Planning Objectives: Single public access point Improved security and sight lines to the main entry. Accessible restrooms on the fi rst fl oor. Council Chamber is designed to be a fl exible and functional space without obstructions Appropriate space utilization Development related City services are all located at City Hall creating a single location providing a one-stop shop customer service experience and increased staff Review spatial requirements to accommodate the long-term needs of the City Staffi ng / Operational Effi ciency Option A Remodel existing City Hall building without adding on to the existing building Option B Remodel existing City Hall building with addition to second level Consolidate to a single public entrance on Holmes Street Option C Build a new City Hall building adjacent to the Police Station Option D Build a new City Hall building at the existing City Hall site City of Shakopee, M 1

City Hall - Option A Improves security; eliminates issue of public being able to access the basement level undetected from the street entry. Provides main fl oor public restrooms. Lower level incorporates locker rooms, IT training room and larger break room. Plan - Level 2 IT workspace is located in lower level; space lacks access to daylight. Finance is split into two areas with a portion on level one and level two. Engineering Department is not located within City Hall building creating staff ineffi ciencies and possible negative customer service perspective Public entry is at public parking lot, no public access will be available from Holmes Street. Location lacks integration with Public Works and Police Department creating staff ineffi ciencies. Remodel requires phased construction. Limited parking available and lack of dedicated City Hall parking. Estimated Construction Cost $3,000,000 Estimated Asbestos Abatement $80,000 Site Work $100,000 Construction & Design Contingency $600,000 Total Estimated Construction Cost $3,780,000 Plan - Level 1 Moving Cost: $50,000 Temporary Leased Space (10 months) $200,000 A/E Fees, FF&E, Reviews, Printing, Etc. $800,000 Total Estimated Project Cost $4,830,000 Plan - Basement City of Shakopee, M 2

City Hall - Option B Improves security; eliminates issue of public being able to access the basement level undetected from the street entry. Provides main fl oor public restrooms. Lower level incorporates locker rooms, IT training room and larger break room. All departments are allocated space to meet their future program needs. Meeting rooms are provided on the fi rst and second fl oor Plan - Level 2 An addition is required on the second fl oor to meet programmed space needs. The roof will need to be removed in this area of the building to accommodate structural modifi cations for the addition. Building will need to be vacated for construction. Alternate workspace would need to be identifi ed for the City Hall staff during construction. Location lacks integration with Public Works and Police Department creating staff ineffi ciencies. Limited parking available and lack of dedicated City Hall parking on site. Estimated Construction Cost $4,900,000 Estimated Asbestos Abatement $80,000 Site Work $120,000 Construction & Design Contingency $700,000 Total Estimated Construction Cost $5,800,000 Plan - Level 1 Moving Cost: $50,000 Temporary Leased Space (10 months) $200,000 A/E Fees, FF&E, Reviews, Printing, Etc. $900,000 Total Estimated Project Cost $6,950,000 Plan - Basement City of Shakopee, M 3

City Hall - Option C Future Expansion Existing Police Station Proposed City Hall (11,400 sf per Level, 2-Levels) Locates all city functions on a single site/ campus (City Hall, Police, Public Works) creating a one-stop shop for all city services. Integrating all services at one location benefi ts customer service and staff ew construction will allow for building to be designed for optimum function and Proposed site allows for future expansion opportunities. Current City Hall building can remain fully functional until new facility is complete, eliminating the need for temporary staff space. Conceptual Site Plan Lack of city presence in downtown core. Undetermined use for vacated City Hall building in downtown. Estimated Construction Cost $5,600,000 Site Work $300,000 Construction & Design Contingency $500,000 Total Estimated Construction Cost $6,400,000 A/E Fees, FF&E, Reviews, Printing, Etc. $900,000 Total Estimated Project Cost $7,300,000 City of Shakopee, M 4

City Hall - Option D Continues City Hall presence in downtown core. Utilizes City Hall site All departments are allocated space to meet their future growth program needs. Locates Engineering back with Planning and Building Inspections, improving on the one-stop shop concept ew construction will allow for building to be designed for optimum function and Public Parking Plaza Proposed City Hall (11,400 sf per Level, 2-Levels) Staff Parking Building will need to be vacated for demolition and construction. Alternate workspace would be need to be identifi ed for the City Hall staff during construction. Due to the site size, lack of City Hall parking will remain an issue. Existing site does not provide for future expansion. Conceptual Site Plan Estimated Construction Cost $6,000,000 Building Demolition $150,000 Site Work $250,000 Construction & Design Contingency $600,000 Total Estimated Construction Cost $7,000,000 Moving Cost $50,000 Temporary Leased Space (10 months) $230,000 A/E Fees, FF&E, Reviews, Printing, Etc. $950,000 Total Estimated Project Cost $8,230,000 City of Shakopee, M 5
