2 MEMORANDUM TO: FROM: Boise City Council Hal Simmons DATE: 17 November 2010 RE: Local Landmark Nominations The Boise City Historic preservation Commission requests designation of thirty-two local properties as historic landmarks. This project was made possible through a Preserve America grant; a Federal program to promote history and historic preservation in local communities nationwide and administered jointly through the Advisory Council on Historic Preservation and the National Park Service. Recipients will receive a bronze landmark plaque, as well as inclusion in a published Boise landmark book. As described in Sections (C) and of the Historic Preservation Ordinance, owners of local landmarks shall give the Historic Preservation Commission 180 days written notice of the intention to demolish, materially alter, remodel, relocate or put into a different use a designated landmark. During this period, the Historic Preservation Commission may negotiate with the owner and/or other parties for the preservation of the historic resource. This program is completely voluntary. All effected property owners have signed consent agreements to become local landmarks, which are attached to each nomination at the end of this report. Once becoming a local landmark, the removal of the designation requires the action of City Council. Pursuant to Section (D) of Boise City Code, the report and nominations were transmitted to the Planning & Zoning Commission on 13 August At the Planning & Zoning Commission hearing of 13 September 2010, the Commission chose to forward the nominations to City Council without comment. Subsequently, the Boise City Historic Preservation Commission conducted public hearings and following those hearing, recommended designation of the thirtytwo properties as local landmarks. Below is a list of the thirty-two proposed landmarks, in no particular order. Relevant findings for each nominee follow, with links to the actual nomination forms and photos attached. The nominations, bronze plaques and eventual landmark book represent almost a 6 year effort to dedicate Boise a Preserve America community, application for and awarding of a Preserve America grant, as well as the research and effort invested in the nominations, photography,

3 Page 2 editing and graphic design of the plaques and book. It is our hope that by the end of 2010, Boise can recognize these valuable historic resources as local landmarks. Idaho Street Yes Analysis and Findings Pursuant to Section (A) of Boise City Code; buildings, sites, structures or objects proposed as local landmarks must meet one or more of the criteria required under Section (A), criteria for designation of a historic district. These criteria follow closely the national

4 standards set forth for the National Register of Historic Places, and read, in part: A. Criteria for Designation Local Landmark Nominations Page 3 The buildings, sites, structures and objects of an historic district (or landmark) shall meet one of the following three (3) criteria: 1. Historical or Cultural Importance: a. Has significant character, interest or value, as part of the development, heritage or cultural characteristics of the city, state or nation; or is associated with the life of a person significant in the past; or b. Is the site of an historic event with a significant effect upon society; or c. Exemplifies the cultural, political, economic, social, educational or historic heritage of the community; or d. By being part of or related to a street, square, park or other distinctive area, should be developed or preserved according to a plan based on historic, cultural or architectural motif; or e. Owing to its unique location or singular physical characteristic, represents an established and familiar visual feature of the neighborhood, community or city; or 2. Architectural Importance a. Portrays the environment in an era of history characterized by a distinctive architectural style; or b. Embodies those distinguishing characteristics of an architectural-type or engineering specimen; or c. Is the work of a designer, architect or craftsman whose individual work has significantly influenced the development of the city, state or nation; or d. Contains elements of design, detail, materials or craftsmanship which represent a significant innovation; or 3. Archaeological Importance: a. Has yielded or may be likely to yield, information important in prehistory or history. b. Contains or is likely to contain physical remains, such as fossils, relics, monuments, art or symbols, of past human life and activities. Adelmann Building / 624 W. Idaho The Adelmann Block, originally known as the Wills-Adelmann Building, was constructed in 1902 and designed by architect William S. Campbell. The block was originally designed as two adjoining one-story buildings that could accommodate a second story at a later date. Built and named for two early Boise immigrants from Germany, Richard Adelmann arrived in 1872 after serving in the Union Army, while Fred Wills moved from Montana circa Both men had interests in mining claims and small local businesses. The Adelmann Block was constructed during a time of great building in downtown Boise. It was

5 Page 4 listed on the National Register of Historic Places in 1976 as part of the Boise Historic District. The building possesses both cultural significance as it was part of the larger turn-of-the-lastcentury development boom in downtown Boise, as well as a unique architectural character. The building is also associated with the lives of three significant individuals to Boise s past, the original owners as well as the architect. The Adelmann Building is nominated under Criteria 1 & 2 above: historical, cultural and architectural importance. The Alaska Building / 1020 Main Street Constructed in 1906, the Alaska Building was designed by J.E. Tourtellotte & Company for local Boise businessman John P. Tate. The original block was two-story, with the upper two floors added in The Alaska Building was added to the National Register of Historic Places in 1980 as part of the Lower Main Street Historic District. It is significant in that it exemplifies both the architectural style and use of building materials of the day, as well as illustrates the development of Boise s commercial district at the turn of the 20th century. The use of steel framing, molded concrete block and reinforced concrete were pioneered in this district. The Alaska Building is nominated under Criteria 1 & 2: historically and culturally important, as well as architecturally significant as it was designed by J.E. Tourtellotte, an architect who s work has significantly influenced the development of the city. Alexander House / 304 W. State Street The Alexander House was constructed in 1906 in the Queen Anne style and designed by Tourtellotte & Company, based on a set of plans published in the newspaper. The home was built for Moses Alexander, a Bavarian immigrant who established a chain of clothing shops in the area, was a two-term mayor of Boise and later a two-term governor of Idaho, becoming the first elected Jewish governor in the United States in The home was purchased by the State of Idaho in 1977, and is listed on the National Register of Historic Places. The Alexander House is nominated under Criteria 1 & 2: it is historically and culturally important in its association with Moses Alexander, and similarly architecturally important in that it was designed by J.E. Tourtellotte. Assay Office / 210 Main Street The old Assay Office was constructed in 1871 out of local sandstone, and designed by Alfred B. Mullet, the Supervising Architect of the Treasury Department. Former Oregon Congressman and Idaho Territorial Court Chief Justice John R. McBride oversaw the construction. The Assay Office served local miners until 1933, when the Forest Service converted the space to offices. The Idaho State Historical Society assumed ownership in 1972, and the building currently houses the State Historic Preservation Office. According to the National Register Nomination the Boise Assay Office was the most important example of public architecture in Idaho until the 20th century. The building is a symbol of the importance of mining in the political, social, economic and legal developments of Idaho and the

6 Page 5 far west. It is significant to the early economic development of Boise and of 19th century public architecture. The Assay Office is listed as a National Historic Landmark. The Assay Office is nominated under Criteria 1 & 2: historical, cultural and architectural importance. Bishop Rhea House / 3420 Old Penitentiary Road Originally located at the northeast corner of Idaho and Second Streets, the Bishop s House was completed in 1890 as the rectory for the Episcopal Church. The original plans were drawn up by architect James King in August In 1900, Tourtellotte & Company were commissioned to remodel the rectory in preparation for the newly created position of Bishop of Boise. Decades later in the 1970s, the former rectory was threatened with demolition, and a grass roots movement successfully relocated the Bishop s House to the Old Idaho Penitentiary complex in The Bishop s House is included in the Tourtellotte and Hummel in Idaho Thematic Group Nomination listed on the National Register of Historic Places in The structure s historical link with the local Episcopal Church renders it culturally significant, while its connection with the first Bishop of Boise and two renowned architects add to its historical significance. The Bishop s House is nominated under Criteria 1: historical and cultural significance. Boise Depot / 1701 Eastover Terrace Built in 1925, the Boise Union Pacific Railroad Depot was designed by New York architects Carrere and Hastings in the Spanish/Mission Revival style. The completion of the depot along with the Oregon Short Line Company s main line to Boise marked the end of an almost halfcentury struggle to extend rail service to Boise. The depot was a source of tremendous pride to Boiseans, symbolizing the city s connection to the modern, urban world. Passenger service continued, with a short pause in the 1970s, until 1997, when Amtrak service between Salt Lake City and Seattle was discontinued. Morrison Knudsen Company purchased the depot in 1992 and completed an extensive remodel before transferring ownership to the City of Boise in The Boise Depot was listed on the National Register of Historic Places in The Boise Depot is nominated under Criteria 1 & 2: historical, cultural and architectural significance. Boise Turnverein / 100 N. 6th Street Designed by Boise architect Charles F. Hummel, the Boise Turnverein was constructed in 1906 in the Romanesque style. The structure was built by the Boise Turnvereins, a social club organized by a group of German-born residents, for dances and other social events. The building also included a bowling alley, gymnastics facility and a theater. The hall was an important community event center until the Turnverein Society disbanded in 1916 during World War I. The building was listed on the National Register of Historic Places in 1976 in conjunction with the Boise Historic District. The Boise Turnverein is nominated under Criteria 1 & 2: The hall played an important historical and cultural role for both the Turnverein Society as well as the local community. It is also

7 Page 6 architecturally significant due to its association with prominent local architect, Charles F. Hummel. Eagles Building / 602 W. Idaho Street The Eagles Building, or Jones Block, was designed by Tourtellotte & Company and constructed in 1916 for local businessman Jeremiah Jones. A year later, it was purchased by the Boise Eagles Lodge, which organized earlier in The Fraternal Order of the Eagles (F.O.E.), a social and service organization, was founded in February 1898 by six theater owners in Seattle that gathered to discuss a musicians strike. After the strike was settled the group decided on the name, The Order of Good Things, which eventually was changed to the Fraternal Order of the Eagles, after their emblem, the bald eagle. The Eagles Building was listed on the National Register in 1976, also in conjunction with the Boise Historic District. The Eagles Building is nominated under Criteria 1 & 2: The building played an important historical and cultural role for both the Fraternal Order of the Eagles as well as the local community. It is also architecturally significant due to its association with Tourtellotte & Company. Idaho Building / 280 N. 8th Street Designed by Chicago architect Henry John Schlacks, the Idaho Building was constructed in 1910 and commissioned by W.E. Pierce and partners John Haines and L.H. Cox. In addition to real estate, Pierce served as mayor of Boise from , founded a local bank, and organized Boise s first electric streetcar system. The Idaho Building was constructed during an era referred to as the early skyscraper era. Several four and six story buildings were constructed in downtown Boise between 1901 and The Idaho Building was the only one of these designed by a non-local architect, and the first in town to boast a dual elevator system. The Idaho Building was listed on the National Register of Historic Places in The Idaho Building is nominated under Criteria 1 & 2: The building is historically and culturally significant as it helps signify the transition of Boise to a modern city at the turn of the 20th century. It is also architecturally significant due to its association with both Pierce and Schlacks. Idaho Statesman Building / 601 Main Street Designed by local architectural firm Wayland and Fennell and constructed in 1910, the Idaho Statesman Building was commissioned by Calvin Cobb, then publisher and part-owner of the Idaho Daily Statesman. At that point operations had outgrown the wood frame building on Sixth and Main Streets that the newspaper once occupied, and the new Statesman Building was intended to house the modern newspaper and be a model of convenience. The Idaho Statesman offices remained in the building until The building was listed on the National Register of Historic Places in 1976, in conjunction with the Boise Historic District. The Idaho Statesman Building is nominated under Criteria 1 & 2: The building is historically and

8 Page 7 culturally significant as the home of Boise s longest running newspaper through much of the development of early Boise. It is architecturally significant as one of the few Colonial Revival style commercial structures in Boise dating from the early 20th century. The Idanha Hotel / 928 Main Street The Idanha Hotel was constructed in 1900 in the French Chateau style and designed by architect William S. Campbell. Opening on New Year s Day 1901, the hotel was intended to accommodate railroad passengers after a depot was completed at Front and Tenth Streets in downtown Boise. Interestingly, not long after construction three other turreted buildings flanked the corner of Tenth and Main Streets, and the intersection became one of the most photographed places in the City. The Idanha Hotel was listed individually on the National Register of Historic Places in 1974, and again as a contributing structure in the Lower Main Street Commercial Historic District, listed in The Idanha Hotel is nominated under Criteria 2: the structure is attributed to notable architect, William S. Campbell. Jacobs Uberagua House / 607 W. Grove Street The Jacobs Uberagua House was constructed in 1864 as a single family dwelling. The home was constructed by Cyrus Jacobs, one of Boise s earliest residents who ran a general store, grist mill, and distillery to supply the miners of the Boise Basin and Owyhee Mountains. Jacobs was a successful businessman and was elected as mayor in In 1895 the Jacobs hosted the wedding of William Borah and Mary McConnell at the house. After the death of Jacobs and his wife, Jose Uberagua purchased the home, living in it and renting rooms to Basque sheepherders. The property was later purchased by Adelia Garro Simplot, and the Basque Museum and Cultural Center was established there in The Cyrus Jacobs House was listed on the National Register of Historic Places in The Jacobs Uberagua House is nominated under Criteria 1 & 2: The home is historically, culturally, and architecturally significant as it is now one of the oldest buildings in Boise, and one of the very few remaining from the earliest days of settlement. Its significance to the Basque culture in Boise is substantial. The O Farrell Cabin / 450 W. Fort Street Built by John O Farrell in 1863, this cabin was Boise s first residence, and is the oldest building in the city. It was originally located on what is now 4th Street between Franklin and Fort Streets. The home was built of logs harvested along Cottonwood Creek, bricks manufactured at Fort Boise and stone taken from the nearby hills. Devout Catholics, the cabin was the site of Boise s first Roman Catholic mass and was used for regular services until The O Farrell Cabin is nominated under Criteria 1 & 2: The cabin is extremely significant historically and architecturally as the first residence in Boise and the oldest structure remaining in the city, as well as being attributed to the O Farrell family, one of the first families to settle in the area.

9 Page 8 Old Ada County Courthouse / 514 W. Jefferson Street Built between 1938 and 1939 and designed as a team effort between two local architectural firms, Tourtellotte and Hummel and Wayland and Fennell, the Old Ada County Courthouse was built in the Art Deco style as part of a Works Progress Administration (WPA) relief program. It is significant as a historic seat of county government, the embodiment of a significant historic New Deal program, a fine example of a particular style and period of architecture, and the work of important local architects and builders. The Old Ada County Courthouse was listed on the National Register of Historic Places in 1976 as part of the Capitol Area Historic District, and is also included in the thematic group nomination Tourtellotte & Hummel Architecture in Idaho. The Old Ada County Courthouse is nominated under Criteria 1 & 2: The structure possesses a great deal of both historical and architectural significance for the reasons stated above. The Old Federal Building (Borah Station Post Office) / 705 W. Bannock The old Federal Building was constructed in 1904 based on a standard design by the U.S. Treasury in the Beaux Arts style. Planning for the building began as early as 1891, and would eventually house the post office and the federal court, as well as the offices of several federal agencies. The building was expanded in 1930, and in 1968 most federal offices were moved to a new location on Fort Street. The post office was retained and is still in use today, though the main operations were moved to South 13th Street in the 1970s. The structure was listed on the National Register of Historic Places in 1976 as part of the Boise Capitol Area Historic District. The old Federal Building is nominated under Criteria 1 & 2: The building is historically significant due to its long ties to the federal presence in Boise, and architecturally significant due to the distinctive style. Old Idaho Penitentiary / 2161 East Old Penitentiary Road Encompassing approximately 230 acres, the Old Idaho Penitentiary was constructed in 1870, after an 1867 Congressional authorization to construct additional prisons across the west. Beginning as a single building able to hold 39 prisoners, the penitentiary grew to a complex of buildings surrounded by a high sandstone wall with prominent guard towers. The first 11 prisoners were incarcerated in March, By the time the prison closed in the early 1970s, more then 13,000 convicts had been received. The penitentiary was listed on the National Register of Historic Places in The Old Idaho Penitentiary is nominated under Criteria 1: The complex was historically significant to the development of the area dating back prior to statehood. Perrault Fritchman Building / 625 W. Main Street Constructed in 1879 by businessman, Joseph Perrault, the Perrault Fritchman Building is the oldest remaining commercial building in Boise. Perrault, a Canadian immigrant, ran a saddle and harness shop out of the building. Later, he held several government offices including Territorial Comptroller, Territorial Treasurer and U.S. Surveyor General for Idaho. In 1926, the building

10 Page 9 was purchased by Harry K. Fritchman, a former mayor of Boise. The Perrault Fritchman Building was listed on the National Register of Historic Places in 1976 as part of the Boise Historic District. The Perrault Fritchman Building is nominated under Criteria 1 & 2: The structure is historically and architecturally significant as the oldest remaining commercial building in Boise, as well as its association with both Joseph Perrault and Harry Fritchman. Pioneer Tent Building / 598 W. Main Street The Pioneer Tent Building was constructed in 1910 for the Pioneer Tent and Awning Company s store and showroom. The company was founded in 1900 by Ira A. Rohrer. The building itself was actually designed as a four-story structure, but the top two floors were never constructed due to cost. The store supplied tents, awnings, wagon covers, miner and herder supplies and cotton duck goods for locals for over sixty years. The building was listed on the National Register of Historic Places in 1976 in conjunction with the Boise Historic District. The Pioneer Tent Building is nominated under Criteria 1: The building is historically and culturally significant due to its long history of supplying goods and services to early Boiseans. R.Z. Johnson Block (Davies Reed) / 515 W. Idaho Street Constructed in 1892 and designed by architect John C. Paulsen, the building was commissioned by Boise attorney Richard Z. Johnson. The original plans called for an apartment block, or row house, spanning the entire length of Idaho Street between 5th and 6th Streets. However, the economic downturn of 1893 limited construction to the existing building. Johnson himself was active in politics, representing Ada County on the Territorial Council and serving as attorney general for the Idaho Territory from 1887 to Also an active member of the Boise school board, Johnson sponsored the legislation that created the Independent School District. James C. Paulsen designed several important buildings in Boise, including the old Natatorium, the former City Hall and the Columbia Theater. The R.Z. Johnson Block is the only remaining Paulsen design standing today. The R.Z. Johnson Block is nominated under Criteria 1 & 2: The structure is historically and architecturally significant due to its association with both Johnson and Paulsen, as well as being of a unique design and the only remaining representation of a James Paulsen product. St. Paul s Missionary Baptist Church / 508 Julia Davis Drive St. Paul s Missionary Baptist Church, one of the oldest Idaho buildings built by African Americans, was constructed in Originally located at 124 Broadway, the structure was built by church members under the direction of the first pastor, Rev. William Riley Hardy, who was himself a carpenter. The church served its members until 1993, when the congregation moved to a new location and a committee was formed to preserve the church building. It was moved to Julia Davis Park in 1995, and is now home to the Idaho Black History Museum. The church was listed on the National Register of Historic Places in 1982.

11 Page 10 The St. Paul s Missionary Baptist Church is nominated under Criteria 1 & 2: The church is historically and culturally significant due to its ties with the African American community in Idaho, and architecturally significant as it is one of the oldest Idaho buildings built by African Americans. Telephone Building / 609 W. Main Street Designed by architect William S. Campbell, the Telephone Building was constructed in 1899 in the Romanesque style. Telephone service was provided to businesses and residences throughout Boise by But with growth came the need for larger offices, and American Bell purchased the property for that use in The Telephone Building was listed on the National Register of Historic Places in 1976 as part of the Boise Historic District. The Telephone Building is nominated under Criteria 1 & 2: The structure is significant historically and culturally as it is associated with the growth of telecommunications in the area. It is architecturally significant due to its association with Walter S. Campbell. Union Block / 720 W. Idaho Street The Union Block, designed by architect John E. Tourtellotte and built by contractor J.W. Smith, was constructed in The Union Block was home to a variety of tenants over the years, and was renovated in The building was placed on the National Register of Historic Places in The Union Block is nominated under Criteria 2: The structure is architecturally significant due to its association with Tourtellotte, as well as the unique Richardsonian Romanesque style. Washington School / 1607 N. 15th Street Washington School is currently the only local landmark designated by the City of Boise. It was recommended for nomination by the Independent School District of Boise and approved by ordinance in August The current school, which was completed in 1911, was constructed using purchased drawings from Heath & Twitchell, an architectural firm in Tacoma, Washington. The original Washington School, designed by John E. Tourtellotte and completed in 1900, was destroyed by fire in Washington School is significant as it is the oldest school in the Independent School District of Boise. Although it is already a local landmark, it is being rededicated along with the additional 31 nominees and will be included in the publication and receive a bronze plaque. Washington School was found to be historically and architecturally significant in August Temple Beth Israel / 11 Latah Avenue Constructed in 1895, the synagogue is built on a basilican plan, and is the oldest synagogue in Idaho, as well as the oldest west of the Mississippi River in use by the original congregation. Local Merchants David Falk and Moses Alexander organized the new congregation in 1895, and commissioned architects Chestney & Schroeder to design the synagogue. The temple was

12 Page 11 originally located on the corner of State and 11th Streets, but was relocated in 2003 by the congregation in an attempt to save the building from increasing development pressures downtown. Temple Beth Israel is nominated under Criteria 1 & 2: It is both historically and culturally significant due to its association with the Jewish population in Idaho, as well as architecturally significant given the unique design and importance as the oldest synagogue in Idaho. Cathedral of St. John the Evangelist / 775 N. 8th Street Designed by Tourtellotte & Hummel, construction on St. John s Cathedral began in 1904 and was completed and dedicated in The cathedral was built in the Romanesque style with a cruciform plan. The entire structure was built on a pay-as-you-go basis, which is why it took so long to complete. The cathedral is listed on the National Register of Historic Places. St. John s Cathedral is nominated under Criteria 1 & 2: It is both historically and culturally significant due to its association with Boise Catholics, as well as architecturally significant given the ornate design and association with Tourtellotte & Hummel. Ustick School / 2971 Mumbarto Avenue Ustick School was constructed in 1909 to serve the community of Ustick. Ustick was platted in 1907 By Harlan Ustick, a physician, horticulturalist and entrepreneur who was instrumental in creating the Boise Valley Railroad Company. The property is listed on the National Register of Historic Places. According to the National Register Nomination, the school building is historically significant as a remnant of the rural commercial center of Ustick and one of the few institutional and commercial buildings which survives to represent the early development of Ustick. Ustick School is nominated under Criteria 1: As mentioned in the National Register nomination, it is one of the few institutional or commercial buildings that survives to represent the early development of Ustick. Reclamation Service Boise Project Office / 214 Broadway The Boise Project Office, completed in 1912, was designed by architect F.E. Weymouth. The office, which was the first permanent U.S. Reclamation Service Office in Boise, was needed to house engineers and administrators for the Boise Irrigation Project. Reclamation played in integral role in the development of the Treasure Valley. The agency created water storage and irrigation networks throughout the area, including Arrowrock and Diversion Dams. The Boise Project Office is currently pending listing on the National Register of Historic Places. The Boise Project Office is nominated under Criteria 1 & 2: The office is historically and culturally significant due to its association with Reclamation projects throughout the area, which altered the landscape and pattern of development throughout the Treasure Valley. The office is also architecturally significant as an unusual example of 20th century office building design, reflecting distinctive qualities of the Craftsman form, which is more common in residential development.

Idaho Street Designed by architect James King and constructed in 1891, the Boise National Bank Building is an excellent example of the Richardsonian Romanesque Revival style. The bank itself, incorporated in 1886, was located on the first floor of the building. The upper floors housed the federal court, the federal marshal s office and the U.S. Surveyor General s Office until the Old Federal Building was completed in In 1913, the architectural firm of Tourtellotte and Hummel were commissioned to remodel the building. The Boise National Bank Building is listed on the National Register of Historic Places. The Boise National Bank Building is nominated under Criteria 1 & 2: The building is historically significant given its relationship to the Boise National Bank and early federal offices. It is architecturally significant as one of the best remaining examples of Richardsonian Romanesque Revival architecture in the West, as well as the association with local architects, Tourtellotte and Hummel. Gem Block / 1000 Main Street The Gem Block, as it was originally known, encompassed the Falk Building on the corner of 10th and Main Streets, as well as the Gibbons & Knight Building immediately adjacent facing Main Street. To the west of these two buildings is the Noble Building which was designed to be visually compatible with the Gem and Gibbons & Knight buildings. The three buildings, designed by John Tourtellotte in the Romanesque style, were constructed simultaneously in The venture was a collaboration of local Boise businessmen Sigmund Falk, John Noble, James Gibbons and Charles Knight, all of whom were positioned to build new commercial buildings in The Gem Block is listed on the National Register of Historic Places in conjunction with the Lower Main Street Commercial Historic District. The Gem Block is nominated under Criteria 1 & 2: The block is historically significant as it contributed to the lower Main Street commercial area, a source of pride for Boiseans of the day. It is also closely associated with Boise businessmen Falk, Noble, Gibbons and Knight. The Gem Noble Building is also architecturally significant given its association with John Tourtellotte, as well as the congruous design for all three structures. Banner Bank Building / 950 W. Bannock Street Completed in 2006, the Banner Bank Building was designed by HDR for the Christensen Corporation of Boise. Modeled after the Art Deco style, the 11-story structure is the first LEED (Leadership in Energy and Environmental Design) Platinum building in Idaho, the highest certification from the U.S. Green Building Council. Integrating several sustainable design strategies, the Banner Bank Building incorporates geothermal heating, a water reclamation system, computer-controlled lighting, and the use of recycled materials, among numerous other sustainable innovations. The Banner Bank Building is the recipient of the Environmental Design & Construction 2007 Design Excellence Award, the Idaho Smart Growth 2006 President s Category Award, as well as received an honorable mention

14 Page 13 at the City of Boise s 2008 Design Review Awards. It stands as an excellent example of ingenuity and sustainability in contemporary architecture. The Banner Bank Building is nominated under Criteria 2: The structure is architecturally significant as it is the first LEED Platinum building in Idaho, and embodies those characteristics of an engineering specimen, as well as contains elements of design, detail, materials and craftsmanship which represent a significant innovation. Fort Boise / 500 W. Fort Street The discovery of gold near Boise in 1862 brought masses of gold seekers to the region. A growing tension between settlers, miners and Native Americans in the area prompted the construction of Fort Boise. The first buildings were constructed by late 1863, crafted of local sandstone by local laborers and skilled craftsmen. By 1864 the fort encompassed 19 buildings and parade grounds, and in 1879 the Fort s name was changed to Boise Barracks, reflecting its diminished military importance. By 1884 the post had grown to more than 40 buildings. In 1913, the Army moved out of the Barracks, but it continued to be used for training activities. During World War I, a movement took hold to designate the Barracks as a hospital / rehabilitation center for wounded veterans. In 1920, the U.S. Public Health Service remodeled the Barracks into a medical center. This prompted the eventual evolution of the property into what stands today. Presently, only two structures remain from the earliest construction period, the U.S. Quartermaster s building and one remaining house from officer s row. Fort Boise is nominated under Criteria 1 & 2: The fort has a high degree of historical significance as not only a 19th century western United States military post, but also as the catalyst for the founding of the city of Boise. Its long history as a hospital / rehabilitation facility is also noteworthy. The Fort is also architecturally significant as the two remaining 19th century buildings are among the very few buildings remaining in Boise from its original settlement period. Central Fire Station / 522 W. Idaho Street Designed by local architects Campbell and Wayland, the brick firehouse was completed in The station was constructed on the site of Boise s original firehouse, which ironically burned to the ground in At the time, fire crews utilized horse-drawn fire wagons, and the design of the Central Fire Station reflects quarters for both wagons, men and horses. With the advent of electric alarm systems, modern equipment and larger engines, the Central Fire Station become obsolete. In 1980 the Central Fire Station squad was moved to a new facility on Reserve Street. A renovation was subsequently completed by the successors to Campbell and Wayland, CSHQA Architects. The Central Fire Station was listed on the National Register of Historic Places in 1976 as part of the Boise Historic District. The Central Fire Station is nominated under Criteria 1 & 2: The station is significant to the early history of Boise, as well as architecturally significant not only as an intact, early-era firehouse, but with its association to local architects Campbell and Wayland, as well.

WHEREAS, the City of Boise Historic Preservation Commission held a public hearing to consider designation of thirty-two local properties as landmarks pursuant to Boise City Code ; and WHEREAS, the City of Boise Historic Preservation concluded that these thirty-two properties met the required criteria for designation as landmarks pursuant to Boise City Code A; and WHEREAS, the City of Boise Historic Preservation Commission recommended designation of these thirty-two local properties as landmarks; and WHEREAS, on November 9, 2010 the Boise City Council conducted a public hearing pursuant to Boise City Code D. NOW, THEREFORE, BE IT ORDAINED BY THE MAYOR AND COUNCIL OF THE CITY OF BOISE CITY, IDAHO: Section 1.
