Empowering Community Saving Groups This program was developed by West Java Local Government. GEMPITA (Gerakan Menabung Penghuni Apartemen Transit/Rusunawa) is a community saving program for people living in a transit apartment that enables them to have savings account for down payment. BACKGROUND Partnership between Local Government, Bank, Developer, Apindo, Perumnas Public housing for low-income households, temporary solution. Expectation: households can move out after 3 years Reality: After 3 years, households move out of public housing but back to slums.
