No. 5 SUBJECT: Temporary Closure of the Cul-de-Sac Walkway at Edith Street northeasterly of Manning Avenue. - Council File No. 15-1177 RECOMMENDATIONS: A. B. C. D. That the walkway as shown on the attached sketch, subject to the conditions contained herein, be temporarily closed pursuant to State Vehicle Code Section 21101.4 for a period of eighteen (18) months upon Council approval. That the City Council find that this is categorically exempt under Article III, Class 5, of the Los Angeles City Guidelines for the implementation of the California Environmental Quality Act of 1970. That the City Council adopt the accompanying Resolution signed by the City Attorney. That the City Council adopt the following findings: 1. There is substantial evidence of serious and continual criminal activities in the walkway recommended for temporary closure. 2. 3. The temporary closure of the walkway will reduce the criminal activity in the area. The walkway does not provide necessary vehicular or pedestrian access to adjacent properties but affected property owners have agreed to the temporary closure.

The closure will not substantially adversely affect traffic flow, safety on adjacent streets or in the surrounding neighborhoods, the operation of emergency vehicles, the performance of municipal or public utility services, in the walkway proposed to be temporarily closed. 5. 6. Vehicular and pedestrian traffic on the walkway contributes to the criminal activities. The walkway has not been designated as a through highway or arterial street. E. Maintenance of the public easement by City forces will be eliminated.

Motions from Council District No. 5, dated November 10, 2015 and August 2, 2016. 4. Letter from the Police Department, received July 6, 2016. 5. Draft of Resolution for Temporary Walkway closure. CONDITIONS: 1. 2. 3. That any gates to be installed to effectuate a physical closure of the walkway area together with the gate locations be approved by the Fire Department, the Department of Water and Power, the Department of Transportation and the Bureau of Sanitation s Wastewater Collection Systems Division and be done under B Permit issued by the City Engineer and be installed at no cost to the City. That the keys to any gates to be installed be provided to all affected City Departments and Public Utility Companies. That the routine clean-up of the closed area be provided by the adjoining property owners/residents. 4. That the closed area be physically closed within 6 months of Council approval of the temporary closure or the approval be rescinded. 5. That the petitioners agree to remove the gates/fences upon termination of the allowed closure period at no cost to the City. DISCUSSION: On November 10, 2015, under Council File No. 15-1177 a motion from Council District No. 5 was adopted by the City Council directing the City Engineer to initiate proceedings to close the walkways located along Manning Avenue leading to cul-de-sacs at Edith Street and Philo Street and similarly situated cul-de-sacs in the area. This motion was later amended with a motion under same Council File No. 15-1177 on August 2, 2016, that deleted the following language, and Philo Street and similarly situated cul-de-sacs in the area.

Public Works Committee -6- C. D. No. 5 Within the initial motion there were safety concerns noted such as home burglaries, items stolen from vehicles and vandalism. Commanding Officer, Tina M. Nieto, Captain of Los Angeles Police Department in a letter received July 6, 2016 stated The purpose of this correspondence is to request that a criminal closure be installed at the cul-de-sac at the end of Edith Street at the intersection of Manning Avenue. The Los Angeles Police Department West Los Angeles Community Police Station has received numerous complaints regarding theft, acts of vandalism, and destruction of property. Responses from the initial motion were three letters received from the owners along the Edith Street walkway who were in support of the walkway closure. Conclusion: The temporary closure of the Cul-de-Sac Walkway at Edith Street northeasterly of Manning Avenue is feasible subject to the conditions of this report.
