MAA 2016 FALL EDUCATION PROGRAM BELLAIRE SESSIONS State Tax Commission Courses (Tested) Principles of Appraising Real Property - Instructors: Richard Steffens & Barbara McDermott This course is comprised of general assessment practices, value theory, trends and factor affecting value, land identification and valuation, the sales comparison approach, cost estimation and depreciation. The objectives of the course are to introduce students to the function of assessment administration in public policy; to gain a fundamental knowledge of property tax law in Michigan; and, to understand valuation concepts pertaining to real property and personal property appraisal and assessment. Recommended for MAAO Advanced Level Credit /Limit 35 Students Commercial/Industrial Valuation (Tested) - Instructors: Anthony Meyaard & Kristen Sieloff The Commercial/Industrial Valuation course includes: identifying commercial and industrial properties by their relevant characteristics (i.e., legal, locational, physical and economic); studying the proper market and its characteristics (i.e., market analysis); evaluating a property s highest and best use; the three approaches to value; and applying proper judgment and determination in reconciliation. This course will include exclusive calculations utilizing the HP12C. Recommended for MAAO Advanced Level Credit /Limit 35 Students Equalization & Data Collection Instructors: Edward Vandervries & Laurie Spencer Equalization is the process that ensures that all taxable property located in a jurisdiction is assessed at the same percentage of market value. By definition it is the process of making property taxation equal or uniform. This course will explain the process by which assessed valuations are equalized and the roll of equalized valuations play in the establishment of the ad valorem property tax base. This course will familiarize the students on how to complete forms and what each form s function is in the equalization process. This course will show students how data collected through sales studies and appraisal studies are used for each jurisdiction throughout a county. Recommended for MAAO Advanced Level Credit Approved for 16 hours of STC Assessing Continuing Education Credit/Limit 35 Students Michigan Certified Assessing Technician (MCAT) Instructors: Robert Brandmier & Jamie Houserman This course is intended to provide education in assessment administration for assessing personnel that are not required to certify an assessment roll. This course will provide an overview of Assessment Administration and will focus on matters such as Principal Residence Exemptions, Property Transfer Affidavits, the Board of Review process and requirements, as well as the clerical aspects of personal property. Other important topics will be a General Overview of Operations of an Assessing Office, Assessment Administration Terminology and a basic overview of Property Descriptions. This class is tested and provides limited certification. Students must pass a written examination with a minimum score of 75%. MCAT certificate holders may not certify an assessment roll. Recommended for: Individuals who work in assessing but are not required to be certified Approved for 16 hours of STC Assessor Continuing Educations Credit/Limit 35 Students Continuing Education Courses (Non-Tested) Threat Assessment - Instructors: Mike Wierenga & Terry Bykerk of 2 The Rescue This course is designed to improve customer relations while increasing employee safety by teaching threat assessment techniques and effective communication skills which are essential to one s success as an emergency responder, firefighter, police officer, public safety officer, private security officer, store detective, school security or any customer service oriented professional. Recommended for assessors Approved for 6 hours of STC Assessor Continuing Education Credit MTT Small Claims Appeals - Instructors: Judge Steven Lasher & Samantha Snow-Shaffer This course will assist assessors in understanding the Statutory Authority and Administration of the Michigan Tax Tribunal. It will lay out the responsibility of the assessor in preparing for and participating at the Tax Tribunal Small Claims Hearings. There will also be discussion regarding the different types of appeals and documentation required with petitions and respondent s reply. Approved for 8 STC Assessor Continuing Education Credit
Apex-Sketching-Integration and Beyond - Instructor(s): Brian Woolard This class will focus on Apex within BS&A Software. We will be sketching land, residential, agricultural and commercial/industrial buildings. During this class you will learn how to integrate Apex with BS&A.Net (pricing out residential, agricultural and commercial/industrial buildings to the sketch). We will show how to sketch in the field with an ipad and/or tablet, and you will also learn how to use the Photometrics application with Apex. If you have a laptop, please bring it (Not required but highly recommended). There will be at least one to practice on during breaks. Land Value Modeling in a Digital Environment Instructor(s): David Kirwin This course is intended to start from square one on how to create land tables; how to attach parcels to land tables; one at a time, in-mass using tabular methods and in-mass using GIS methods. The course will also show the enduser how to populate the essential fields to be able to analyze the market value of land via the following units of measurements; per acre, per actual front foot, per effective front foot, per square foot, buildable units and site value. Finally, the course will show you how to utilize land to building ratio and land residual techniques in valuing land utilizing tools in BS&A Software. Preparing for Assessor Certification Instructor: Deborah Ring & Roger McCarty You have finished the self-study MCAO Course. This course is designed to answer lingering questions as well as give practical exercises in the application of the material. The valuation principles, three approaches to value, assessment administration, mass appraisal, record keeping, equalization, and related topics will be covered. The objective of the course is to assist future MCAO-certified assessing officers to pass their exam and then use their new skills in performing assessing duties. A silent, portable calculator is required. Recommended for individuals completing the MCAO program New, Loss, Additions and Losses Instructors: Matthew Raftary & Paula Jastifer This class will involve a brief discussion of the history and definitions of equalization new, loss and adjustments as well as Headlee and capped value additions and losses. Students will learn to determine new, loss, adjustment, additions and losses and the difference between Headlee and capped value additions and losses as they apply to the capped value formula. The instructors will guide students through study problems involving splits and combinations, exemptions, new construction, Board of Review actions, etc., and calculate assessed, capped and taxable values based upon various scenarios. A silent, portable calculator is required. Capitalization Rates Instructor: David Rice This course will provide educational elective renewal credit for Michigan appraisers and assessors. A background in the income approach and familiarity with the operation of a financial calculator (HP12C or equivalent) is recommended. USPAP citations in Standards 1-4, 2-2 and 6-5 are reviewed. Michigan court cases where capitalization rates were an issue are identified. This course explores the development of capitalization rates via direct and indirect methods including the advantages and disadvantages of each method. Capitalization rates from contemporary transactions across property sectors are presented. A case study on capitalization rate development and several problems are included for group discussion. Approved for 7 hours of STC Assessing Continuing Education Credits IMPORTANT INFORMATION *Important Notes: MAAO prerequisite courses are intended for assessors who need MAAO prerequisite course credit. Due to limited availability, these courses are not envisioned to provide continuing education credit. To ensure availability in the prerequisite courses, individuals who need MAAO prerequisite course credit will be given preference during the registration process. It is highly recommended that students who need prerequisite course credit register early. MAAO courses are required to be taken in the order that was approved by the State Tax Commission on December 16, 2014. The MAAO Prerequisite Course List is available on the Commission s website (www.michigan.gov/ statetaxcommission). If you have previously completed prerequisite courses that are not in the recently approved order, you do not have to repeat those courses. Individuals in this situation will continue by taking the remaining uncompleted prerequisite courses in the required order. For example, if you have successfully completed Basic Income and Valuation & Economic Concepts, and been issued credit by the STC, you will first complete Statistics in Assessing, then Principles of Appraising and finally Commercial/Industrial Valuation of Property.
