LESSONS LEARNT The institutional arrangement for implementation should be kept simple and easy The Infrastructural arrangements should be completed ahead of actual installation of the LIS - that includes Construction of Buildings, LAN, WAN Connectivity etc.. Information, Education and Communication campaigns to support the LIS development and implementation - should be carried throughout the development and implementation process 21 DeSILISoR: LESSONS LEARNT All project components which are necessary for the design development and implementation of the LIS should be handled simultaneously Training and Capacity building should start as soon as the equipment installation is done for usability and sustainability Wider involvement of stakeholders to ensure the early buy-in and ownership of the System 22

Conclusions The LIS in the pilot offices is up and running and we have reached the point of non return Targets for 2014: 45,000 Transactions registered Target for revenue generation 15 million dollars Progressively Roll-out to 7 next offices The ongoing data quality improvement process will dramatically improve the confidence in the land administration in Uganda and improve quality of the data and security of land transactions. 29
