Formica at 4 p.m., Standard Time, on the above-mentioned date, in the Stillwater Building located at 201 Shore Road, Northfield, NJ. Statement of Open Public Meeting Compliance: Pursuant to the Open Public Meetings Act, Chairman Formica announced that adequate notice of this meeting, as required by said Act, has been published in The Press of Atlantic City, and mailed to The Current, The Daily Journal, The Hammonton Gazette and The Hammonton News; posted on the bulletin boards at 1333 Atlantic Avenue, Atlantic City, the Stillwater Building, 201 Shore Road, Northfield and the County Clerk s Office in Mays Landing. The prayer was led by Freeholder Kern, followed by the flag salute led by Chairman Formica. The following roll call was recorded: PRESENT: Bertino, Carman, Coursey, Dase, Gatto, Kern, Marino, Risley and Formica. ABSENT: None. A quorum was present. MINUTES OF MEETING March 21, 2017 Freeholder Coursey moved and Freeholder Gatto seconded a motion to adopt and dispense with the reading of the March 21, 2017 minutes. AYES: Carman, Coursey, Dase, Gatto, Kern, Marino, Risley and Formica. NAYS: None. ABSTAINED: Bertino. MOTION TO COMBINE AND ADOPT RESOLUTION NOS. 153 AND 154 RESOLUTION NO. 153 Grant application for the replacement of Bungalow Park Bridge (EH-29) in Egg Harbor City RESOLUTION NO. 154 Grant application for the replacement of Cotton Mill Bridge in the Township of Hamilton Freeholder Gatto moved and Freeholder Coursey seconded a motion to combine and adopt Resolution Nos. 153 and 154. Grant application and execution of a grant contract with the New Jersey Department of Transportation for the replacement of Bungalow Park Bridge (EH-29) in Egg Harbor City in the amount of $1,000,000.00. Grant application and execution of a grant contract with the New Jersey Department of Transportation for the replacement of Cotton Mill Bridge in the Township of Hamilton in the amount of $3,912,963.47.
RESOLUTION NO. 155 Grant acceptance for the Special Child Health Services Program Case Management and the RESOLUTION NO. 156 Grant application for the Special Child Health Services Program Case Management and the Freeholder Bertino moved and Freeholder Gatto seconded a motion to authorize an acceptance of additional grant funding from the New Jersey Department of Health, Division of Family Health Services for the Special Child Health Services Program Case Management and the in an amount of $1,500.00, for an amended grant agreement not to exceed $119,695.00. Freeholder Kern moved and Freeholder Gatto seconded a motion to submit a grant application to the New Jersey Department of Health, Division of Family Health Services for the Special Child Health Services Program Case Management and the for funding in an amount not to exceed $98,298.00. This grant is subjected to a $17,529.00 cash match from the County for a total program amount not to exceed $115,827.00 for the period commencing July 1, 2017 and ending June 30, 2018. RESOLUTION NO. 157 Professional Services Agreement for the provision of post offer preemployment physicals and associated diagnostic testing Freeholder Gatto moved and Freeholder Risley seconded a motion to authorize a professional services contract with AtlantiCare Physician Group, PA, for the provision of post offer pre-employment physicals and associated diagnostic testing, as needed, to certain prospective employees for various designated positions for amount not to exceed $36,355.00 for a period commencing April 1, 2017 and ending March 31, 2018. RESOLUTION NO. 158 Contract for the planning and submission of a Continuum of Care grant application Freeholder Kern moved and Freeholder Gatto seconded a motion to authorize A contract with Monarch Housing Associates for the planning and submission of a Continuum of Care grant application in an amount not to exceed $10,000.00, for the period commencing October 4, 2016 and terminating October 3, 2017. RESOLUTION NO. 159 Intergovernmental service agreement to provide landscaping and related grounds keeping services to the County owned Oscar McClinton Waterfront Park Freeholder Risley moved and Freeholder Dase seconded a motion to authorize a first amendment to the intergovernmental service agreement with the Casino Reinvestment Development Authority (CRDA) to provide landscaping and related grounds keeping services to the County owned Oscar McClinton Waterfront Park for the annual fee of $20,244.00 and extend the term to December 31, 2017.
RESOLUTION NO. 160 Intergovernmental services agreement for summer concerts series Freeholder Bertino moved and Freeholder Marino seconded a motion to authorize an intergovernmental services agreement with the Borough of Buena for summer concerts series for an amount not to exceed $2,000.00 for the term commencing June 1, 2017 and terminating September 30, 2017. RESOLUTION NO. 161 Resolution to establish a pool and enter into professional services contracts with vendors for the provision of youth shelter beds RESOLUTION NO. 162 Amended agreement for the provision of Special Child Health Services Case Management and RESOLUTION NO. 163 Intergovernmental agreement for the provision of Special Child Health Services Case Management and RESOLUTION NO. 164 Contracts with various vendors for the provision of perishable food items Freeholder Coursey moved and Freeholder Gatto seconded a motion to authorize a resolution to establish a pool and enter into professional services contracts with vendors for the provision of youth shelter beds for a total aggregate amount for all contracts under this pool shall not exceed $160,000.00 for the term commencing May 1, 2017 and terminating April 30, 2018. Freeholder Bertino moved and Freeholder Carman seconded a motion to authorize an amended agreement with the Atlantic County Special Services School District for the provision of Special Child Health Services Case Management and Medical Home Pilot in an amount of $1,500.00 for an amended agreement not to exceed $119,695.00. Freeholder Coursey moved and Freeholder Gatto seconded a motion to enter into an intergovernmental agreement with the Atlantic County Special Services School District for the provision of Special Child Health Services Case Management and Medical Home Pilot for an amount not to exceed $115,827.00 for the grant period commencing July 1, 2017 and terminating June 30, 2018. Freeholder Bertino moved and Freeholder Gatto seconded a motion to authorize contracts with various vendors for the provision of perishable food items for an amount not to exceed $840,843.00. Mike Price, resident of Egg Harbor Township, asked who are the various vendors. County Administrator DelRosso responded. RESOLUTION NO. 165 Bid contract to furnish and deliver non-perishable food to the Department of Human Services Freeholder Gatto moved and Freeholder Bertino seconded a motion to authorize bid contracts with various vendors to furnish and deliver non-perishable food to the Department of Human Services for a total sum not to exceed $125,328.82 for a six month period commencing March 15, 2017 through September 30, 2017 to do the work and/or supply the materials as set forth in the contract.
RESOLUTION NO. 166 Resolution authorizing a partnership to assist in business attraction, retention and marketing efforts throughout Atlantic County Freeholder Risley moved and Freeholder Marino seconded a motion authorizing a resolution authorizing a partnership with the Atlantic County Economic Alliance to assist in business attraction, retention and marketing efforts throughout Atlantic County by making a $50,000.00 contribution. RESOLUTION NO. 167 Authorizing the sale of a County owned vehicle Freeholder Kern moved and Freeholder Gatto seconded a motion authorizing the sale of a County owned vehicle to the City of Pleasantville. RESOLUTION NO. 168 Authorizing a subordination, nondisturbance and attornment agreement MOTION TO TABLE RESOLUTION NO. 168 Freeholder Bertino moved and Freeholder Kern seconded a motion authorizing a subordination, non-disturbance and attornment agreement with B & B Parking and Ocean First Bank for the real property located at 133 North Carolina Avenue, Atlantic City. Freeholder Carman moved and Freeholder Gatto seconded a motion to table Resolution No. 168. The above-mentioned motion was tabled by the following roll call: MOTION TO COMBINE AND ADOPT RESOLUTION NOS. 169 TO 171 RESOLUTION NO. 169 Authorizing a roadway solicitation event in Cardiff RESOLUTION NO. 170 Authorizing a roadway solicitation event in Egg Harbor Township RESOLUTION NO. 171 Authorizing a roadway solicitation event in Egg Harbor City Freeholder Coursey moved and Freeholder Marino seconded a motion to combine and adopt Resolution Nos. 169 to 171. Authorizing consent for a roadway solicitation event by Cardiff Volunteer Fire Company at the intersection of West Jersey and English Creek Road (CR 575) in Cardiff on Saturday, June 3, 2017. Authorizing consent for a roadway solicitation event by Law Enforcement United, Inc., at the intersection of Fire Road (CR 651) and Mill Road (CR 662) in Egg Harbor Township on Saturday, April 29, 2017, and a second roadway solicitation event on Sunday, April 30, 2017. Authorizing consent for a roadway solicitation event by Egg Harbor City Fire Department Ladies Auxiliary on the 100 Block of Philadelphia Avenue (CR 563) on Friday, April 21, 2017.
REPORTS OF SPECIAL COMMITTEES OF THE BOARD Freeholder Kern reported that she attended the Disability Advisory Board Meeting and provided the following announcements: April is Autism Month, Artemis Center for Independent Living Open House on April 11 th from 3:00 to 6:00 p.m., Abilities Expo in Edison, NJ on April 11 th from 3:00 to 6:00 p.m., Dare to Dream at Stockton University on May 15 th, Aging Successfully Festival on May 18 th 9:00 a.m. to 3:00 p.m. at Stockton University, O Donnell 100 th Ceremony on May 30 th and Wildwood Crest-Surf Life Rolls On on June 18 th. Freeholder Gatto reported that she, along with Freeholders Formica and Coursey, attended the Atlantic Cape Community College Board of School Estimates Meeting. The Board approved the budget. It was mentioned that the enrollment is down. Based on the decreased enrollment Freeholder Gatto requested everyone market the Community College. UNFINISHED BUSINESS There was no unfinished business. NEW BUSINESS Freeholder Carman reported he was approached by several area business owners in the automotive, trucking, repair and autobody community expressing their concerns regarding the automotive program at Vo-tech. Freeholder Carman requested an Education and Schools Committee meeting. Freeholder Gatto stated that she too heard questions/concerns regarding vocational offerings being limited. Also, great concern, especially of Greater Egg Harbor Regional School District is experiencing a large tuition increase from ACIA. Freeholder Marino stated that he and Freeholder Risley addressed that issue with Dr. Guenther during the ACIT Board of School Estimates Meeting. There seems to be bickering between the Greater Egg Harbor Regional School District and ACIT. There are a lot of school districts that are not happy with ACIT because students are selecting to attend ACIT. A discussion ensued between Chairman Formica and Freeholder Gatto regarding the ACIT and Greater Egg Harbor Regional School District. Freeholder Risley conveyed that Dr. Guenther expressed during the Board of School Estimate Meeting that there are plans to expand the ACIT. WRITTEN COMMUNICATIONS AND PETITIONS PUBLIC COMMENTS Written communications were received by this office for the period of March 29, 2017 through April 11, 2017. Chairman Formica opened the meeting to the public at 4:51 p.m. Dominico Leonetti, resident of Northfield, presented written comments (See Attached) regarding cargo jets for the Freeholders review. Anna Strange, resident of Egg Harbor Township, stated that she watched the last Freeholder Meeting on television and questioned the resolution authorizing security in the amount of $142,000.00. Ms. Strange voiced other concerns. Chairman Formica responded to the security cost inquiry.
Kathy Kelsey, Atlantic County Animal Shelter Manager and resident of Linwood and Galloway Township, stated the reason a security guard is present at the Animal Shelter is to provide security. Ms. Kelsey read a threatening email from Colleen Freida Wanka. She also provided an update to the Board of activities at the Animal Shelter. Eileen Tolland, resident of Northfield, asked if she could have a copy of Mr. Leonetti s written comments. Mike Price, resident of Egg Harbor Township, also asked for a copy of Mr. Leonetti s written comments. There being no further comments, Chairman Formica closed the public portion at 5:09 p.m. GOOD OF THE ORDER ADJOURNMENT There were no comments for the good of the order. Chairman Formica entertained a motion to adjourn the meeting. Freeholder Coursey moved and Freeholder Gatto seconded a motion to adjourn the Freeholder meeting. The motion was unanimously passed.
