3 Pennsylvania Housing Affordability & Rehabilitation Enhancement Fund (PHARE)

4 PHARE Background Act 105 of 2010 Established PHARE Created mechanism to allocated state or federal funds, or other funds to be used to assist with the creation, rehabilitation and support of affordable housing throughout the Commonwealth. Act 13 of 2012 (The Marcellus Shale Impact Fee legislation) Allocated money from the impact fee into the PHARE Fund to address the need for affordable housing in the counties, where producing nonconventional gas wells are located. Act 58 of 2015 Provided revenues from the Realty Transfer Tax (RTT) to the Pennsylvania Housing Affordability and Rehabilitation Enhancement Fund (PHARE, Act 105 of 2010). These additional funds expand the PHARE program to all 67 counties of the Commonwealth. Housing and Economic Recovery Act of 2008 (HERA ) Part of the National Housing Trust Fund (HTF) Provide resources to develop, preserve and rehabilitate housing for very low income and extremely low income households. Funding for the HTF is derived from Fannie Mae and Freddie Mac earnings.

5 Allegheny County Landlord Risk Mitigation Fund What is a Landlord Risk Mitigation Fund? Funded by PHARE dollars An additional security deposit that can act as insurance in case of excessive damage caused by a tenant A fund to help off-set vacancy loss caused by your participant s abandonment Extra peace of mind that can allow a landlord to take a chance on a tenant who participates in a housing assistance program that may not look good on paper or who has failed their screening criteria

15 811 Project Rental Assistance

16 811 Background Traditional 811 funding (PRAC) o U.S. Department of Housing and Urban Development (HUD) Provides interest-free capital advances and operating subsidies to nonprofit developers of affordable housing for persons with disabilities New 811 funding (PRA) o HUD provides project rental assistance to state housing agencies. o Can be applied to new or existing multifamily housing complexes funded through Federal Low-Income Housing Tax Credits, Federal HOME funds, and other state, Federal, and local programs. o No funds for construction or rehabilitation Goal o Provide opportunities for persons with disabilities to live as independently as possible in the community by subsidizing rental housing opportunities which provide access to appropriate supportive services.

17 Pennsylvania 811 PRA Collaboration between Pennsylvania Housing Finance Agency (PHFA) and Pennsylvania Department of Human Services (DHS) Submitted an application to HUD working together Awarded subsidy for 400 units. 300 HCV leveraged for application by certain Housing Authorities PHFA determines place of subsidy with input from DHS, Regional Housing Coordinators and the Local Lead Agencies Referring agencies provide supportive services

18 811 Eligibility Age 18 to 61 (at time of lease up) Person with a disability Medicaid eligible Eligible for Long-term service and supports At or below 30 % Area Median Income Not eligible o Registered Lifetime Sex offender o Conviction of methamphetamine possession or production (Federally subsidized building)

20 Eligible Properties New or existing Low Income Housing Tax Credit ("LIHTC") and/or HOME funded properties. Properties must contain at least 5 housing units and be designated for General or 55+ populations No more than 25% of the units at each property may receive 811 rental assistance payments; Owners of eligible properties must be familiar with Section 8 program rules (HUD Handbook) and have the ability to use the HUD systems for Tenant Rental Assistance Certification System ("TRACS") and Enterprise Income Verification System ("EIV"). Units must meet the program criteria for unit integration and accessibility and accessibility to transportation and services.

22 How to Help Get 811 in your County Encourage developers and properties to participate in the 811 program o PHFA awards points on their LIHTC applications to all that agree to participate in the program Explain the importance of subsidized housing for the population(s) you serve Provide the numbers to show them it is working in many counties already Offer assurances that supportive services enable independent living Your Regional Housing Coordinator or the 811 Waitlist Administrator can connect them to the proper PHFA contact
