4 A meeting of the Public Safety, Works and Services Committee (PSWS) of the Board of Commissioners (BOC) was held on October 3, 2017 in the Township Building; Ronald Feldman presiding. In attendance were Commissioners Ronald Feldman and Robert McGuckin. Also present were Paul Leonard, Manager; Jonathan Bleemer, Finance Director and Assistant Manager; Chief of Police Lee Benson; Kevin McCann, Fire Services Administrator; Fire Chief Eric Clauson; Joe Fielder, Code Enforcement Department Director; Dan Supplee, Public Works Operations Director; Jerry Smith, Public Works Administrator; Battalion Chief Anthony McGrail representing the Second Alarmers Ambulance Squad; and Daniel Azeff representing the Community Ambulance Association of Ambler. MOTION TO ACCEPT THE MINUTES FROM THE AUGUST 1, 2017 MEETING WITHOUT READING: Mr. McGuckin motioned, with Mr. Feldman seconding, to approve the Minutes of the PSWS Meeting for the month of August 2017 without reading. REPORTS: VOTE ON MOTION ALL YES MOTION CARRIED Report of the Chief of Police: Police Chief Benson gave the following report: Received a grant of over $27,000 from the Pennsylvania Liquor Control Board in order to conduct underage and dangerous drinking enforcement details through the year The Upper Dublin Police Department (UDPD) must put up a 25% match (a little over $7,000) and there are some provisions that equipment can be purchased such as police patrol bicycles and sensors to test people s level of intoxication. A second $1,200 grant was received to conduct buckle up informational enforcement details at the Upper Dublin High School (UDHS) on Wednesday, October 18th and again on Wednesday, October 25th. A $1,300 grant was received to conduct aggressive driving enforcement details and aggressive driving violations on October 23rd and November 19th. The grant will be used for overtime of police officers. A new Camera Registry Program is now in effect whereby businesses and homeowners in UDT can go on to the UDT website and register their cameras and give the police permission to use the footage in investigation, lost child cases, vehicular accidents, etc. The Drug Take Back Program administered through Montgomery County will take place on October 28 th from 10:00 a.m. to 2:00 p.m. in the Police Lobby. A secure Drug Take Back Box has been provided in the Police Lobby which can be utilized anytime by residents. On September 23 rd, another Coffee with the Cops Program was held at the Acme food store. A robbery occurred at the BB&T Bank on Pennsylvania Avenue on September 19 th. The perpetrator also robbed banks in Whitpain Township, Montgomery Township, and Upper Gwynedd Township. The bank robber was arrested by Montgomery Township Police. A robbery took place at the Rite Aid on Bethlehem Pike on September 23 rd. The case is still being investigated. Report of the Fire Services Administrator: Kevin McCann, Fire Services Administrator, reported as follows: The Fire Marshal conducted 134 commercial building inspections, and issued 53 fire permits. 4 1

5 152 rental units underwent fire safety inspections. The Fire Marshal and Mr. McCann responded to 33 daytime fire calls. Working with the Fort Washington Fire Company on the 2018 budget. Four notices of violation were issued. Congratulations to Fire Marshal Tim Schuck for winning third place in the International Fire and Arson Investigators Photo Competition. Report of the Fort Washington Fire Company (FWFC): Fire Chief Clauson informed as follows: No significant calls during the past few months. Thirty-seven Monday night drills were attended by an average of 40 personnel. Obtained a grant for air packs. It was decided to continue purchasing from the current manufacturer, MSA. In process of applying for a FEMA AFG grant to purchase hand-held portable radios (estimated cost - $300,000). Must be replaced before January The 29 th Annual Fire Expo will be held on October 16, Have begun preliminary planning for the 2018 budget. A committee is working on holding an open house on November 6 th for the Burn Brae Fire Station, which has been recently renovated. Report of Community Ambulance Association of Ambler (CAAA): Daniel Azeff of the CAAA informed as follows: Responded to 134 calls in UDT during the month of August 2017 and 53 calls during September Will be hosting a free car seat safety event in November. Holding CPR classes twice a month. Searching for a replacement for the position of Executive Director. Report of Second Alarmers Ambulance Squad (SAAS): Battalion Chief McGrail of the Second Alarmers presented the Battalion Chief s written report. 528 EMS calls in UDT. 448 medical calls. 72 motor vehicle calls. 5 fires. 3 details attended. SAAS has taken receipt of mobile data terminals for their ambulances and supervisors vehicles. Offering an Emergency Preparedness Stop the Bleeding Course at the Governor s Conference. The 2017 protocols of the Commonwealth of Pennsylvania have been adopted. The key issue for both ambulance services is recovery of uncollected money. The challenge has gone out to the Township Solicitor whether there is a mechanism whereby UDT can be of assistance via municipal liens. Mr. Leonard asked the representatives from both organizations to submit any additional requests for funding via or letter to either Messrs. Leonard or Bleemer for budget inclusion in

6 Report of the Public Works Operations Director: Dan Supplee reported as follows: Virginia Drive Bridges: Punch list items have been completed. A final inspection is scheduled for Friday, October 6 th regarding the traffic signal with PennDOT. Final invoice will be submitted on October 4 th. Rapp Run Culvert: Punch list items have been completed. Final invoice will be submitted on October 4 th. Virginia Drive Road Diet and Trail Project: Street Light Conversion to LED: The successful bidder, Scott Builders, has mobilized crews and is currently working on the north side of Virginia Drive between Rush Gears and Camphill Road. One lane of traffic will be maintained each way. The replacement of overhead street light fixtures has been completed with the exception of 172 that need rewiring. Negotiating the cost of rewiring. Now in the process of installing the decorative colonial fixtures. Paving Work: Milling and overlay work as well as the Nova Chip Program are completed. There are a few punch list items for each of the contractors. The Ralumac Program is scheduled to begin on October 4 th and continue through the 10 th of October. Community Events: Organized an e-waste collection at the Township Building on September 9 th. A shredding event was held on September 16 th. Leaf Collection Program: Program began this week in Area 2. Unfortunately, the Highway Superintendent is out on medical leave. Fleet and Facilities: New trash truck is currently in service. New leaf machine is in service. The existing leaf machine has been sold on municipal bid. HVAC unit for the main office failed during July and will have to be replaced. New ceiling tiles will replace those damaged due to leaking roof in the Township Building. A major sewer leak occurred. Township police and forces as well as the Bucks County Water and Sewer Authority were able to address the situation promptly. One neighbor was so pleased with the response that he wrote a thank you note to UDT. 3 6

7 Report of the Code Enforcement Director: Joe Fielder presented the Code Enforcement Department Report for August and September 2017: 461 total permits in 2017; 456 total permits in property transfers in 2017; 58 total permits in $228,027 actual revenues received in 2017; $227,953 actual revenues in Actual revenues received in August and September, 2017 were $915,345 in 2017; $1,228,547 for June and July Monthly reports were filed with the United States Census Bureau and the Montgomery County Board of Assessments regarding residential and nonresidential permits. A quarterly report will be filed in October with the Pennsylvania Department of Community and Economic Development regarding permits issued and fees collected. Staff completed 461 plan reviews in 2017 and 237construction site inspections. Staff received 517 permit applications for the following: - building permits. - electrical permits. - plumbing permits. - mechanical permits. - sewer inspection permits. - zoning, fire and grading. Staff completed 54 residential point-of-sale inspections. Property maintenance complaints were addressed, high grass, weeds, ash trees, and bamboo. Illegally placed temporary signs were removed. There are currently 25 vacant homes in UDT which are being monitored. There are numerous others that are in the process of being renovated. Zoning Hearing Board Cases for October 30, 2017: #2244: Sit Lutkewitte/Bay LLC at 475 N. Governor Road, Suite 300, Hershey, PA 17033, for the property located at 475 W. Pennsylvania Avenue, requests variances under Zoning Code Section 255, Subsections 146 (discontinued nonconforming use); 148 (change or resumption of nonconforming use); 162 (establishment and boundaries of the Floodplain Conservation District); and 169 (variances within the Floodplain Conservation District). The Applicant proposes to convert a former gas station to a medical marijuana dispensary with associated building improvements in the floodplain. It is proposed to elevate the building two feet above the base flood elevation. The property has a base zoning of EC - Employment Center and is also located within the Fort Washington Village District Overlay. #2234: Rose Bridge Farm, LLC at 1314 N. Limekiln Pike, Dresher, PA requests variances from Section A.2 (Agricultural uses in a Residential district) and from Section (Accessory uses to Agriculture) in order to conduct a number of commercial uses on the property, zoned A- Residential. The applicant seeks relief from a Cease and Desist Order dated May 30, This hearing was rescheduled from July 24, #2245: Gregory Stanislaus of 214 N. Bethlehem Pike, Fort Washington, PA requests variances to construct a 1,500 sq.ft. residential addition, and to convert a detached 3-car garage to a 2-car garage with in-law suite. The property is zoned A - Residential. #2246: Ross & Valarie Hurwitz of 1339 Elon Circle, Fort Washington, PA requests a rear yard setback variance of approximately 8 feet in order to construct a porch and pergola. The property is zoned A- Residential. 7 4

AN ORDINANCE To Amend The Code Of The Township Of Upper Dublin, Chapter 73, Uniform Construction Code, To Adjust The Uniform Construction Code Fee Imposed By The Commonwealth; To Amend Chapter 110, Fees, To Remove Certain Fees, Add Certain Fees, And Increase Certain Fees Charged Pursuant To Those Chapters In The Township Code Related To Alarms, Animals, Building Construction, Plumbing, Swimming Pools, Well Permits, Zoning, And Property Maintenance. The Board of Commissioners of the Township of Upper Dublin hereby ordains: Section 1. The Code of Upper Dublin Township, Chapter 73, Building Construction, Article III. Uniform Construction Code, 73-10, Fees, Subsection D thereof, shall be amended to provide as follows: Article III. Uniform Construction Code Fees. * * * * * * D. Related Fees. The payment of the fee for the construction, alteration, removal or demolition of work done in connection to or concurrently with the work authorized by a building permit shall not relieve the applicant or holder of the permit from the payment of other fees that are prescribed by law. One such fee is a charge of $4.50 as a Uniform Construction Code fee which shall be charged in addition to the payment of other fees upon application for any Building, Plumbing, Electrical or HVAC permit. AN ORDINANCE To Amend The Code Of The Township Of Upper Dublin, Chapter 73, Uniform Construction Code, To Adjust The Uniform Construction Code Fee Imposed By The Commonwealth; To Amend Chapter 110, Fees, To Remove Certain Fees, Add Certain Fees, And Increase Certain Fees Charged Pursuant To Those Chapters In The Township Code Related To Alarms, Animals, Building Construction, Plumbing, Swimming Pools, Well Permits, Zoning, And Property Maintenance. The Board of Commissioners of the Township of Upper Dublin hereby ordains: Section 1. The Code of Upper Dublin Township, Chapter 73, Building Construction, Article III. Uniform Construction Code,, 73-10, Fees, Subsection D thereof, shall be amended to provide as follows: Article III. Uniform Construction Code Fees. * * * * * * D. Related Fees. The payment of the fee for the construction, alteration, removal or demolition of work done in connection to or concurrently with the work authorized by a building permit shall not relieve the applicant or holder of the permit from the payment of other fees that are prescribed by law. One such fee is a charge of $4.50 as a Uniform Construction Code fee which shall be charged in addition to the payment of other fees upon application for any Building, Plumbing, Electrical or HVAC permit. Section 2. The Code of Upper Dublin Township, Chapter 110 Fees, Alarms, Animals, Building Construction, Plumbing, Swimming Pools, Well Permits, Zoning, and Property Maintenance, shall be amended to provide as follows: 1 23

24 Alarms. Applicants for permits under Chapter 57, Alarms, shall pay the following fees: A. Residential home alarms: $25 each. B. Commercial alarms: $25 per $1000 of installation cost or fraction thereof. C. Transfer of license: $25. (i.i) Animals. Applicants for permits under Chapter 64, Animals, shall pay the following fees: A. Pet shop or zoological garden: $25 for each calendar year or part thereof; there will be no charge for a traveling educational exhibit maintained by an established Humane Society or zoological garden Building Construction. In accordance with Chapter 73, Building Construction Uniform Construction Code, the following fees shall be charged: A. Applicants for permits to be issued under Chapter 73, Building Construction Uniform Construction Code, shall pay to the Township at the time of application the fees prescribed in this section. (1) New construction (a) Permit fees for new single-family and two-family dwellings, townhouses, and buildings accessory thereto shall be as follows: [1] For new single-family and two-family dwellings, and townhouses a plan review fee of $100 for the first review, with a minimum $50 fee in the event the permit is withdrawn; $50 for each resubmission; $100 fee for all plan resubmissions after the permit is issued. (b) Permit fees for the construction of multiple dwelling unit structures, such as apartments, dormitories, rooming houses 2 24

(d) Permit fees for all nonresidential construction shall be as follows: [2] A plan review fee of $250 for the first review, with a minimum of $100 in the event the permit is withdrawn; $100 for each resubmission; $250 for all plan resubmissions after the permit is issued. (2) Alterations residential additions, repairs, demolition and installation of permanent equipment.
