MEDINA COUNTY ADULT PROBATION DEPARTMENT: BID SPECIFICATIONS/GENERAL REQUIREMENTS FOR ELECTRONIC MONITORING/HOME ARREST, INCLUDING CONTINUAL ALCOHOL MONITORING CAPABILITY General Information The Medina County Adult Probation Department wishes to contract with a supply vendor for the period of April 1, 2017 through March 31, 2020 for the procurement of electronic /home arrest services. It is currently estimated that the Department will require 10,000-15,000 days of service per twelve-month period. Bid Requirements There are approximately 700 clients of the Medina County Adult Probation Department; of this total, it is estimated that approximately 15-20% of clients will require over the course of a twelve-month period. The Department wishes to track offenders with active GPS technology and alcohol, (including continual alcohol capability) preferably in a combined unit. Therefore, these bid specifications call for the procurement of bracelets to service the Department s needs. Active services must be provided directly by the vendor or through a subcontract facilitated by the vendor in real time. Vendor shall contact department immediately if possible or within 24 hours should there be a serious violation, which occurs. If unable to contact department staff for any reason vendor must contact local police department if situation poses a physical threat to any party. All referenced annual usage amounts are estimates and do not guarantee actual procurement activity during the contract period. Availability of supplies must be guaranteed throughout the term of the contract within 24-48 hours from requested date. Vendor must provide a secure and electronic system that has potential to interface with the department s OCSS Database, allows probation officers to refer clients for, reports violations or compliance results to probation officers and compiles statistical data to evaluate the effectiveness of the department s electronic /alcohol testing program. Vendor s office must be located in close proximity to the Court of Common Pleas. Vendor must provide a secure and electronic system that manages the department s electronic /alcohol and allows probation officers to refer clients for, reports compliance/violation results to probation officers and compiles statistical data to evaluate the effectiveness of the department s electronic /alcohol testing program. Satisfactory training of staff in the techniques associated with active shall be provided, at no additional charge, by vendor.

A per day unit price will be utilized as the bid submission price; this price shall include all vendor costs, including on-site training, expert witness fees, postage/delivery costs, if any and any other miscellaneous costs. The unit bid price submitted by the vendor shall include the cost of off-site testing services by the vendor, or its subcontractor, and all associated costs, including mailing costs.
