A P P R A I S E R S A P P R I S E R South Florida Chapter Editor: Carolyn Lynn Bodor, SRPA President s Message Carlos Gobel, SRA January 2017 South Florida Chapter It is truly an honor and privilege to serve as president of our beloved chapter for the 2017 calendar year. I ve come to admire all that the Appraisal Institute stands for and tremendously appreciate its goals and mission in furthering the interests of appraisers worldwide as well as those of the appraisal profession in general. I am greatly thankful for the many opportunities the Institute has afforded me personally not only in enhancing my education and knowledge as an appraiser, and in opening doors with regard to business relationships, but for also allowing me to humbly serve our members and give back to the profession that I ve come to love dearly. From my very first assignment nearly fifteen years ago, I have always looked at the profession as a career and not simply a job and I ve been extremely fortunate to have many great mentors along the way, most of whom have been designated members of the Institute. In my many travels for the Institute over the past several years, from LDACs to National Conventions and region meetings to leadership conferences, I ve interacted with countless colleagues and multiple chapters throughout the nation and can tell you, based on firsthand accounts and comparisons, that our chapter, its executive director, and our members are truly exceptional. Our educational programming and administrative organization are second to none and a testament to the tireless work, effort, and dedication of Debbie McClave and Claudia Vance, MAI, and our entire Board of Directors. We are all in very good and capable hands, and have been for a long time. My goals for 2017 are easily stated but not so easily achieved. Simply put, I d like to increase our member roll, improve attendance at chapter meetings and functions, and put on the back burner all of the doom-and-gloom talk I hear from appraisers all too often. There is strength in numbers and I expect us to continue to have one of the strongest chapters nationally and one of the loudest voices when it comes to matters of governance, legislation, and valuation expertise. I have way too much pride in our chapter, our organization, and our profession to simply watch them fade away. I ask for your help in attaining these goals by taking that initial step and attending our first chapter meeting of the year in January. For those who might not know me yet, I m a native Miamian, a graduate of Christopher Columbus High School, an alumnus of Florida International University (Finance and Real Estate) and the University of Florida (MBA), a member of Epiphany Catholic Church, and a lifelong Miami Dolphins fan. I was lucky enough to marry my high school sweetheart, have three wonderful children, and enjoy coaching youth sports. If I m not working, I m at a school function, out on a football field/ baseball diamond/ basketball court, or out in the backyard barbecuing. I have a small firm (GRE Group) based in Miami with five appraisers and we primarily service the Miami-Dade and Broward County real estate markets. The Appraisal Institute has given me much over the years with some of the most wonderful blessings having been the many great friendships forged. I d like to thank Jim Walsh, MAI and the late Michael Cannon, MAI for first nominating me to serve on our board many moons ago as well as all of the chapter presidents and directors I ve had the privilege of working with beginning with Ann Marie McCarthy, MAI through Bob Scherer, MAI. I am humbled and thankful to be able to carry this torch for 2017 and I promise to make a genuine and concerted effort to leave the chapter a little better off twelve months from now, just as Bob (Scherer) did this past year and I know Barbara Johenning, MAI will do in 2018. Past President s Message Robert Scherer, MAI It s hard to believe that only a year ago I began my role as the President of the S o u t h F l o r i d a Chapter and the term is already expired. We often find it challenging to be able to give back to the profession by volunteering at the Appraisal Institute Chapter or National level. Many hours of time and tough decisions are involved, but I will tell you that I am very happy that I chose the path of getting involved and thank all of you for the opportunity to serve as your President. There are several challenges and changes forthcoming in the coming years with the overall structure of the Appraisal Institute which makes it very important that you get involved and be a part of the ever changing profession and decision making processes. I strongly recommend that you take some time out of your busy schedule and consider giving back to our organization. I thank everyone in our chapter, officers, board members, and Debbie McClave, our Chapter Executive Director, for all of the hard work and dedication over the past year. Without all of you, I wouldn t have been able of taken on this responsibility. I am so grateful to have worked with such an amazing group of dedicated professionals and know that you have a great line-up of volunteers that will be leading you in the upcoming years. Please take time out to recognize all of our 2017 dedicated directors, representatives, and officers. Although this is a non-renewal year, keep scheduling your continuing education hours early and don t miss out on all the great meetings, seminars, and classes in the upcoming year. Again, these local offerings provide the bulk of our operating funds and we always appreciate and encourage our local members support. Let s continue to make appraisers and the profession great! This committee is charged with preparing a slate of nominees for the position of 2018 officers, directors and regional representatives of the South Florida Chapter. Our current president, Carlos Gobel, SRA, will appoint one committee member and the Board of Directors will appoint one committee member. Education A BIG THANK YOU to our members and guests for attending the South Florida Chapter s educational offerings. Along with receiving the best instruction, you are keeping our Chapter viable. Our in-class courses and seminars provide the type of educational environment our members want: being with our peers, sharing ideas and obtaining continuing education hours without testing. Learning for the joy of knowledge! Thank you to Debra McClave, our Executive Director, for the success of 2016. Her planning, marketing and implementing skills keep us at the top of the Appraisal Institute chapters. It is never too soon to start accumulating continuing education hours for the 2018 State renewal. Appraisal math: 7 seminars x 3 hours = 21 hours 7-Hour National USPAP update + 3-Hour Florida Appraisal Law 2017 = 10 hours 21 hours + 10 hours = 31 hours and you are done! Please refer to the list of seminars and courses for 2017 in the newsletter presented by the South Florida Chapter to make your selection. More offerings will be added when scheduled. For the first Chapter meeting and installation on January 27, 2017, Kevin Bokoske, MAI will moderate the seminar of the Economic Engines Driving Broward County. The speakers will inform us of the latest happenings in Broward that will affect property values. It is time to get green! Lenders, government officials and property owners want to know the energy saving components of a property and their effect on value. We need to be informed about green buildings to provide the best service to our clients. Sandra Adomatis, SRA will instruct Introduction to Green Buildings: Principles and Concepts on February 24. Sandy is a nationally recognized expert in this evolving field. This seminar is part of the Valuation of Sustainable Buildings Professional Development Program. On March 17, 2017, Leslie Sellers, MAI, SRA, former Appraisal Institute National President, will present Case Studies in Complex Valuation. This seminar moves from basic concepts to multifaceted issues in developing an opinion of value for properties. Residential Applications: Using Technology to Measure and Support Assignment Results will be presented on April 7, 2017 by Sandra Adomatis, SRA. This seminar provides tools to measure and support market findings to arrive at valuation conclusions. Our Chapter will hold an in-class offering of Advanced Market Analysis and Highest and Best Use on May 8-12. Vincent Dowling, MAI, SRA, will lead the required class for the MAI designation and for anyone desiring to prepare more informative reports. Please encourage other appraisers in your offices to attend the South Florida Chapter courses and seminars. For our Chapter to remain the best, we need members to attend our educational offerings. My colleagues of the South Florida Chapter It is with a great sense of pride and humility that I announce my candidacy for the office of Vice President of the Appraisal Institute. Most of you know me, having served in chapter leadership since 2008 and as your 2013 Chapter President. Currently I serve you as Chair of Region X, sitting on the National Board of Directors. It has been a privilege being of service to you all and I look forward to the opportunity to be of additional service. If nominated by the National Nominating Committee in 2017, then elected by the Board of Directors, service would begin in 2018 as the Vice President, President Elect in 2019, President of the Appraisal Institute in 2020 and Past President in 2021. It is my vision to steer the Appraisal Institute into the future that not only looks to its survival in this changing world, but also to its prosperity. It is my goal to continue to grow the Appraisal Institute brand, its distinctiveness and high level of public trust. It is my hope that, through integrity and excellence, we can further advance the interests of Appraisal Institute professionals. The process is one that I look forward to, and I have been preparing for several months now. In the coming weeks you will be informed of the availability of questionnaires completed by all the candidates, and you will have a chance to view the responses. I encourage you all to have a look and respond to the national office. Your support of my candidacy in the form of a letter, note or email to the national office would be greatly appreciated. Approved Appraisal Institute Candidate Advisors are available to Candidates seeking help navigating and demystifying the designation process. Have questions? Need help? The commitment to higher learning and honing of our particular skill sets took time, dedication, and discipline. The MAI designation is recognition showing that I have met a challenge, and as a result have an enhanced breadth of appraisal expertise. It is an honor to have achieved this recognition. Page 6

Government Relations Attack on MAI Designation Thwarted in the Recent Election Thanks to coordinated efforts between our local board and national staff the South Florida Chapter was able to help defeat a proposed charter amendment in the City of Dania Beach that would have eliminated the need for MAI appraisers to value public lands in that city. To recap, Dania Beach set forth ten proposed charter amendments on the November ballot for Dania Beach voters to consider. Charter Amendment 8 called for the removal of a requirement that the appraisal of surplus land in the City be appraised only by appraisers who hold an MAI designation. The origination and intent of this charter amendment is not entirely known but suffice it to say small town politics may have played a role. A grass roots movement led by our local chapter and supplemented by National was very effective in thwarting this proposed amendment. The movement included the mobilization of poll workers and dissemination of information to help educate voters. Thanks to the work by many, Amendment 8 was one of only two of ten amendments to be voted down by voters, along with the repeal of term limits. Our lobbyist noted that early voting and absentee voting numbers reflected that Amendment 8 was actually passing until the day of the election but through the collective efforts of our team we were able to get the message out on election day and help defeat this misguided charter amendment. Without fast action by our local board and others this particular charter amendment would have likely passed and provided a baseline to other municipalities and government agencies who may have followed suit. Like politics, All real estate is local. The forces that constitute the major drivers of the local Broward County economy in general and the real estate market in particular, will be examined in this education session as we look at some of the primary economic engines that drive the economy of Broward County and the surrounding area. Real estate markets may be studied in terms of their geographic, competitive, and supply-and -demand characteristics, all of which relate to real estate market conditions. This seminar will allow direct exposure to the actions of several marketplace participants who are shakers and movers in the Broward County real estate market.
