Town of Douglas New Sidewalk Construction Plan 1.0 Purpose Section IX of the Douglas Master Plan deals with traffic circulation within the Town of Douglas. While this section primarily focuses on the road network within the Town, it also briefly discusses the lack of a sidewalk plan. It points out the fact that as part of new subdivision projects, the Planning Board requires sidewalks to be constructed. However, these isolated subdivisions do not achieve a network of sidewalks and present no interconnectivity to points of interest with in the Town such as schools, parks, trails, playgrounds, etc. The purpose of this item is to develop a guideline and prioritize sidewalks that achieve these goals. This plan does not deal with ongoing maintenance of the existing sidewalks which needs to be considered separately and independently of this document. 2.0 Methodology The members of the Safety Committee were individually interviewed to generate a consensus of what the priorities were within the Town to achieve the goals identified in the purpose above. The Safety Committee members who contributed included the Police Chief, the Fire Chief, the Highway Superintendent and the Town Engineer. Each individual created a list of what they personally considered to be the priority locations within the Town with their first item being the highest priority and each subsequent item being the next priority. These individualized priorities are included as Attachment A hereto. This table was color coded to easily identify areas of commonality between the various sites and each members priority list. The white coded areas have no commonality between the individual members. As one can see after review of the table, many of the priority areas are ranked similarly among the members of the Safety Committee. This provides a fair representation that these areas should be considered first and foremost within the Town to create sidewalks. These commonalities were used to develop the Table in Attachment B. This Table lists and prioritizes nine common priority areas among the Safety Committee Members. The list in Attachment B also incorporates approximate length of sidewalks and an approximate base cost for the sidewalk construction using 2002 Weighted Average Bid Prices from MassHighway Department. Please note that the prices do not reflect blasting, grading, utility encumbrances, obstructions, land takings, easments, and other atypical site specific issues. In other words, this cost is the minimum expense and is likely to increase for each segment of sidewalk. More refined costs should be developed after the design of the sidewalk is completed. A unit price of $16.91 per foot was used for 5' wide sidewalks and 8" of gravel using MassHighway Unit Bid Prices. Sidewalk Plan.doc Page 1 of 2 January 5, 2005

3.0 Conclusions / Recommendations / Implementation The list in Attachment B totals approximately 31,100 linear feet of sidewalk that should be implemented over a period of time. The period of time that is selected is a factor of cost versus benefit. Accordingly, Attachment C presents a summary of the overall project cost using three different implementation schedules: a 13 year schedule, a 20 year schedule, and a 30 year schedule. Based upon the three scenarios, it seems that the 30-year schedule seems to be most cost-effective while the 13-year schedule seems a bit aggressive. Based upon the information provided by the Safety Committee, and the costs presented herein, implementation of the 30-year sidewalk construction plan schedule seems to be most reasonable. The 30-year plan allows for each section of sidewalk to be constructed over a several year period of time making the implementation more reasonable from a cost perspective.
