The primary pollutant related causal factors for this impairment are sediment and ammonia. A crushed stone parking lot at the city's Monona Aquatic Center, which is 170 feet from an Unnamed Tributary of Silver Creek and 25 feet from a storm drain input, contributes to the sedimentation of Silver Creek. Silver Creek is a tributary of the Turkey River, which the Iowa DNR documented as having the highest nitrogen and sediment yield/square mile of seven major watersheds that contribute to the Mississippi River. Describe the scope of the proposed project (i.e., specific solution to the water quality problem). Do not exceed 100 words. This project will reshape the sloped hillside where the Monona Aquatic Center parking area and driveway currently exist. Green infrastructure components will be installed to capture rainfall and runoff and to reduce sediment and nutrient transport from the project site and adjoining property. Components will include a permeable paver system in the parking lot, a bioretention cell, a permeable sidewalk, and curb to direct flow and contain the pavers. The driveway, which is currently a steep conduit for overland flow and sediment transport, will be moved to a more level location and the old driveway will be vegetated. Before the initiation of negotiations it will have the real property appraised and give the owner or his representative an opportunity to accompany the appraiser during inspection of the property, except as provided in 49 CFR (c)(2). e. Before the initiation of negotiations it will establish an amount which it believes to be just compensation for the real property, and make a prompt offer to acquire the property for that amount; and at the same time it will provide the owner a written statement of the basis for such amount in accordance with 49 CFR f. Before requiring any owner to surrender possession of real property it will pay the agreed purchase price; or deposit with the court, for the benefit of the owner, an amount not less than the approved appraisal of the fair market value of the property; or pay the amount of the award of compensation in a condemnation proceeding for the property. g. Severalalternativeprojectcomponentsandoptionswereexploredandconsidered bythecityasthisprojectwasdeveloped.thecityadministratormetandconsulted withpersonnelfromtheclaytoncountysoilandwaterconservationdistrict,iowa DepartmentofAgricultureandLandStewardship,NortheastIowaResource ConservationandDevelopmentInc.andFehrGraham,aprivateengineeringfirm. Partnersconsideredtheinstallationofapondorwetlanddownstreamofthe proposedprojectareaandaroughdesignwasdeveloped.however,after consideringtherelativelysmalldetentionarea,theneedforexcavationinorderto createawetlandofsignificantsize,andcomplicationscreatedbyunderground sewerinfrastructure,partnersagreedthatthepermeableparkinglotprojectwould bemorecosteffectiveandahigherpriority. StreambankstabilizationoncitypropertyalongUnnamedTributarywasconsidered asawaytoreducesedimentation.however,thesoilandwaterconservation Districtsurveyedthestreamandidentifiedonlyonesmallareathathadanystream bankerosion.theydeterminedthat Whatneededtobedonewouldnotbe consideredapriority. WithassistancefromIDALSpersonnel,theCityidentifiedone sitethatwasappropriateforinstallationofabioswale.however,thesitewasnot withinthesilvercreekwatershedsoitwouldnothavehelpedwiththeimpairment insilvercreek. Permeablesurfacingoptionsfortheparkinglothavebeenresearched.Thesehave included:permeablepavers,perviousconcrete,andporousasphalt.permeable pavershavebeenchosenasthebestproductforthisprojectduetolongdesignlife ofthepaversrelativetotheotheroptionsandassociatedlowermaintenance,high infiltrationrate,andrelativeeaseincleaning.thelowstrengthofperviousconcrete wasseenasanegativeforthisprojectastherewillbeheavyloadingfromwaste removalandpoolsupplyvehicles.paverswilltendtohavealowertemperature duringsunnysummerdaysrelativetoporousasphalt,whichwillbeadvantageous tothosechildrenusingtheaquaticcenterwhoarenotwearingadequatefoot protection.thepositivecommentsofpermeablepaversinstalledinthecityofwest UnionandCharlesCitywereinfluential. 4) Description)of)the)practices)to)be)implemented)with)the)expected)water) quality)outcomes.) Theprojectsite/parkingareaiscurrentlycomprisedof0.50acresofcrushedstone. Permeablepaversurfacingisproposedfortheentire0.50acres.Thereisan additional0.13acresadjacenttotheprojectsitethatdrainsontotheproject site/parkingarea.currentrunofffromthecrushedrocksurfaceoftheparkingarea issubstantial.
