Dempsay Single Family Dwelling, 2. 07BAR-00000-00313 Agricultural Barn, Porch, Garage Santa Ynez 07LUP-00000-00810 (Tammy Weber, Planner) Jurisdiction: Scenic Highway Request of Moniot Design, Inc., agent for the owner, Linda Dempsay, to consider Case No. 07BAR-00000-00313 for preliminary/final approval of a single family dwelling of approximately 1,248 square feet, agricultural barn of approximately 2,400 square feet, porch of approximately 192 square feet, and a detached garage of approximately 570 square feet. The following structure currently exists on the parcel: horse cover barn of approximately 1,590 square feet. The proposed project will require approximately 1,000 cubic yards of cut and fill. The following comments were made: Site plan is much more comfortable and landscape plan helps too. CBAR recommends that the existing barn be re-painted to match proposed barn. The following comments were made: CBAR suggest tile vents to be used for roof vents. 4. 08BAR-00000-00042 Santa Ynez Indians Gas Station Santa Ynez (Brain A. Tetley, Planner) Jurisdiction: Commercial Zone (CH) Request of Greg Pensa & Sam Cohen, agents for the owners, Santa Ynez Band of Chumash, to consider Case No. 08BAR-00000-00042 for conceptual review of a gas station with convenience store of approximately 1,650 square feet for convenience store and 4,365 square feet for canopy. No structures currently exist on the parcel. The proposed project will not require grading. The property is a 1.1 acre parcel zoned Commercial Highway and shown as Assessor s Parcel Number 143-254-001 and 143-254-003, located at 990 Edison Street in the Santa Ynez area, Third District. Project received conceptual review only. Clough and Erickson-Lohnas, and Brown absent. No action taken. Applicant may submit for further conceptual review. The following comments were made: Scale of building and architectural elements should be reduced to create a more pedestrian orientation. Drawings (example: elevations) must be revised to reflect topographic setting. Architecture should incorporate elements from the casino, but should be designed primarily to reflect scale and western architecture as seen in other parts of Santa Ynez. Wood trellises on the sides of the building are not in scale with the building and should be more substantial and predominant. Site sections showing buildings, topography and abutting roadways is necessary. CBAR encourages leaving a berm along HWY 246. CBAR recommends applicant check with appropriate agencies regarding the set back from the creek. PUBLIC COMMENT:

The following structures currently exist on the parcel: single family dwelling of approximately 3,572 square feet and an agricultural storage building of approximately 765 square feet. The proposed project would require less than 50 cubic yards of grading. The property is a 20.03 acre parcel zoned AG-1-20 and shown as Assessor s Parcel Number 137-010-037, located at 1751 Ballard Canyon Road in the Solvang area, Third Supervisorial District. The following comment was made: BAR approved color/material board. Color/material board given back to applicant/agent. 6. 08BAR-00000-00024 Scoggin/Sundheim Tier II Winery And RAU Buellton 08CUP-00000-00004 (Tammy Weber, Planner) Jurisdiction: Ridgeline - Rural 08DVP-00000-00003 Request of JoAnn Scoqquin and John Sundheim agents/owners, to consider Case No. 08BAR- 00000-00024 for conceptual review of a RAU of approximately 3,000 square feet and Winery of approximately 20,000 square feet. The following structures currently exist on the parcel: a residence of approximately 4,090 square feet with a garage of 500 square feet, a barn of approximately 1,900 square feet, 2 employee houses of approximately 1,950 square feet and 760 square feet, and a storage shed of approximately 1,900 square feet. The proposed project will require approximately 639 cubic yards of cut and fill for the RAU, and approximately 1,850 cubic yards of cut and fill for the Winery. The property is a 134 acre parcel zoned AG-II-100 and shown as Assessor s Parcel Number 083-160-014, located at 7020 Santa Rosa Road in the Buellton area, Third Supervisorial District. Project received conceptual review only (Brady recused). Clough and Erickson-Lohnas, and Brown absent. No action taken. Applicant may submit for further conceptual review. The following comments were made: Concepts are good in terms of energy efficiency, but no architectural concepts have been developed and presented. A professional architect is needed to develop site plan relationship with the road and start to develop architectural concepts. The building site is very close to the road; architecture and landscaping will be very important.

The proposed project will require approximately 990 cubic yards of cut and approximately 1,955 cubic yards of fill. The property is a 32.84 acre parcel zoned AGI and shown as Assessor s Parcel Number 099-640-010, located at 2201 US Highway 101 in the Buellton area, Third Supervisorial District. (Continued from 11/16/07, 12/07/07, and 01/04/08) Project received further conceptual review only. Clough and Erickson-Lohnas, and Brown absent. No action taken. Applicant may submit for preliminary review after the Planning Commission reviews. The following comment was made: CBAR COMMENT: Plant poplars for initial screening but also plant oaks and sycamores for long term screening along 101. There being no further business to come before the Central Board of Architectural Review, Board Member Jones moved, seconded by Brady and carried by a vote of 4 to 0 (Clough, Erickson-Lohnas, and Brown absent) to adjourn the meeting until 9:00 A.M. on Friday March 28, 2008 in the Solvang Municipal Court, Solvang, CA 93463.
