1 BYLAW NO LEDUC COUNTY A BYLAW TO AUTHORIZE THE RATES FOR THE ESTABLISHMENT AND REVISION OF FEES AND CHARGES FOR 2018 AND RESCIND BYLAW NO WHEREAS pursuant to the Municipal Government Act, being Chapter M-26, Revised Statutes of Alberta, 2000, and amendments thereto, the County is requested to provide various services and/or to make certain information available to the public; and WHEREAS in accordance with Section 8 of the Municipal Government Act, and Section 93 of the Freedom of Information and Protection of Privacy Act, Council may pass a bylaw establishing fees to charge for providing information and services; and Council is desirous of amending the existing Fees & Charges Schedule (Public Works & Engineering, Community Aggregate Levy), effective April 1, NOW THEREFORE BE IT RESOLVED that under the authority of the Municipal Government Act, the Council of the Leduc County, in the Province of Alberta, enacts as follows: 1. That the 2018 Fees and Charges be established by this Bylaw as detailed in the attached Schedule A, and 2. Bylaw No be rescinded effective March 6, This Bylaw shall come into full force and effect upon receiving third and final reading. Digital data will be delivered upon completion of a Digital Data Agreement at the discretion of Leduc County. All Pricing is subject to GST and excludes shipping costs. DIGITAL AERIAL PHOTO The latest aerial photography flown for Leduc County was carried out in Spring The aerial photos have a digital resolution of 0.25 metre/pixel, and in 10TM Projection. The digital aerial photography is available to be purchased in digital format in either Mr. Sid or JPEG 2000 format. The order can be delivered by if the file size is small enough. If the file size is too large to , it will be put on CD. 6 ENFORCEMENT SERVICES ITEM AMOUNT Police False Alarms Bylaw 8-10 False Alarm is any activation of an alarm system that results in any police action. When an alarm system generates more than one false alarm within a consecutive twelve month time period, the County may charge the person responsible for the alarm system, business owner or home owner a fee relating to the response of police emergency personnel as follows: a) On the second false alarm b) On the third false alarm c) On the fourth and subsequent response to a false alarm When a road permit is required to travel on a local County road, a fixed administrative fee is charged for each permit issued or cancelled. $ $ $ $15.00 *Exception: No fees will be charged for: a) travel taking place exclusively on Nisku Industrial Park roads from start to finish. When an animal is impounded at the Pound Facility, the Owner of the animal shall pay fees for care and sustenance for each day the animal is impounded. FAMILY AND COMMUNITY SUPPORT SERVICES PLAYSCHOOL SUBSIDY ELIGIBILITY CRITERIA Playschool Subsidy is available to residents of rural Leduc County, Calmar, Thorsby, Warburg and the Graminia area of Parkland County. Applicants must meet the income guidelines and are expected to pay a portion of the playschool fees. However, Leduc County FCSS may take into consideration special circumstances and determine eligibility on a case by case basis. Families receiving Child Care Subsidy through Alberta Human Services are not eligible to receive Leduc County FCSS Playschool Subsidy. 9 FAMILY AND COMMUNITY SUPPORT SERVICES Family, Couple and Individual Counselling Leduc County offers a subsidy for counselling services to residents of rural Leduc County, Calmar, Thorsby, Warburg, and the Graminia area of Parkland County. Residents must meet two criteria to be eligible for subsidy: 1. Gross family income less than $75, No access to employee insurance benefits (once an EAP is fully exhausted, the applicant may be eligible for a subsidized rate for additional sessions not exceeding maximums below.) Services are contracted through Karunia Counselling and Family Counselling Centre. Counsellors will either be marital and family therapists, psychologists or masters level student interns under professional supervision. Each qualifying individual may make one intake appointment plus six appointments through this service per year or eight per couple or family. Fees for the service are based on a sliding scale and range from a minimum of $15/session to a maximum of $56.10/session. Leduc County FCSS subsidizes each client visit by $ Additionally, the sliding fee scale can be used to determine the client rate for a group session, workshop or course. As group sessions vary in cost, the cost paid by Leduc County FCSS will be determined on a case by case basis. Once the fee is determined for the individual, Leduc County FCSS will cover the remaining cost of the session to a maximum of $80.33, the clinic can choose to charge the client the remaining balance or waive it. Intake sessions will not be required for clients continuing with the same counsellor. For those who have access to benefits that cover the cost of counselling but are otherwise eligible for subsidy. The number of sessions approved for subsidy will be reduced by the number of sessions paid for by their benefits. For example, considering the maximum number of subsidized sessions for individuals is 7 and if benefits cover 4 sessions, Leduc County will subsidize 3 additional sessions
