About the fees and charges The Council fees and charges are used to fund the operation and maintenance of a variety of services provided to the community. Fees and charges have predominately increased by the rate of inflation, however some fees have had to increase further to enable Council to meet the forecast costs in the Long Term Plan. Cemetery fees will be reviewed in detail during. Further analysis around Trade Waste Discharges will be undertaken during and could result in increases in fees from year 2 of the Long Term Plan. Further investigation around funding options for Drainwise will continue into which may have an impact on fees and charges in the future. Major changes Rates Refund Fee has been implemented. The fee per transaction will exclude refunds on properties involving sale and purchase agreements. Community rooms and courtyard space will be available for hire at the Library. Corridor Access Requests (CAR): This is a new charge the decision to include this charge within the fees and charges document was carried in the Assets and Infrastructure Committee Meeting dated 15 June 2017. Maritime Transport Act 1994 fee for vessels requiring a pilot entering Gisborne Harbour limits. A new fee for Technician services for hydrology monitoring and assessments. New fees have been established for Regional Compliance Monitoring and Science to cover costs that have historically been borne by the general ratepayer. Two new types of fees and charges include: - Annual compliance monitoring fee - Annual science and environmental monitoring charge. An increase to the Wastewater CCTV camera hire to reflect actual time required for inspections. An increase to the Trade Waste Application Fee Permitted Consents to reflect actual time required to process. An increase to the Water by Meter Fee is required for commercial users in order to meet additional costs and demand. Fees and charges for Council's business units are based on sound commercial practice or cost recovery basis and are subject to change. These may be updated at any time during the year to meet changing market conditions. Payments may be made by credit card. An additional surcharge fee of 1.9% applies to each transaction. GST - unless otherwise stated, published fees and charges are inclusive of GST at 15%. Full details of the fees and charges can be found on the Council's website: www.gdc.govt.nz The purpose of this report is to note proposed changes to the Council s fees and charges in relation to its statutory powers and duties. Where the report is silent on any fees and charges, those fees and charges remain unchanged.

This will reduce the inspection workload. These sites are assessed as low risk as these are professional tradespeople operating to the National Code of Practice for Utility Operators. There will be clear guidelines on requirements for this self-service aspect. Council s standard hourly administration charge of 125 per hour (GST Inclusive), as used in the Fees and s Schedule, was applied to calculate the base fee. Fees and s Appendix 1 - CAR Type Definitions Standard CAR Project CAR Non-Standard CAR Non-Compliance Inspection per site This is a CAR that requires no expert input from the Network Managers or Contract Managers. These are mostly excavation CARS. This covers professional project work that is either long and/or has standard work site practices that can be bundled under one CAR. For example, connecting ultrafast broadband to houses or undertaking emergency work like repairing burst water pipes. This is a CAR that requires expert input from the Network Managers or Contract Managers. It may have implications for other roading activities. It may need interdepartmental consideration as well. This is a charge for those working on the network that either do not have a CAR or are in breach of their CAR conditions. This is a fee for having network professionals investigate the worksite as required at completion, at the end of the defect liability period or other as required. Page 6

Fees and s Community Housing A bond of 300 plus two weeks rent in advance must be paid at the commencement of a tenancy. Provision of information in response to general enquiries is a free service to the public unless otherwise specified in this document. Provision of professional advice in relation to specific building and development proposals is free for an initial period of 15 minutes. Thereafter it is charged on a cost of service basis. In respect of resource consent applications, Council requires an application fee (pre-payment) of up to 100% of the estimated cost of processing a consent. A 50% premium may be added to normal charge-out rates for activities caused by working without or outside the terms of consents required by Council. Where the Tairāwhiti Plan has stated that other fees and charges provisions apply or that no charges will apply this is also specified in this document. DISBURSEMENTS The hourly charge-out rates include normal office overheads such as telephone calls, office accommodation records and typing.
