Ottawa Street, Lansing, MI 48909 / 7:30 a.m. - 4:30 p.m. The Acquisition Support and Program Services Unit Supervisor is responsible for supervision and administration of the Acquisition Support and Program Services Unit. As a first-line manager of a complex work area, this position provides acquisition and relocation support by directing and coordinating the acquisition resource pool and assists MDOT s environmental section by providing acquisition and relocation services for statewide wetland mitigation properties. This position supervises staff responsible for the coordination of statewide railroad, statewide relocation activities and local public agency real estate activities. This includes relocation on all trunkline projects, railroad property acquisition and disposal and oversight of all local public agency real estate activities on federally funded projects to ensure compliance with the Federal Highway Administration s Relocation Assistance and Real Property Acquisition Policies Act of 1970 (Uniform Act). This position supervises the position that provides technical assistance to division staff in the areas of record management, forms coordination, supplies, computer hardware and software usage and maintenance and FOIA coordination for the Development Services Division. Where possible identifies, recommends, and implements improvements in the area of responsibility. Assumes responsibility of the Section Manager in their absence.

15. Please describe the assigned duties, percent of time spent performing each duty, and what is done to complete each duty. List the duties from most important to least important. The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary: Percentage: 30 Supervise the statewide Relocation and Local Public Agency Real Estate programs. Schedule work assignments, set priorities and direct the work of staff by providing clear continuous direction, feedback and measurement to staff. Direct the statewide relocation program to ensure Region and Central office staff are in compliance with all FHWA and State regulations. Direct the statewide Local Public Agency Real Estate program to ensure local agencies are performing real estate activities in compliance with all FHWA and State regulations. Provide professional real estate guidance for project acquisition and relocation that includes, but is not limited to: meeting federal and state requirements, reviewing ownership claims, identifying real estate issues and providing mutually beneficial solutions as requested by MDOT Region offices. Provide real estate assistance to other divisions, county and local public agencies for the delivery of a transportation project. Provide project status and information to real estate services section manager, department staff, the general public, legislature and regions. Attend public hearings and meetings for proposed projects and assist with informing property owners of Department policies and procedures. Manage and complete the most complex real estate acquisitions and relocations as needed.

Duty 2 General Summary: Percentage: 30 Supervise the statewide real estate railroad program. Schedule work assignments, set priorities and direct the work of staff by providing clear continuous direction, feedback and measurement of staff. Direct the statewide railroad program and provide assistance to the Office of Rail for real estate related rail issues. Provide professional real estate guidance for railroad projects that includes, but is not limited to: meeting federal and state requirements, reviewing ownership claims, identifying real estate issues and providing mutually beneficial solutions as requested by the Office of Rail. Provide project status and information to real estate section manager, department staff, the general public, legislature and regions for railroad real estate projects. Direct the coordination of railroad real estate activities with the Office of Rail and the Michigan Department of Natural Resources for active and inactive rail corridors. Duty 3 General Summary: Percentage: 20 Supervise the Acquisition/Relocation resource pool. Schedule work assignments, set priorities and direct the work of staff by providing clear continuous direction, feedback and measurement to staff. Coordinate the Acquisition/Relocation resource pool to provide real estate support to MDOT Region offices and/or special projects as needed. Provide professional real estate guidance for project acquisition and relocation that includes, but is not limited to: meeting federal and state requirements, reviewing ownership claims, identifying real estate issues and providing mutually beneficial solutions as requested by MDOT Region offices. Direct and monitor the real estate training of new staff hired into the Acquisition/Relocation resource pool. Duty 4 General Summary: Percentage: 20 Supervise general real estate activities that include real estate reporting, tax coordination, contract coordination, environmental real estate support, employee licensing and education coordination, aeronautics real estate support, and IT/Records coordination.

Schedule work assignments, set priorities and direct the work of staff by providing clear continuous direction, feedback and measurement of staff. Direct real estate reporting activities for statewide real estate related reports. Direct contract coordination for real estate contracts administered by the Development Services Division Contract Administrator. Direct all tax related activities for acquisition and condemnation properties to ensure all taxes are paid and prorated correctly. Direct all real estate activities and provide support for environmental projects requiring acquisition, relocation, appraisal, demolition and sale/leasing. Direct activities related to employee licensure and education coordination. Provide assistance to Office of Aeronautics for real estate related issues. Provide professional real estate guidance for aeronautics projects that includes, but is not limited to: meeting federal and state requirements, reviewing ownership claims, identifying real estate issues and providing mutually beneficial solutions as requested by the Office of Aeronautics. Supervise FOIA coordinator for the Development Services Division. Supervise the maintenance of computerized databases and reports, computer equipment, audio and video equipment. Supervise the assistance and support of IT personnel. Oversee the purchase, tracking, maintenance and inventory of all computers used by DSD and Environmental staff. (117) Oversee the refresh schedules set by DTMB pertaining to computers and their use. 16. Describe the types of decisions made independently in this position and tell who or what is affected by those decisions. Determine and prioritize work assignments. Identify project scope and resources needed to complete a project. Respond to emergencies regarding acquisition and relocation. These decisions are made using previous experience and judgement based upon the best interest of the Department and the public. MDOT projects, project team members, and right-of-way staff in central office are affected by these decisions. 17. Describe the types of decisions that require the supervisor's review. The Acquisition Support and Program Services Unit is responsible to provide real estate activities and services including negotiations, relocation assistance, wetland real estate services, railroad real estate services and airport real estate services. Unit staff may be required to coordinate additional services including real estate engineering, appraisals, property clearance and management of excess properties. This position will direct, administer, and supervise a highly technical real estate operation for MDOT including scheduling, project reporting, status control and completion of all real estate functions with the schedules and time frames as established by the central office. This position is a supervisor within the Real Estate Services Section. 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position. EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: Property Manager 13-15 Four years of professional experience in real estate equivalent to a Property Analyst, including two years equivalent to a Property Analyst P11 or one year equivalent to a Property Analyst 12. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of real estate activities including appraisal, acquisition, relocation, property management and program management skills. Good communication and public relation skills to deal with the public and property owners. Knowledge of state and federal rules and regulations. Ability to supervise unit employees.
