7 RESOLUTION NO WHEREAS, the Final Land Development and Minor Subdivision Plans for Haverford Mr. Storage, LLC, for the property located at 629 Eagle Road, Haverford Township, Delaware County, and known as D.C. Folio No has been submitted to subdivide acres into two (2) lots and to develop acres with a three (3) story, 62,400 square feet self-storage building. The subject property is zoned LIN- Light Industrial District, and is located in the 4th Ward. LU,e_aforesaid_planswere_preparedby-Herbert.E.-MacCombie,Jr.,-P.E. Consulting Engineers and Surveyors, Inc., Broomall, PA 19008, dated August 26, 2014; and WHEREAS, the Planning Commission of Haverford Township at the public meeting of Thursday, October 9, 2014, did vote to recommend approval of the plans subject to the following conditions: 1. Any part of a lot not occupied by buildings or other structures shall be landscaped in accordance with an overall landscaping plan, which plan shall show the locations of street trees, landscape treatment for entrances and areas of abutting property, and required buffer strips ( E(5)[e][7]). The said plan will be reviewed by the Shade Tree Commission ( D.(l).) 2. All parking, loading or paved areas shall be provided with a lighting system adequate to meet the needs of the use ( F) and in accordance with the Township Design Standards. 3. A new non-residential land development is required to provide the setting aside of recreational or open space areas ( C.(2).) The applicant is proposing a fee in lieu of the reservation of recreational land in the amount of$57, A note shall be added to the plan to address the location of the 100-year flood line ( E.5.( e )[5].) 5. An NPDES Permit from the Delaware County Conservation District is required ( E.5( e )[2].) 6. Sight distance will be indicated for the proposed driveway ( E(5)[ e ][12].) 7. Street lighting is required ( B(4)[fJ.) Existing and relocated lights on Eagle Road should be replaced with decorative lighting matching the lights installed across Eagle Road at the YMCA site and should be consistent with the design standards for the Eagle Road Corridor. 8. Permanent survey monuments are required on the right of way line at corners and at angle points ( B(8).) 9. An approved PaDEP Sewage Facilities Planning Module or exemption is required ( E(5)(d).) I 0. The proposed driveway easement will be reviewed by the Township Solicitor ( F.(2)(C).) 11. Given the environmental issues associated with the site, the Applicant is requesting an alternate water quality improvement location or payment of a fee inlieu-of the improvements on-site. 12. Applicant will be required to obtain an approved Grading, Erosion and Sediment Control and Stormwater Management Permit pursuant to Chapter 78, and will enter into a BMP Maintenance Agreement, including the payment of the required contribution to the BMP Operation and Maintenance Fund ( ) 13. Evidence of approval by the EPA and PaDEP of the plans will be required. I
8 14. A PennDOT Highway Occupancy Permit will be required for the access drive and the proposed utility connections within the right-of-way of Eagle Road. 15. The site egress turn movements and drive locations will be in accordance with PennDOT recommendations. 16. Directional signage for the driveway should be indicated on the plan. 17. The curb at the sidewalk adjoining the front wall of the building will be eliminated and wheel stops will be employed instead. 18. A detail shall be provided for the 7"x12"x30" curb. 19. The applicant will comply with the streetscape requirements of the Eagle R~oa<l Bllsiness District: 20. The applicant will consider expanding the radius at the entrance drive. 21. The Applicant will review its lighting plan to address the 'dead' spot in lighting at the front of the building. In addition to the conditions listed above, the Planning Commission did recommend that the Board of Commissioners grant waivers from the following requirements of the General Laws of the Township of Haverford: 1. The submission of separate preliminary and final plans ( A) to allow a single plan submission. 2. Depiction of the zoning of the surrounding adjacent properties on the plan ( l 60-4.E(5)[c].) 3. Depiction of all storm drainage, sanitary sewer and public water supply lines within 400 feet of the site ( E(5)[e][4].) 4. The installation of curb at the sidewalk adjoining the front wall of the building ( B( 4)[b ].) WHEREAS, said plans have been submitted before the Board of Commissioners of the Township of Haverford for consideration in accordance with the Pennsylvania Municipalities Planning Code, Act 24 7, as amended, and pursuant to the Haverford Township Subdivision and Land Development Regulations, Ordinance 1960, Chapter 160, Sections 4. A and B. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the Township of Haverford, County of Delaware, Commonwealth of Pennsylvania, that the recommendations and findings of the Planning Commission are hereby adopted and the Final Land Development and Minor Subdivision Plans for Haverford Mr. Storage, LLC, for the property located at 629 Eagle Road, Haverford Township, Delaware County, dated August 26, 2014 is approved subject to compliance with the recommendations of the Planning Commission.
