Staff Report The following easements have been verbally approved by the current property owners. Currently the City has a six-inch steel water main that extends from Church Lake Road to Mountain View Drive. The water main exists on property that does not have an easement to and to complicate matters, structures have been built over the water main. The Public Works Depmtment has recognized this six-inch line as a flow inhibitor and a potential problem to upgrade because of the lack of easement. To ameliorate this situation the Public Works Department is proposing an alternative route that would be free from future structures and allow for future water flow issues. The attached exhibit will secure an easement and allow the City to upgrade the current six-inch connection with an 8-inch line. As compensation for the easement, the Public Works Department is proposing an npgrade of the homeowner's access from gravel to pavement. To disconrage through traffic from using this private access as a sh01t cut from Church Lake Road to Mountain View Drive the City will install speed bumps on the access driveway. Construction of this project will be proposed in the contract to install the signal at Locust and Old Sumner-Buckley Highway.
