First read above orders were issued reiterating about the user charges which are being levied in the shape of license fee, examination fee, audit fee, corporation fee, fee for technical advise and providing infrastructure facilities etc., and requested the departments to workout in detail the services for which would like to levy user charges, rates of such levies and proposed improvement in the delivery of services. It was also requested to work out cost of modernization and computerization etc,. required to enable them to provide more user friendly and efficient services for which people would be required to pay more i.e., the concept of collection and utilization of user charges has been introduced to improve resources mobilization on all fronts. 2. In the G.O 3 rd read above the procedure laid down in the process of collection and utilization of user charges. Taking into consideration of certain suggestions made by the Accountant General the procedure laid down in the process of collection and utilization of user charges has been modified and others issued in G.O 4 th read above. 3. The Director of Survey, Settlements and land records in his letter dated 26.10.2002 has stated that the department is collecting the fee for the services rendered to the public as well as Government/ Private institutions and other Government departmental organizations as indicated in the Annexure-I, and requested the Government to enhance the user charges as shown in the column 6 of the Annexure-I. 4. The commissioner of survey settlements and Land Records, A.P.Hyderabad requested to permit to spent user charges collected by the department, as per requirement for the items as in Annesure-II

Government after careful examination hereby permit the Commissioner and Director of Survey, settlements and Land Records, A.P., Hyderabad to Collect the enhanced user charges with immediate effect as shown in column.6 of the Annexure I, No user charges be levied on sale maps/books/registers/ manuals. The user charges so collected shall be credited to the head 0506 Land Reforms 800 other Receipts (SH) 77 user charges 001 Other receipts. 6. Government also permit the commissioner of Survey settlements and Land Records, A.P. Hyderabad to spent the user charges collected by the department as per the requirement as shown in Annexure-II, by debiting the expenditure of following head of account M.H 2020 Land -800 other expenditure, S.H. (77) user charges 500 other charges 503 other expenditure. 7. This order issue with the concurrence of finance Deparment vide their U.O.No. 8498/312/A1/Exp. Hyderabad and suggested new detailed heads for recording expenditure and receipts relating to User charges as 800- User charges both under expenditure and receipts. The AG (A&E) has also suggested that different nature of receipts and expenditure can be classified under the detailed head 800-User charges as sub-detailed head for enabling to have a clear cut differentiation of User charges and Non-under charges expenditure and would not compromise transparency at a higher stage in the accounting classification. Government after careful consideration hereby decided to adopt 800- User charges for recording receipts and expenditure under User Charges in the Government Accounts instead of omnibus sub-head SH (77) User Charges. The new detailed head 800 User charges is to be adopted under respective major, minor and sub-heads of account of the Departments concerned for whom the collection and utilization of User Charges have been ordered. As per the nature of expenditure to be met out of User charges, the corresponding detailed head prescribed in the Government Accounts shall be adopted as sub-detailed head under the new detailed head 800- User charges as follows. 1. 800-801 User Charges Other expenditure 2. 800-802 User Charges Transport Facility
