SALE OF SURPLUS PROPERTY 24 X 60 MODULAR BUILDING RENO-TAHOE INTERNATIONAL AIRPORT The Reno-Tahoe Airport Authority (RTAA) Purchasing and Materials Management Division offers for sale by sealed bid, Invitation to Bid Number 12/13-09, one (1) each 24 x 60 modular building located at 5197 Texas Avenue at the Reno Stead Airport as depicted in the attached drawings subject to the terms, conditions, and requirements of this Invitation to Bid. The building is required to be removed from its present location not later than Friday, March 22, 2013. 1. SCOPE AND INTENT This modular building is offered for sale AS IS AND WHERE IS. All costs associated with removal of the building, including removal of the wind gust system, skirting, stairs/handrails, preparation for transport, permits, loading, and subsequent transport of the building is the responsibility of the successful bidder. The successful bidder shall be required to acknowledge and agree that he is accepting this building from the RTAA in AS IS AND WHERE IS condition at the time and place of sale and that the RTAA is providing the building with no express or implied warranties, or any warranty as to condition, usability, merchantability or fitness for a particular purpose. The building is required to be removed from its present location not later than Friday, March 22, 2013. 2. BID RECEIPT AND OPENING TIME It is mandatory that bids be signed by the bidder and be received and time recorded by the Airport Authority Purchasing and Materials Management Division,, 2770 Vassar Street, Reno, Nevada not later than 2:00 p.m., PST, February 21, 2013. Per the official bid time clock, bids will be accepted if date and time stamped on or before 2:00 p.m.; date and time stamps of 2:00:01 p.m. or later will be rejected. 2.1 Late bids shall be disqualified from consideration. 2.2 Sealed bids shall be opened by the Airport Authority Manager of Purchasing and Materials Management at 2:00 p.m. PST, February 21, 2013. 3. BUILDING INSPECTION It shall be the bidder s option and responsibility to inspect the surplus modular building prior to submitting a bid. The property is located at 5197 Texas Avenue at the Reno Stead Airport. Prospective bidders are advised that a viewing of the building has been scheduled on February 13, 2013 between 9:00 a.m. and 10:00 a.m. PST. designee, at (775) 328-6570 to schedule an appointment for another time on this date to view the modular building. 4. PREPARATION OF THE BID Bidder shall examine all drawings, attachments, special instructions, and terms and conditions of the Invitation to Bid. Failure to do so will be at the bidder s risk. 4.1 Bids shall be made only upon the forms provided, included with this Invitation to Bid document, with all items filled out, amounts bid stated both in words and figures, the original signatures of all persons required to sign, and shall be typed or written in blue or black ink. The completed form should be without interlineations, alterations, or erasures unless the signatory initials such. 4.2 In the space provided, the bidder shall sign the bid document in blue or black ink. 4.3 Bidder shall proofread his bid carefully for errors. 4.4 Bidder shall state a realistic completion date for removal of the modular building including Saturdays, Sundays and holidays. 5. SUBMISSION OF BID 5.1 One copy of the bid shall be enclosed in a sealed envelope addressed to the Reno-Tahoe Airport Authority Purchasing and Materials Management Division, 2770 Vassar Street, Reno, Nevada 89502 or delivered to the Purchasing Offices in person. Bid envelope must indicate the name and address of the bidder, Invitation to Bid number 12/13-09 and opening date. Should the bidder elect to utilize a courier agent to deliver his bid (e.g. UPS, Federal Express, etc.), and the outer bid envelope is enclosed in the courier agent s delivery envelope, then the courier s delivery envelope and/or address label must clearly indicate the Invitation to Bid number. 5.2 In order for a bid to be considered, it is mandatory that the bid document be received and time recorded in the Airport Authority Purchasing and Materials Management Division no later than the receiving time specified in the bid document. 5.3 The Airport Authority assumes no responsibility for errant delivery of bids, including those relegated to a courier agent who fails to deliver in accordance with the time and receiving point specified. 5.4 The Airport Authority shall not be responsible for the premature or post opening of a bid that is not properly addressed or identified. 5.5 A bid submitted by telephone, telegraphic notice, or facsimile will not be accepted. 5.6 Prices offered shall only be considered if they are provided in the appropriate space(s) on the bid schedule. For consideration, any additions or deductions to the bid prices offered must be shown under the exceptions section of the bid. Extraneous numbers, prices, comments etc. appearing elsewhere on the bid shall be deemed to have no effect on the prices offered in the designated locations. 6. LATE BID A bid received after the receiving time specified shall be rejected. 7. WITHDRAWAL OF BID A bid may be withdrawn by written or facsimile notice provided such notice is received prior to the date and time set for the bid opening. 7.1 A request for withdrawal of a bid after the bid opening shall not be considered. 8. REJECTION OF BIDS The Reno-Tahoe Airport Authority reserves the right to accept or reject any or all bids or parts thereof. The Reno-Tahoe Airport Authority reserves the right to determine if the bid submitted is acceptable. 9. LOADING AND TRANSPORTATION All costs associated with removal of the building, including removal of the wind gust system, skirting, stairs/handrails, preparation for transport, permits, loading, and subsequent transport of the building is the sole responsibility of the successful bidder. The Airport Authority will not assist in the removal of the building. Successful bidder is required to remove the surplus modular building purchased from the Airport Authority s property not later than March 22, 2013. 10. NONRESPONSIBILITY All responsibility of the Airport Authority for any property purchased ceases with its release to the successful bidder. All sales are final, no refunds or adjustments will be made. 11. NO WARRANTY The successful bidder acknowledges and agrees that he is accepting this building from the RTAA in AS IS AND WHERE IS condition at the time and place of the sale and that the RTAA is providing the modular building with no express or implied Surplus Modular Building Page 3 of 7 Bid #12/13-09
warranties, or any warranty as to condition, usability, merchantability or fitness for a particular purpose. 12. FEES AND PERMITS The successful bidder shall be responsible for preparing, obtaining, and all associated costs to acquire all permits/applications to ensure compliance with all applicable Federal, State, County, and Local regulations or utility company. Airport Authority fees for permits shall be waived. 13. PAYMENT Successful bidder is responsible to make payment for the surplus property purchased within five working days after notification of award. All checks must be made payable to the Reno-Tahoe Airport Authority. Payment can be mailed or made in person. Payment may be cash, bank or commercial money order, cashiers or certified checks, personal or business checks, or any combination thereof. Personal or business checks are acceptable with a bank guarantee card or Visa/Master Card identification. 14. BASIS OF AWARD The award will be made to the bidder meeting specifications offering the highest amount for the surplus property. 15. DEPOSIT A deposit of 10% of the total amount bid must accompany each bid submitted. The Airport Authority will have the right to retain as its own such deposit should award be made and the bidder fails or refuses to complete the purchase. Failure to submit the required 10% deposit may be grounds for rejection of bid. 16. CASHIER S CHECK REQUIREMENT AND LIQUIDATED DAMAGES The successful bidder shall be required to submit a cashier s check drawn in favor of the Reno-Tahoe Airport Authority, a quasi-municipal corporation of the State of Nevada, in the amount of $1,000 concurrent with his payment for the surplus property. The cashier s check shall be retained by the Reno-Tahoe Airport Authority until the successful bidder completely removes the surplus modular building from the Airport s property (required not later than March 22, 2013). Successful bidder must agree to remove the modular building not later than March 22, 2013 and agrees to pay as liquidated damages an amount of two hundred dollars ($200.00) for each calendar day thereafter the removal is not complete. Liquidated damages assessed shall be deducted from the cashier s check. Should the successful bidder fail to remove the surplus modular building purchased from the Airport Authority s property by March 27, 2013 wherein all liquidated damages costs consume the face value of the cashier s check, the sale of the surplus modular building shall be declared null and void. Should this occur, the Reno- Tahoe Airport Authority shall return the bidder s payment for the modular building Surplus Modular Building Page 4 of 7 Bid #12/13-09
but will retain and deposit the cashier s check as payment for the RTAA s having to remove the building itself. 17. SAFETY The successful bidder shall be fully responsible and shall take all precautions for safety with relation to the removal and transport activities. The successful bidder is required to secure the site on a daily basis to limit access to any excavations and structures. The successful bidder shall follow all applicable OSHA regulations, City of Reno, Washoe County and RTAA requirements. 18. SURPLUS MODULAR BUILDING SPECIFICATIONS The surplus property consists of one (1) each 24 x 60 modular building located at 5197 Texas Avenue at the Reno Stead Airport as depicted in the attached drawings attached. 20. UTILITY DISCONNECTION The successful bidder is advised that the Reno-Tahoe Airport Authority shall disconnect all utilities prior to removal. 21. TRANSFER OF TITLE The successful bidder shall be solely responsible for any costs associated with the transferring of the title for this building. 22. INDEMNIFICATION The successful bidder agrees for and on behalf of himself, and if applicable, his officers, directors, employees, successors, and assigns that the successful bidder shall indemnify and hold the Authority harmless from and against any claim, demand, or cause of action arising or alleged to have arisen out of the sale, security, and removal of this modular building, including, but not limited to, claims for personal or bodily injury, death or contract damages. REMOVAL COMPLETION: I understand that the surplus modular building is required to be removed not later than March 22, 2013. Any qualifying notes or exceptions, counter offers, lack of required submittals, or lack of signatures, on the Bid Schedule Form may result in the bid being declared non-responsive by the Airport Authority.
