This scene was shot sometime in the 1940s after a very large dump of snow hit Boone County. That storm had not come from the warm waters of the Pacific Ocean where El Niño winters are spawned. The preliminary reports from national weather forecasters claim that this winter of 2016 will be one to remember, destined for the record books. But the records will likely not be set, according to those experts, where the typical lowest temperatures would be felt or where the greatest amount of precipitation would typically drop. Experts believe that these records will not be set in northern Illinois and if that occurs the result could make the Boone County engineer Rich Lundin a very happy man. It is Mr. Lundin s job is to be certain that his men who operate the snowplows are well supplied with salt and sand mixture to keep the roads clear when snow falls, such as what occurred last weekend. Last weekend was a taste of perhaps what is to come this winter but, weather forecasters are predicting El Niño will control this winter. The term El Niño is associated with a band of warm ocean water that develops in the central and east-central Equatorial Pacific. This occurs, according to researchers, between the International dateline and 120 west and this region includes the Pacific Coast of South America. The condition is defined as prolonged warming of the Pacific Ocean sea surface temperatures. The impact on North America of an El Niño phase is for warmer and drier conditions will result in the Northwest, northern Midwest and upper northeast in America. The winter result is for there to be generally reduced snowfalls. However, the conditions in Northwest Mexico, the American Southwest including California could result in cooler temperatures and far wetter conditions than normal. Because of these average conditions, Californians are expecting and hoping that the El Niño of 2016 will provide the state and the southwestern region with an abundance of rainfall. Yet, some experts are predicting that rainfall in southern California could cause serious problems. Since the year 2000, El Niño events have been observed in America through the years of 2002 through The events have occurred to a varying extent but still, they have been observed. Winter events to compare with the record snowfall in Chicago in 1967, according to the forecasters, will likely not occur in However, the forecasters are concerned that this El Niño event could cause significant concern for California and southwest residents. Because of the dry conditions that have been in placed in those regions over the last few years, the ground might not be able to accommodate the levels of rainfall that some forecasters predict for this winter. October through the late winter is the typical wet season in southern and central north California. Houses that are cantilevered into the sides of hills and galleys in California have little solid ground to rely on to hold the house on place. If rain falls at an excessively high level with large accumulations, the attachments to the ground can give way allowing houses to collapse or to surf down the hillside to the bottom of the gully. According to the forecasters, excessive amounts of snow and rainfall should not be realized in northern Illinois. The Old Farmer s Almanac is for some the more reliable predictor of weather conditions from season-to-season and from year-to-year. The Almanac predicts that temperatures through this winter could be colder than normal. That is not good news for those that desire warmer winter weather. However, the predictions continue to suggest that precipitation this winter could be lighter than normal and that is good news for anyone who needs to drive and that includes just about everyone. The prediction should also please Boone County chief engineer, Rich Lundin. Of course, storms can suddenly appear with little forewarning however, the snow that passed through last weekend was likely an appetizer of what could come later this winter. One aspect of the winter to bear in mind is, when the calendar reaches late February, the chances of blizzards coming or the chances of extended periods of sub-zero cold are reduced. The risk grows less with each passing day. When the end of March arrives, the only real downturn ahead occurs on April 15 but that is a condition that has nothing to do with El Niño or the weather forecasters. But, the decision was almost anticlimactic because of the subdued comments made by some from the community and by County representatives. 2 2 November 27th, 2015 The Boone County Journal In Our 20th Year Continued from Front Page... presentation before the Boone County Zoning Board of Appeals (ZBA) the final moments of discussion before the County Board had a number of the representatives that said nothing and let their vote disclose their position. When the question was called, nine county representatives voted to enact a text amendment to the county zoning code while three representatives were opposed. Those that were opposed included representative s Cathy Ward (District 2), Craig Schultz (District 3) and Ken Freeman (District 3). The question that the County Board approved sought a text amendment to be added to the Boone County Code that would alter the allowable setback distance for wind turbines to be placed from adjoining property owners. The former setback distance was 1,000 and the new setback distance that was approved Wednesday night amounted to ½ mile or 2,640 feet. This change was approved by a majority of the County Board members in the form of Ordinance # The question of altering the setback distance came before the County Board a few years ago and that text amendment was not approved. The vote of the County Board then was six representatives favoring the change and six representatives opposed. Because of the tie vote, the question failed to receive approval. Before the vote came to the floor, the meeting was opened for public comment. Christopher Dorman of Chicago spoke on behalf of Mainstream Renewable Power. The company is multinational with operations around the world and an American base in Chicago. Mr. Dorman explained that he came to the meeting to speak of improving the local job scene, raising tax revenue through wind power generation and to promote renewable energy. He added, The text amendment denies the ability to develop wind energy in Boone County and there will be no ability for the county to benefit. He also said, that Mainstream had spent in excess of $2 million and has 50 landowners committed to a project. Marion Thornberry of Boone County and a former member of the Boone County Board said, if the text amendment was enacted, the county would be sued. He added, You cannot legislate this out of business. That is against the law. This will go to court. Boone County Board member Cathy Ward expressed her position in a written document that she read to the Board. In her statement, Ms. Ward said, I am sure the vote will be 9 3 to support the text amendment aimed at banning all wind farms in the county. The vote would have been the same last December when the new Board was seated. Nearly a year was wasted in controversial hearings. Ms. Ward added, As Board members, we are here to represent the Greater Good of all the 55,000 people we represent, not just a few hundred. County Board member Denny Ellingson (District 1) said he felt good about the conclusion to the long process. He also said, We as a County Board must think of the public health, safety and welfare. This is a clear-cut decision. With that, Nancy Schilling the attorney who represented the parties that sponsored the text amendment, took the floor to recap information presented through many months of hearings before the Boone County Zoning Board of Appeals (ZBA) when the question of wind turbine setback distances were discussed. She said, I want to thank the Board and the other committees that dedicated many months hearing testimony. Due process was very important here. Ms. Schilling identified many of those that had appeared before the ZBA meetings. There were tons of evidence, she said, and there were a ton of experts. When she finished her recap, County Board chairman Bob Walberg (District 1) went to each of the County representatives asking them if they had any comment before a vote was taken. Paul Larson (District 2) referred to a stack of papers on his desk and said, I take issue with Ms. Ward, we did hear from constituents. No doubt there are some people who live close to turbines and have problems while others live close and they have no problem. This is a very individualized problem. Others from the County Board spoke with some claiming, by offering waivers for those that would not oppose wind turbines, this was a means to protect all parties. County representative Ken Freeman (District 3) added, I agree with Mr. Ellingson that wind energy is good but the setback here is not good. A few lingering comments were made by the County representatives before the question was called. In the roll call vote the tally had nine members of the Board favoring the revised setback of 2,640 feet while three representatives were opposed. The text amendment was approved in the form of Ordinance #15-30 that would revise Boone County zoning code to remove the former setback and to enter the new setback distance of ½ mile or 2,640 feet. All of this has been accomplished through the efforts and coordination of our own Boone County Veterans Assistance Commission. Kudos to this fine Veterans Agency! Respectfully, Colin Slater Belvidere, Illinois. Dear Editor: I believe I can offer a new and interesting perspective to the issue of children s school attendance on Veterans Day. I am mother of a Purple Heart Army Veteran..and an elementary school age child. In addition I have had many conversations with the commander of VFW. The one thing that I think needs to be clarified is whether the decision to have classes on Veterans Day was an oversight or whether discussion ensued and an educated decision was made. If it was simply a mistake, then recognizing the error and making future corrections should be quite simple. If the board debated the issue and made an educated choice, then they should stand by that decision. I have watched the Belvidere Community react as polar opposites regarding the District 100 attendance schedule and Veterans Day. I also realize that the District 100 Board has tough decision to make and no matter which direction they choose-- half of the community will deem it wrong. Belvidere hates change, regardless of the intent and purpose of the change. Belvidere hates it. Many of the residents voicing in on this issue are jumping on a band wagon. Integrating themselves into an issue for which they have never been a part of. In many cases, have they not attended any Veterans Day event. I have been to many Veterans Day Parades and ceremonies and was always distraught by the lack of participation and lack of spectators. In my opinion, this is where the true disrespect lies. Not in the District 100 School Board decision but the lack of community involvement in an event that they claim to adore. Not in a child s attendance on a national holiday, but in the way the community reacted. The VFW position states that is disrespectful for the students to be in attendance on Veterans Day. When confronted with prior years lack of spectators and participation it was by the VFW that it did not matter if one Veteran showed up or one spectator attended- we owed that respect to our Veterans. If that were truly the case, then why cancel the parade because schools are in session? The decision of the school board should not rest upon the shoulders of a private club/organization, even if the club/organization is altruistic. The school board should solely focus on what is in the best educational interests of the children. My sons elementary school invited veterans to come and meet the students. Allowing many students their first opportunity to sit face to face with a service member. The students got to interact with a veteran. The students got to see that veterans are not just people on TV or marching in parades. The students got to see veterans of various ages and socio-economic backgrounds. Even my youngest son, who has a veteran as an older brother, got the opportunity to meet a veteran from a different branch of the military and hear something new and different. My Veteran son told me that one of the children he met did not believe he was a Veteran because veterans are old. Humorous but insightful. I was grateful that the schools throughout the district engaged in activities to teach the children the meaning and purpose of Veterans Day. I have a family with a military background. A Civil War Veteran, a WWII Veteran, an Afghanistan Veteran and many many others who served their country in military service. I have the deepest respect, love and admiration for those who put their life on the line. And we should honor them as they truly deserve to be honored. You do not honor them when you have a 5 minute parade with less than 1.0% of its population participating or watching. You do not honor them by dividing a community. You do not honor them by sitting in front of an X-Box all day. You honor them by uniting together to show them that what they fought (and in some cases died for) was not in vain. You honor them by teaching children what it means to serve your country. You honor them by working together to solve issues. You honor them by giving them the reverence they deserve in a manner they deserve. It does not have to be all or nothing. Children can still attend school on Veterans Day. The schools can still hold their Veterans Day events. The Veterans can still march and have their ceremony. The Veterans can still be honored. The parade can be moved back to an afternoon time slot and school could be dismissed early. The parade can take place early in the morning with delayed school start times. Once again, it does not have to be all or nothing. I am hopeful that the school board can make the right decisions in the best educational interests for our children. I am hopeful that the Veterans Commissions and VFW can make the right decisions in the best interests of the veterans. I am hopeful that both can work together to make the right decisions in the best interest of a community that does not need yet another issue tearing up apart. Terri Glass B.S., M.P.A. 3 In Our 20th Year The Boone County Journal November 27th, Ignoring the Obvious There is a common tactic today employed by some when politics enters a conversation. The tactic involves two parties vociferously arguing their position but ignoring the claims of their opponent. The essence of the debate focuses on individual positions without mutual consideration of each position. There is not a give and a take of ideas or positions. One wonders why debate is forsaken in lieu of endless monologues of one side then the other. Both parties often appear to be yelling in an echo chamber of their own creation. Perhaps those that employ these tactics believe that to even acknowledge an argument from the other side could be seen as giving in to the other side. Such has been the case through almost 11 months of hearings at the Boone County Zoning Board of Appeals (ZBA) that focused on a proposed text amendment to the Boone County Code. The text amendment asked that the setbacks needed for a wind turbine farm to arise in Boone County would be set at 2,640 feet or a ½ mile separating the wind turbines from adjoining property owners. Over these many months, the proponents of the text amendment dedicated almost 10 months to present a number of speakers who delivered all types of information claiming that the public health, safety and welfare would be compromised if any distance less than ½ mile was enacted. Realtors, scientists and municipal legislators came and some argued that the proposed 2,640 foot setback was not wide enough. An attorney who represented a wind turbine company that opposed the wider setback presented their case in one ZBA meetings. In that meeting, the attorney presented his argument that to enact a text amendment establishing a ½ mile setback would bar any wind turbine farm from arising in Boone County and that would be unconstitutional in Illinois. The attorney claimed that to deny such a farm from arising is contradictory to Illinois law and that step would be unconstitutional because a municipality cannot legally enact zoning code or ordinance that countermands state law. Both arguments were potent in their implications however, both the proponents of the text amendment and those that support the wind turbine industry ignored the arguments of the other. No one that appeared over the 10 months of coverage by the text amendment proponents addressed arguments in support of the wind turbine industry. Similarly, those that proposed the wider setbacks also ignored the constitutional questions. At the Wednesday Boone County Board meeting the interaction, or lack, thereof, was self-evident by witnessing those that spoke in the meeting. One County representative and two members of the audience spoke in opposition to the proposed text amendment. The attorney representing the text amendment proponents recapped what had been presented over many months of meetings at the ZBA. She noted that the attorney representing the wind industry spoke at one ZBA meeting and voiced no opposition to information that the text amendment proponents had offered. Yet, offering no opposition is not to engage in debate to discuss the potential benefits or the detriments of a question. Both sides of the question were not ever presented in the ZBA meetings or during the other committee meetings that preceded the vote in the Boone County Board meeting. In each case the meetings were more echo chambers than bodies open for public debate and discourse. It is unfortunate that the community had no chance to hear both sides of the question debated and to have the issues presenting positive and negative points in an open forum. Over the many months of meetings at the ZBA, the community heard a constant monologue of negative points about the wind turbine industry. The proponents of the text amendment likely believe that the wind turbine industry, as presently constituted, have few positive points to advance. Certainly, that could be their position but this industry has created projects around the world providing low cost electricity along with tax revenue and savings through the reduced use of fossil fuel to generate electricity. These points, among others, were not advanced during many months of ZBA meetings. Disallowing debate of the question to occur was a testament of the disservice the ZBA denied to the Boone County community by not staging a public forum where both sides of the question could have been heard in open debate and discourse. From this point forward, the question now arises if the company that may want to apply for a special use zoning permit to site a wind turbine project in Boone County will file a federal lawsuit. The attorney representing a potential applicant suggested that the company might file a lawsuit challenging the constitutionality of the text amendment. Now the county is confronted with a potential lawsuit that could be very costly to defend. Yet, in the preliminary meetings leading to the County Board decision, both parties did not stand together in the same room to debate the benefits and the detriments of having a wind turbine farm arise in Boone County. That is unfortunate that such a debate never occurred. The result of the County Board meeting last week might have been different if the opinions and the interests of the community would have been better cultivated. It is ironic, though, that such cultivation of the issues was not supported by many who favored the text amendment who are involved in farming enterprises where cultivation was once a common task. Fiscal 2016 County Budget By James Middleton The chairman of the Boone County Board finance committee, Karl Johnson (District 2), summarized the process to create a budget for Fiscal Year 2016 as being, The toughest in years. He made this statement last Wednesday night when the proposed budget for the new fiscal year came for final approval in the November Boone County Board meeting. Reasons why the 2016 budget was so difficult to create was caused by a number of changes in the county. The county through 2015 experienced reduced income due to space in the Boone County Jail housing local detainees instead of to rent the space to the federal government and neighboring municipalities. Another reason had to do with an unexpected number of serious medical claims on the county self-insured medical insurance. Finally, the county is also not experiencing growth in sales tax revenue and that revenue stream was seriously compromised after These forces combined caused a serious potential deficit in the 2016 budget. The county General Fund is where most of the county s revenue is placed and where most of the county bills are paid. This fund will show a slight surplus, as of last Wednesday night when the budget was approved. General Fund revenue expected in 2016 could total at $16,205,447 with expenditures or appropriations totaling at or near $16,203,222. When the total budget is evaluated including all of the various departments, revenue expected in Fiscal Year 2016 could total at $23,772,450 with expenditures or appropriations at or near $24,719,472. This could mean that, overall, there is a potential deficit in Fiscal Year After Mr. Johnson made his preliminary summary comment he turned to his colleagues on the County Board and added, I want to thank the dedication of the finance committee members and the commitment of all of our elected officials. He pointed to the county that Had a severe financial crisis with increasing costs and decreasing revenue. As part of the budget process the finance committee called a number of special meetings to shape the new budget. At one of those special meetings, members of the finance committee were informed of infrastructure needs. Some of those needs included a new telephone system, enhanced security cameras and recording equipment, replacement of smoke alarms and carbon dioxide detectors and also a full remodel and expansion of the City/County Public Safety Building. There were though, some initiatives or new spending that were approved. New spending will occur in the County Jail and also in the Sheriff s Department. Overtime spending has been a matter of concern that has bothered some taxpayers and members of the County Board. A clerk will be added to provide clerical aide and there will be a new full-time guard added to the jail to defer some of their overtime spending. Further, new deputies will be added in 2016 to the Sheriff s Department to defray some of the overtime spending. It is expected there will be one new full-time deputy added early next year and up to three part-time workers. Elsewhere in the Fiscal Year 2016 another matter that caused controversy was the use of collected Public Safety Sales Tax revenue for purposes other than what was originally designed when a referendum received voter approval in The language of the referendum that appeared on the 1998 ballot recited the following: Shall the County of Boone be authorized to impose a public safety tax at the rate of one-half percent (0.50%) upon all persons in the business of selling tangible personal property at retail in the county on gross receipts from the sales made in the course of their business to be used for crime prevention, detention and other public safety purposes? In the budget negotiations for Fiscal Year 2016, the question of overtime spending and a possible deficit arose and the finance committee members proposed that as much as $800,000 in previously collected Public Safety Sales Tax revenue would need to be transferred into the county general fund. After much discussion, and on Wednesday night, as a part of the budget approval process, Ordinance #15-25 was approved that allowed the transfer of $800,000. There are some in the community that remember when the 1998 referendum was presented and many taxpayers today believe that they were told that the collected sales tax revenue would only be used to pay for bonds sold to construct the jail. However, the $800,000 that will be transferred will be used for paying for other public safety needs in the county. The $800,000 is separate and apart from the revenue used to pay down the jail bonds. The $800,000 is part of a surplus in revenue that is being held. In the meeting Mr. Johnson also said, I am proud of the effort though we had to make some changes, but we needed to make those changes to keep this budget in balance. Many of our costs are just out of our control. Mr. Johnson added that the effort of the committee was designed to keep from dipping into reserves. County representative Cathy Ward (District 2) applauded Mr. Johnson, He handled this process beautifully but I do not agree with the funding transfers. Through the budget process Ms. Ward did not agree with the transfer of funding from the Public Safety Sales Tax surplus and she added, Promises were made and promises are what we should be about. When the question was called, the vote had 10 members of the County Board approving the new budget for Fiscal Year 2016 and two, County representatives, Ken Freeman (District 3) and Ms. Ward, voting in opposition to final approval. Comment... By Scott Reeder Illinois News Network SPRINGFIELD Do you have anything against the United States or its allies? Um, well no. The question was posed to me more than 30 years ago by a fellow who was looking for a college roommate. He was an aspiring Army officer who wanted to make sure he wasn t exposed to or associated with ideas he didn t agree with. We ended up rooming together, but I always thought it was a bit sad that on a college campus, of all places, someone was afraid of ideas. I love the marketplace of ideas one finds on college campuses or on newspaper editorial pages. Sadly, there are quite a few folks who believe freedom of speech exists only to protect what they have to say but not to protect the speech of someone with whom they disagree. I get letters from those folks every week. I can appreciate a reasoned argument, even if it is one I disagree with. Sometimes, especially if it is one I disagree with. That s why I find what s happening on college campuses so disturbing. Youngsters and some adults don t want all points of view told. Instead they are asking for affirmation of their experience or pain. Huh? College isn t a place to be coddled; it s a place to be challenged. It ruffled some feathers when a student journalist went to cover a protest on the University of Missouri campus. He was forced away by a mob. Here is what Brenda Smith-Lezama, the vice president of the Missouri s student association had to say to MSNBC: I personally am tired of hearing that First Amendment rights protect students when they are creating a hostile and unsafe learning environment for myself and for other students here. Having a journalist cover your event in a public place is hostile and unsafe? Give me a break. Over at Smith College, a fancy East Coast school, students protesting in solidarity with those in Missouri barred reporters from covering their event unless the journalists affirmed that they were in agreement with their ideas. This mindset is metastasizing from campus to campus. Famous defense lawyer and Harvard Law professor Alan Dershowitz says he experienced it recently when he spoke at City College of New York, where he was the target of anti-semitic slurs and hate speech. These students don t want me to be safe, he told Business Insider. They don t want students who agree with me to be safe. They just want their ideas to be safe and protected from any contrary point of view. Well said, professor. Democracy only works when speech is free and open. Decades ago, games between those two franchises were crosstown matchups. Chicago was home to both NFL franchises through 1959, though it was clear which one was the fan favorite. The south side Cardinals were usually second fiddle to the Bears, lagging on the field and at the gate. The Cardinal organization dates to a neighborhood amateur team on the south side of Chicago, where they eventually played their home games at a field at 61st and Racine Streets. As a result, the team was called the Racine Cardinals. The team joined the American Professional Football Association in 1920, which became the NFL two years later. The Bears and Cardinals are the only two remaining charter members of the APFA. Green Bay, the other of the oldest franchises, joined the APFA in In 1922, the city of Racine, Wisc. gained an NFL franchise, inducing the other team in Chicago to become the Chicago Cardinals. That year, the Cardinals began playing games at Comiskey Park, their normal home field during their years in Chicago. One of the Cardinals stars of the era was quarterback John Paddy Driscoll ( ), who also could run, punt, drop-kick, and play defense. Driscoll, who signed for an unheard-of $300 per game, was inducted into the Pro Football Hall of Fame in In 1925, the Cardinals captured the NFL title with the league s best record, an mark. Despite some formidable talent, the team slipped from there, partly because of persistent budget woes. Wearing the red uniforms in that era were lineman Walt Kiesling ( ) and halfback Ernie Nevers ( ), who scored all of the Cardinals points in a 40-6 rout of Red Grange and the Bears on Thanksgiving Day Kiesling and Nevers ended up in Canton, as did Guy Chamberlin, the head coach in 1927, and Jim Thorpe, who appeared in one game for the Cardinals the following season. After a record in 1932, the cash-strapped franchise was overhauled with new ownership. Joe Ziemba, author of the acclaimed 1999 work When Football was Football: The Chicago Cardinals and the Birth of the NFL, notes the Cardinals entered the 1933 season with high expectations. They welcomed both a new coach and a new owner, Charles Bidwill, whose family still owns the Arizona Cardinals, said Ziemba. For the first time, an owner of the Cardinals had ample financial support. There was nearly a complete turnover from the 1932 roster, and there was intent to install a new high-powered passing offense. Ironically, a stout defense became the calling card of the 1933 team, which struggled to a record behind an inept offense. It didn t get much better over the next decade. In 1943, the Cardinals endured an 0-10 season. Three years later, the franchise welcomed the return of head coach Jimmy Conzelman, a St. Louis native who had led the Cardinals to three lackluster seasons from Conzelman, a former backfield star for the Decatur Staleys and Rock Island Independents, helped the Providence Steam Roller to their only league title as a player-coach in He had such a good football mind, and was wellrespected in NFL circles, commented Chris Willis, the head of the research library at NFL Films. He was wellliked by everyone, and was a big reason for the Steam Roller s success. Under Conzelman, the Cardinals improved to 6-5 in 1946, but the 1947 squad had a loaded running attack, led by Georgia All-American Charley Trippi, a Cardinal from and a later Canton inductee. He was joined in a Million-Dollar Backfield by stars Paul Christman, Pat Harder, Elmer Angsman, and Marshall Goldberg. The Cardinals jumped out to three straight wins, but lost in Los Angeles in Week 4, a game that their rookie punter, Jeff Burkett, missed with an appendectomy. Several days later, Burkett was heading home when his plane crashed in Utah, killing him. It was the second tragedy in a matter of months for the franchise, as owner Charles Bidwill had died that April. The team pressed on and took an 8-3 record into the season finale at Wrigley Field against the Bears in a showdown for the NFL s Western Division title. The Cardinals picked off four Bear passes for a win, and captured the NFL title two weeks later with a victory over Philadelphia at Comiskey Park. They nearly repeated in 1948, ripping off an 11-1 season before dropping a title game rematch 7-0 in Philadelphia. It was the high-water mark for the Cardinals in Chicago. Conzelman left after the 1948 season and was enshrined in Canton in A season followed in In 1950, the team hired Curly Lambeau, the Green Bay legend, as head coach, but the Cardinals only went 5-7 and 3-9 in his two seasons. The 1950s brought future Hall of Famers in defensive back Dick Night Train Lane and halfback Ollie Matson, as well as Heisman winner John David Crow, a first-round draft pick in But the Cardinals were never able to dislodge the Bears as the pick of Chicago fans, or become a consistent contender. The franchise moved to St. Louis prior to the 1960 season, spending 28 years there before another shift, this time to Phoenix, after the 1987 campaign. On the whole, the franchise has fared no better in their other homes than in Chicago. In St. Louis, the Cardinals advanced to the playoffs in 1974, 1975, and 1982, while in Phoenix, the team qualified in 1998 and again in 2008, when the organization played in its only Super Bowl. The franchise last made the playoffs in Back in Chicago, the memory of the Cardinals remains alive with a devoted band of researchers like Ziemba, as well as former fans.
