Whitney Bailey Cox & Magnani, LLC President s Message First of all, I want to give a big shout out to Spring! Thank you for showing up! Your arrival has never been more welcome (at least by me)! Hopefully we are over the cold weather hump and we can get on with the warmer, sunnier weather that I am sure you are all craving at this point. I know my golf clubs were starting to wonder if they were ever going to make it out of my basement! Thank You Acting Secretary Richards: I would like to first thank Acting Secretary Leslie Richards for taking time out of her busy schedule to stop in and talk with us at our lunch meeting on March 6th! For those that could not attend, her message focused around delivering Act 89 and continuing the push for funding at the Federal level. If she wouldn t have mentioned it, I don t think anyone would have picked up on the fact that she is only six weeks into the position. At the end of her speech, she stated that she looked forward to future speaking engagements with ASHE and we look forward to having her back! Speaking of Federal funding, the Legislative Committee of our National Board has started a campaign to raise awareness of the need for long-term transportation funding now. The program is aptly named Funding. Fix It Now!. The campaign has two initiatives to start. The first is a window decal that can be ordered for distribution from the following site: www.ashestore.cathyrossner.com/product/449295/. The second is a presentation template that is loaded with relevant and timely data that can be used by any of you to advance the message for an improved highway funding solution. This presentation is available for download from the ASHE National website at www. ashe.pro/downloads.html. If time permits, we will be showing this presentation at our upcoming PennDOT District 8-0/PTC/ASHE Joint Conference on April 10th. STIC Update The State Transportation Innovation Council held their first quarterly meeting of 2015 on March 11 at the PSATS Building in Enola, PA. The STIC is still going strong with several innovations moving forward to implementation. To date, 66 initiatives have been developed by the Technical Advisory Groups (TAGs) with 37 advancing to the White Paper Development stage. The STIC has developed a Communication Plan for 2015 that contains three goals: 1.) Advance innovation deployment in the focus areas of pavement quality and efficiencies, arterial management and project delivery. 2.) Improve and expand technology transfer activities through Innovation Day Workshops, presentations to industry professionals and the introduction of the Pennsylvania Consortium of Transportation Universities (PaCTU) to promote collaboration with research institutions. 3.) Establish performance goals, track implementation and recognize successes. Multiple specific action items have been developed for each goal that will guide the STIC s progress this year. The STIC will be very visible around the state this year with a full slate of events already scheduled. For more information about three particular innovations (Safety Edge, GRS Bridges and Warm Mix Asphalt) that have been deployed into actual projects around the state, please take some time and check out the STIC Webviewer at www.moderndot.pa.gov. Also, as I have mentioned in previous messages, if you think that you would be interested in getting involved with one of the TAGs, please don t hesitate to contact me and I will get you in touch with the appropriate people. A list of the TAGs and their facilitators can also be found at the above website. In addition to this list, two new TAGs (Structures and Facilities) have just begun and already have their first initiatives under way.
