08/00797/FUL DEMOLITION OF EXISTING DETACHED DWELLING AND ERECTION OF A TWO STOREY DETACHED DWELLING AND A DETACHED GARAGE AT Three Willows, Turvey Road, Astwood FOR Mr F Newberry INTRODUCTION This application has been brought to Development Control Committee due to an objection by Astwood and Hardmead Parish Council. Three Willows is a detached bungalow forming part of a small group of four dwellings in the open countryside to the north-west of Astwood. Permission has been granted under reference 05/01255/FUL for the replacement of the existing pair of cottages to the south with a pair of one and a half storey dwellings. This application follows on from that which was approved by the Development Control Committee on the 24th May 2007 under reference 06/01513/FUL for the erection of a new dwelling with garage. This new application remains very similar to the previous with some small changes which cumulatively could not be considered as a minor amendment. Both sets of plans are included in Agenda for comparison purposes. CURRENT APPLICATION This application proposes the demolition of the bungalow and its replacement with a two storey detached dwelling with detached garage. The new application makes the following minor changes to the original application: - Provision of single storey larder. - Addition of log store to garage. - Provision of pitched roof over utility room. - Removal of basement with associated light shafts and external staircase. The approved dwelling remains the same in terms of ridge height at 8 metres with a distance of 5 metres retained from the boundary with 'Thornton' and no additional windows facing this dwelling are proposed. The dwelling is set in the same layout as that which was approved previously leaving a distance of over 30 metres from Turvey Road and using the existing access. MAIN ISSUES 1) Whether the minor changes to the previously approved dwelling and garage would have a significant impact upon the neighbouring properties or the surrounding area. (99)

RELEVANT PLANNING HISTORY 06/01513/FUL - Demolition of existing dwelling and erection of new dwelling with garage. RELEVANT PLANNING POLICY D1 - Impact of Development Proposals on the Locality D2 - Design of Buildings S10 - Open Countryside CONSULTATIONS AND REPRESENTATIONS Environmental Health commented that an assessment of ground conditions should take place prior to development. The Engineer, Highways Development Control, has no objections subject to a condition relating to the improved access. Astwood and Hardmead Parish Council raise an objection to the application for the following reasons: - The proposed development is totally inappropriate and out of character for the small hamlet of Astwood because of the style (not rural and in keeping with other dwellings). - Although reduced in height it is considered still far too large for the plot. It would tower over the small cottages and bungalow alongside, should it be permitted. There would be no problem with a bungalow on the plot for the above reasons, provided it would be in keeping with the environment. The Parish Council makes no reference to the current planning permission. CONSIDERATIONS The site has an existing unimplemented permission for a two storey dwelling which is very similar to this resubmission in its main characteristics. The small changes are individually minor however cumulatively could not be considered as a minor amendment. The issue of impact upon the occupiers of the adjacent dwelling 'Thornton' are not considered to be affected to a significant level as the alterations to the approved scheme are minor. The proposed changes to the scheme, all at low level, would not have a more significant impact upon the local area, streetscene or nearby properties than the previously approved scheme. There are no grounds that could substantiate refusal of permission. The concerns expressed by the Parish Council are in real terms identical to those raised in opposition to permitted application 06/01513/FUL. (110)
RECOMMENDATION It is therefore recommended that planning permission be granted subject to conditions relating to materials, contaminated land, access, garage use, landscaping, withdrawal of permitted development rights, obscure glazing, no overhead lines, tree retention and hedgerow protection.
