Swiecki, Zoning Administrator For the Meeting of 11/16/2015 FROM: Julia Capasso, Associate Planner SUBJECT: 185 Valley Drive; Sign Review SR-7-15; Sign review for new 40 sq ft directional wall sign facing Park Lane and face changes to an existing 21 sq ft monument sign located on the property s frontage along Valley Drive for new tenant Alta Motors; Marc Fenigstein, applicant; DCT Valley Drive CA LP, owner; APN 005-201-140 Request: The applicant requests sign review approval for face changes to an existing 21 sq ft monument sign located on the property s Valley Drive frontage, and for a new 40 sq ft directional wall sign on the west façade of the existing warehouse building facing Park Lane for new tenant Alta Motors. The two signs would total 61 sq ft, requiring a public hearing by the Zoning Administrator as the total sign area exceeds 50 sq ft. Recommendation: Conditionally approve Sign Review SR-7-15 as described in this agenda report and the attachments, including the findings and conditions of approval. Environmental Determination: New signs are categorically exempt from the provisions of the California Environmental Quality Act, per Section 15311 of the State CEQA Guidelines. The exceptions to this categorical exemption referenced in Section 15300.2 do not apply. Staff Analysis: In order to approve a Sign Review application, the Zoning Administrator must be able to make three findings contained in Brisbane Municipal Code Section 17.36.060.D, as follows: 1. It must be found that the signs conform to the requirements of Table 17.36.020 and Figure 17.36.020A, unless specifically exempted by Chapter 17.36. The subject property is a corner lot with a 205 ft primary frontage on Park Lane and a 201 ft secondary frontage on Valley Drive. Per BMC Chapter 17.36, primary frontage" means the property line of a lot abutting a public or private street and providing the principal means of access to the lot or occupancy thereof. In this case, principal means of access to the property is provided by the driveway on Park Lane. The maximum signage area permitted for the property is 100 sq ft, per Table BMC 17.36.020, with a maximum of 50 sq ft of sign area allowed for the secondary frontage on Valley Drive. Existing signage on the property consists of a non-illuminated, 21 sq ft monument sign located in the property s secondary frontage along Valley Drive. The applicant s proposal would comply with the requirements of Table BMC 17.36.020 and Figure BMC 17.36.020A, in that the face changes to an existing 21 sq ft monument sign located on the property s secondary frontage, and new 40 sq ft painted directional wall sign facing the property s primary frontage would not exceed the 100 sq ft sign area maximum allowed for this site.

2. It must be found that the signs comply with all applicable City ordinances. Including the recommended conditions of approval, the proposal will comply with all applicable City ordinances. 3. It must be found that the signs do not conflict with the building scale, colors, materials, architectural details and styles found in the specific neighborhood or area of the City in which the sign is proposed to be located. The subject property is located in the Crocker Industrial Park, bordered by warehouse and offices buildings at 165 Valley Drive to the east, the City s dog park and 120 Park Lane to the south, Park Lane to the west, and Valley Drive to the north. The existing monument sign design is consistent with the prevailing style of monument signs throughout Crocker Park, with the property address located at the top of the sign, tenant logo or tenant directory in the main body of the sign, and a solid color base. The face changes to the monument sign are limited to the main body of the sign, consisting of a bright yellow background (painted Pantone 1235C) with the company s logo, Alta Motors, painted in white (see applicant s plans, attached). As detailed in the applicant s plans and diagrams, the new directional wall sign would be painted on the west façade of the existing warehouse building facing the property s main entrance on Park Lane. At its widest, the wall sign would be 112.6 (9.38 ft), and 50.7 (4.23 ft) at its tallest, for a total sign area of approximately 40 sq ft. The directional arrows would be painted the same yellow Pantone 1235C used for the monument sign with white text, a consistent design element that ties the two signs together. The warehouse wall is set back approximately 50 feet from Park Lane. Due to the significant setback from the street and the proposed sign dimensions, the proposed wall sign would contrast attractively from the neutral background of the existing building without overwhelming the façade. Considering these site-specific conditions in relation to the proposed sign design, in addition to Condition of Approval B which requires the signs to be non-illuminated, the applicant s proposal would comply with this finding. DRAFT Sign Review SR-7-15 185 Valley Drive Action Taken: Conditional approval of Sign Review Permit SR-7-15 per the agenda report for the Zoning Administrator hearing of November 9, 2015, subject to the following findings and conditions of approval. Findings: 1. The proposed signage conforms to the requirements of Brisbane Municipal Code (BMC) Table 17.36.020 and Figure 17.36.020A, in that the proposal is for face changes to an existing non-illuminated monument sign 21 sq ft in area and a new non-illuminated wall sign of 40 sq ft in area, for a total of 61 sq ft of signage on a site where a maximum of 100 sq ft of sign area is permitted. 2. The proposed signage, with the conditions of approval, will comply with all applicable City ordinances. 3. The proposed signage will not conflict with the building scale, colors, materials, architectural details and styles found in the Crocker Industrial Park in which the sign is proposed to be located, which generally features monument signs of similar size and similar placement of address and tenant logos. The directional wall sign would be painted the same yellow Pantone 1235C used for the monument sign background with white text, tying property s two sign elements together. As a result of the wall s generous setback from the Park Lane roadway and the proposed sign dimensions, the wall sign would contrast attractively from the neutral background of the existing building without overwhelming the façade. Conditions of Approval: A. The signs will be installed to the size, design, and paint colors as indicated in the applicant s submittal (attached with the agenda report). The wall sign shall be no more than 50.7 inches high and 112.6 inches wide, as detailed in the application. B. The signs shall not be illuminated. C. The signs shall be maintained per Brisbane Municipal Code Section 17.36.030.F.4. D. Minor modifications may be approved by the Planning Director in conformance with all requirements of the Municipal Code. E. This Sign Review approval shall expire one year from the date of approval if the signs have not been installed by that date.
