked, Marge, give me Aunt Sally. Or, they might say, Marge, I need to call the Sewing Machine Factory to talk to Ben. The nation and certainly Belvidere in 1910 were moving through a period of significant change. This was the dawn of America advancing as a global power that also marked the expansion of the global industrial revolution. Air travel was a reality, automobile travel was a growing reality in America. Use of the telephone had become vital for businesses across the nation. But, telephone contact was also becoming more a necessity in the everyday operation of a home. Telephone connections in 1910 was just prior to the advent of party-line telephone lines. Soon after dial mechanisms were installed on telephones, the need to call the operator for an available line was finished. But still, technology had not advanced to the point where everyone that had a telephone could be calling simultaneous. Therefore, party lines were created. If someone on a partyline was using the telephone, others on the line could pick up the receiver and listen into the conversation. A party-line worked in this manner. Three neighbors were assigned to a line along with three others. The call coming to Party A would have one ring to identify the party-line, followed by one, two or three rings in rapid succession to identify who was to receive the call. If the second line was accessed, the phone would ring two rapid rings before the one, two or three rings would follow to identify the party being called. These were all unique elements of telephone service years after 1910 but before touch-tone connections that developed in the 1960s. Today, we can take out telephones to the farthest reaches of the Earth and call home to Belvidere, Sycamore or anywhere and to anyone. As long as a cellular telephone tower is within reach, the call may be completed. Further, many current telephones are more mini-computers than telephones. The photographic capabilities of modern phones allows anyone to be a photojournalist whenever an event arises that demands a photograph be shot. Many owners of Smart-phones could write a book, transmit a play or view a motion picture by merely tapping a couple of icons to access the media that they want. Telephones today have moved far beyond what Alexander Graham Bell ever imagined even in the most surrealistic dream that he ever had. The women shown here provided a new service that likely many prior to 1910 could not imagine ever occurring. Telephonic communication moves today through the air from one satellite dish to another and is received by a device that selects and receives only those messages that are directed to the device. It is truly amazing to imagine or to understand the technology and the creativity that went into the invention of these devices. We do not know the names of the woman shown here but they likely worked an eight-hour shift and it is unknown if another two women relieved them for a second shift. However, around the clock telephone service would not arrive until many years later. By the time operators were being replaced by sophisticated computer assisted equipment, the ability to call anyone anywhere around the clock had arrived. The first transatlantic telephone cable was laid in The American businessman Cyrus Field funded the installation but sources indicate that the cable was functional for only three weeks. By 1927, most transatlantic telephone communications were radio based. Today, the communication via the transatlantic cable uses fiber-optic equipment. Fiber-optics might as well have been microwave cooking or digital photography as far as the women shown here would have understood. Communication is one segment of the economy in America that has experienced significant change over a century or more. The first telephone call occurred between Alexander Graham Bell and his assistant, Thomas Watson on March 10, Legend has it that their first successful telephonic connection resulted in this message being transmitted when Bell said to Watson, Mr. Watson come here I want to see you. However, no one can say if the charges for that call were paid or reversed. The Journal wants to thank the Boone County Historical Society for allowing use of this photograph. County Saturday Retreat By James Middleton An event last Saturday morning was designed by the Boone County Board to provide an opportunity for members to review what occurred last year and to consider what the future might hold. The Retreat ran through the morning with a number of topics considered, including the county Strategic Plan, a potential road infrastructure plan, regional plans for development and city/county planning. The result of the Retreat was for few formal plans to be set though the seven members of the County Board that attended did share ideas on these and other topics. Belvidere alderman Daniel Snow (Ward 2), a local owner of downtown property and two others attended the meeting. There were no other representatives

At the suggestion of county representative Sherry Giesecke (District 1), the meeting opened with a brief discussion of the most important concerns in county government in The county budget, human resources, the animal services building and the county acceptance of a text amendment to revise wind turbine setbacks were a few of the topics presented. As a related part of this discussion, the county Strategic Plan was considered. Extended discussion followed with County representatives considering to draft a countywide roads plan. Chairman of the Boone County Board, Bob Walberg (District 1) said that establishment of such a plan had not occurred. He said that such a plan should include traffic studies, traffic flow, speed limits, positioning of stop signs and turn lanes. Mr. Walberg added, It is inevitable that sometime in the future these roads will have to be expanded and improved and we must plan for this. With that, discussion moved to the Boone County Comprehensive Plan of County administrator Ken Terrinoni said, The Plan has been modified by micro-changes. The Plan is 15 years old and could be changed or modified. Action was suggested for both matters and that action could occur in the County Board roads committee. The Retreat focus then shifted to regional planning that has been discussed in Boone County and neighboring counties for years. One group that was considered was the Comprehensive Economic Development Strategy (CEDS). Mr. Walberg explained that a primary function of CEDS was to provide Boone and neighboring counties with grant writing assistance. Discussion also considered Rockford Metropolitan Agency for Planning (RMAP) and another, the Economic Development District of Northern Illinois (EDDNI). Mr. Terrinoni noted that RMAP works with RMAP and he added that RMAP and EDDNI could be merging. County representative Dennis Ellingson summarized, Often going to these committee meetings is a matter of chasing dollars. One member asked why Boone County does not hold an Internal Revenue Service 501-C-3 designation as a charitable organization. That designation would allow the county to accept charitable donations that carry a tax deduction. County representative Jeffrey Carlisle (District 2) added, Let s get these things done here, and he concluded, Let us move forward. Considerable time was also dedicated to discussing the status of the City/County planning department. Mr. Terrinoni told the panel that the interim planning director, Kathy Miller, had delivered her written resignation to take effect on March 11, Mr. Terrinoni asked, Will we hire a planner for us or will we stay with the city or none? That was the question and later Mr. Terrinoni suggested that county leaders had considered contracting with a planning firm outside of government to finish County representative Cathy Ward (District 2) said, It makes no sense to split from the city. We need to work together and splitting the cost has helped both of us. However, Mr. Walberg offered his opinion, saying that there have been problems working with the city. County representative Brad Stark (District 3) agreed with Mr. Walberg and added, We do too much with the city, and he asked why does the county have to continue to be connected with the city? The discussion moved to consider the workload split between the city and county and if the county was getting their fair share of work. There was no answer. Mr. Terrinoni added that a salary for a county planner would total about $50,000 with another 30% to 50% in additional fees to provide for health insurance, taxes, and FICA and pension payments. The result of the discussion had Mr. Ellington saying, We ve talked of this before and let s look over the next six months and make a decision. I hate to waste time. The contract with the city requires 90-day notice if one wants to end the contract. Mr. Terrinoni reminded the panel, We need an interim strategy. The final comment came from County representative Karl Johnson (District 2) who said he believed that the County Board administrative and legislative committee should look into the interim strategy and if the relationship with the city should continue. The Retreat then focused briefly on modifying the rules governing county quarries. The matter arose resulting from ongoing problems that Boone County has had with the Plote quarry in Flora Township. Plote has often been found to be operating the quarry in conflict with the contract agreed to between the firm and the county. Comments followed to suggest that Plote came into the county under the radar because, though they were seeking special use zoning to reopen a previously close quarry, they obtained the zoning without a public hearing. Zoning law had changed since the closure of the quarry before Plote owned the pit. They threatened to sue the county and allege their zoning law was unconstitutional. The county settled with Plote and special use zoning was ultimately granted without a public hearing. Mr. Walberg added regarding a lawsuit that the county filed against Plote, They have offered a settlement but we declined. Again, Mr. Ellington summarized, We need to make common rules that affects all of us, and that comment finished the discussion. The final topic considered was county economic development and the budget. Mr. Terrinoni explained that the county may be joining Kane, DuPage, DeKalb and McHenry counties to seek to impose a tax on retailers that sell motor fuel. The proposed bill asks that the named counties adopt by an ordinance or resolution to be allowed to impose a tax on all those in the county selling motor fuel to retail customer. The proposed bill further specifies that all of the proceeds obtained from the tax would be used by the county solely for the purpose of operating, constructing and improving county highways, waterways and for the county to obtain right-of-ways for public highways and waterways. The bill must move into the Illinois General Assembly where Illinois representative Bob Pritchard has said that he would support the measure. However, there is a lot of work ahead that must occur before the tax can be applied to any retail purchase. With that the Retreat moved to adjourn. The morning had expired and a wide range of topics had been discussed. There was little action proposed other than for various County Board committees to take up further consideration of the various points.

3 In Our 20th Year The Boone County Journal January 22th What the Retreat Could Have Been Elected officials who sponsor town hall style meetings to meet with the public and to share ideas for future change can be a benefit for the community if something other than talk is accomplished. Far too often taxpayers avoid such events concluding that governmental officials see them as impediments who deny public officials from doing what they believe should be done. Last Saturday, seven members of the Boone County Board participated in what has become an annual Retreat where County Board members muse over what has been done or what could be done to make county government more responsive to the community. The Retreat last Saturday was an opportunity for a very few local residents to hear what county officials believe could or should be done to improve the quality of life here. But, the event could have been so much more than what it was if county officials had been more committed to moving forward with ideas to create viable plans to embrace the future instead of to merely talk. Considerable time was spent debating what an alphabet soup of committees are pursuing with Regionalism as their alleged goal. No one at the Retreat knew what is supposed to occur at these regional committee meetings. The fear voiced by some claimed if the county is not involved then the county could be left out of regional plans. But, left out of what? No one at the Retreat could define which committee has the lead in setting policy that could be embraced by the participants for a regional approach to governance to emerge as a policy path. The Retreat, according to side comments made during the event, was designed to allow members of the County Board the opportunity to speak regarding what could or should be done to improve county government. One member suggested that the Retreat was not designed to be open to include city or township officials when the subject of the event was to focus on county government. One Belvidere alderman attended staying until the introductions were made, then he left. One local developer and two others who regularly attend County Board meetings were the only people in the audience. Participation by city and township officials could have expanded the focus of the event but, by their exclusion, comments were made by the usual suspects but with little consideration for neighboring governments that must have a role in any discussion of regionalism. The term Regionalism has become an ill-defined buzz-word voiced by county officials. The term has often been repeated to assert to the taxpayers that they are planning for the future even though no one understands what that future will be. Elected officials who attend these meetings have little understanding of which committee has jurisdiction or which committee can chart a path. Though there are committees, not one has designed a preferred path that could lead to economic growth and development. To suggest that the blind is leading the blind here is to show disrespect for those that do not have sight. These regional focused committees appear to be spinning their wheels spending more time trying to determine which group will lead instead of to find goals and to set plans to improve upon the regional status quo. It is an arguable point to ask if this region has emerged from the Great Recession. Some claim the Recession ended in 2009 but sell that to a family of four with the primary wage earners waiting tables, tending bar, stocking shelves and delivering pizzas. For years Boone County and much of the northern Illinois region has been disabled by a double-digit unemployment rate. Yet, the Retreat could have been so much more productive if the members would have just promised to dedicate 2016 to study if the county should sever ties with the city and their shared planning obligations. Those at the Retreat dedicated much time to discussing severance from the city but there was no decision to study the question, to set a date to resolve the question or to pursue a path forward. One of the attendees commented, We talked about the same point last year, and that is the precise point here. Likely the same points will arise if a Retreat 0f 2017 is called because some on the County Board are fearful to adopt a plan to reach a goal. Setting and attaining goals is a path that current governments are loath to do. Congress survived 2015 enacting the fewest number of bills into law in decades. The Illinois General Assembly is playing politics with Illinois taxpayers and refusing to find solutions for major problems. The city keeps house instead of to enact change for the benefit of taxpayers and the county is relentlessly searching for funding. Yet, the more specific questions ask, should the city and county remain connected for planning duties? Should the county create a comprehensive plan for roads and infrastructure? Should the county write a new comprehensive plan or create a regional plan? And, the 10-ton elephant in the room that officials have offered little tangible action to answer, how can Belvidere and Boone County revitalize economic growth and expansion with new commercial and retail opportunities? The truth is for some too horrifying to contemplate. Belvidere and Boone County taxpayers deserve to have elected officials who will confront public questions rather than to hold events designed more as an opportunity to sample cheese Danish than to plan future policy to improve the quality of life. LETTERS TO THE EDITOR Dear Editor, As a lifelong Boone County resident and local business owner, I am writing to support Michelle Courier as our State s Attorney. Prior to Michelle taking office in 2008, gang activity was at an all time high in Boone County. Law enforcement came to Michelle and asked her to sue the gangs to give them another tool to fight the organization at its core. Despite the obvious risks to her and her family s safety, she agreed. Working nights and weekends for the next year, Michelle personally sued the gangs and won. She gave law enforcement an extra tool to help fight gangs, and things started happening. Gand activity began to drop. Gang members were being charged and convicted. Some on serious criminal charges where they are serving lengthy prison sentences to this day. Six years after the lawsuit, Boone County is night to day to what it was. Although it would be ignorant to think that the gangs are gone, gangs know who Michelle is and that she isn t afraid of them. She stays pro-active in this fight through the gang task force. She keeps the community educated on how to recognize suspicious behavior and to get law enforcement involved before they infiltrate our community. On more than one occasion, I have heard people voice their opinion that they wished they had Michelle in their county. I know why. Michelle gets results. The event on Monday, January 18 occurred according to a carefully thought out and executed plan. The executive director of the Haisch Memorial Library, Dee Coover, moved through the grand opening event with a smile that expressed her pleasure with how the expansion had occurred and the structure and the asset that had resulted. The grand opening event began Monday at 8:30 a.m. on the coldest morning of the year. More than 350 people attended the event with young and old alike filling the primary entrance area of the new addition. The crowd extended back into the stacks area where books are found on both the first and the second floors of the addition. Numerous dignitaries were present ranging from Illinois Representative Robert Pritchard to the Mayor of DeKalb, John Rey, all of whom spoke to the assembled residents of DeKalb and library patrons. The expansion project cost $25.3 million and had broken ground on July, 2014 after many months of planning and preparation by Ms. Coover and the Haisch Memorial Library Board. The original building was erected in 1931 and, according to Don McKay, one of the architects that designed the addition, The original building architecture was a combination of classicism and art deco. He indicated that the older building is truly a unique structure. The Haisch Library remains one of the last art deco libraries still in use. Mr. McKay added, This library is listed on the National Registry of Historic Places. What the City of DeKalb obtained for the investment of $25.3 million was to expand the old library from 19,500 square feet to a spacious 65,000 square feet contained within three floors. In addition to the significant expansion of space, the Haisch Memorial Library has also become a state-of-the-art library that offers as much in new technology as they offer in books for reading. 4 4 January 22th, 2016 The Boone County Journal In Our 20th Year Continued from Page 3... example, the new library has automated equipment that accepts return books, scans them for placement in carriers that may then be rolled to designated areas in the library for re-shelving to streamline the book return process. Further, the library also contains a modernized system for checking out books that does not need a library assistant to accomplish the task. The new library also includes a number of conference rooms available for a wide range of community groups to use for meeting purposes. Ms. Coover said two years ago that there was a real need for meeting space in DeKalb and she wanted the new library addition to satisfy that need. Further, local artists in DeKalb and the area have provided a stunning and an eclectic collection of art work that has found a place in the new library addition. It is expected that artists from across the region will find a home for their work in this new addition. Of those that spoke Monday, Representative Pritchard welcomed the audience to the new addition and congratulated the Library Board for their hard work. He also thanked the many fund raising volunteers that helped to make the addition a reality. DeKalb Mayor John Rey made notice of the many children present and said the focus of this new addition was for children. Mr. Coover had said often over the months of the construction that the emphasis of the new library would be to encourage children to use the facilities and to enjoy discovery through reading. After others had offered their comments on the moment, Ms. Coover took the floor to introduce the keynote speaker, Dr. Leroy Mitchell of the New Hope Missionary Baptist Church of DeKalb. He told the audience, This is the people s building and, though I felt nervous coming here today, I was comforted and reassured when I saw Humpty-Dumpty at the front entrance. For many years, a bronze statue of Humpty- Dumpty was found at the back entrance of the library into the children s section. Today, Humpty-Dumpty welcomes everyone to the new main library entrance who shares space with renowned classic authors such as Hemingway, Dickens and Austin whose names are set on blocks of building stone found in the façade of the new addition. At the end of the grand opening events, Ms. Coover added, Equality of access was part of the vision statement of the Library Board in 2007 when they imagined what we have here today. We put together the formal plan for the 46,000 square foot expansion, the architects transformed that vision into a plan and the construction company and their sub-contractors interpreted that plan into this new addition. We celebrate the product and the process. Finally, Ms. Coover referred to what Dr. Mitchell had said. As Dr. Mitchell said today, if it is not real, put it into action. As we look around reality has been put into action. Humpty-Dumpty would be proud because the Haisch Library Board did put together a work of art for the future of the city and region.
