1 Westchester County Day 3 Training Agenda Enhanced Vouchers Definition (review) The Payment Standard (PS) is used to calculate the Housing Assistance Payment (HAP) based the PHA will spend a behalf of the tenant household. 4 Enhanced Voucher NY North Exception Areas In accordance with PIH , DHCR demonstrated three areas in the county have high rents compared to the rest of the County. Effective10/1/09, DHCR is approved to use an exception payment standard schedule equaling 120% of the FMR for these areas, labelled: North; South and Pelham and correspond to the Census Tracts listed.
