He has enjoyed living and serving in our local SW Washington community his entire life. Chad has extensive experience in being involved in board meetings, as well as, board duties including strategic planning. Chad currently serves on the Clark County Association Board of Directors. RUNNING FOR: AFFILIATE DIRECTOR Eric Golemo - SGA Engineering Owner and REALTOR DIRECTOR of Engineering at SGA Engineering, Eric has been serving our association for years and currently sits as Co-Chair of our Affiliate Committee and is often a guest at our Government Affairs Committee meetings as his knowledge and insight in industry matters is highly valued. RUNNING FOR: AFFILIATE DIRECTOR Theresa Springer Eagle Home Mortgage For nearly 25 years, Theresa has been writing residential mortgage loans and construction loans and currently owns and operates Eagle Mortgage Home Loans. With deep experience in construction financing, new home loans and refinancing she de-mystifies the loan process and educates and advises clients on home loan options and budget considerations. Theresa is a recipient of the Home Builders Association s CADRE Award. The CADRE is awarded by the National Association of Home Builders and it is the Council Award for Demonstrating Remodeling Excellence. Theresa is a licensed lender in Oregon and Washington, and is a Certified Agingin-Place Specialist (CAPS). Theresa has served on the Oregon Association of Mortgage Professionals Ethics Committee and been featured on Real Estate Television. She has also been awarded her Certified Graduate Associa(CGA) designation from the National Association of Home Builders. Theresa also serves on the Board of Directors for the HBA and Clark County Association of REALTORS. As a CGA Theresa has completed 48 hours of classroom instruction through the National Association of Home Builders (NAHB). This education is focused on ensuring that she has a similar level of knowledge that builders and remodelers must have to be accredited by the NAHB in the areas of estimating, customer service, land use and planning, project management and much more. BYLAW CHANGES UP FOR A VOTE 1. MOTION: To change Article 4 of the CCAR Bylaws to: (f) Student Members. Student members shall be individuals who are seeking an undergraduate or graduate degree with a specialization or major in real estate, public or government affairs at institutions of higher learning, and who have completed at least two years of college and at least one college level course in real estate, public or government affairs, but are not engaged in the real estate profession on their own account or not associated with an established real estate office. RATIONALE: The change would allow a student studying Political Science or Public Affairs to be eligible to become a student member and join the Government Affairs Committee. The opportunity to educate and build relationships with those studying Public or Government Affairs will make our organization stronger.

2.MOTION: To adopt Amendment 45 Option 1 of the NAR bylaws changes. RATIONALE: At their May, 2018 meeting, the NAR Board of Directors expanded the publication options available to associations for publishing the names of Code of Ethics violators. This page and its resources are being provided in response to requests from local and state association staff. The Changes Policy Statement 45, Publishing the names of Code of Ethics violators, Code of Ethics and Arbitration Manual, has provided associations with the option to publish names of Code of Ethics violators in certain circumstances since 1999. At their May, 2018 meeting, the Professional Standards Committee recommended, and the Board of Directors approved, changes to Policy Statement 45 to broaden the ability of associations to publish the names of Code of Ethics violators. These changes codified what had been a pilot program for the California Association of REALTORS. The revisions to Policy Statement 45 appear below (strikeouts indicate deletions, underscoring indicates additions): 45. Publishing the names of Code of Ethics violators Boards and Associations may, as a matter of local discretion, adopt one of the following procedures options authorizing the publication of the names of ethics violators, subject to the following qualifications: Publication Option #1: Publication can only occur after a second violation occurs within three (3) years. Ethics citation discipline is not included in the violation count unless the association has affirmatively authorized publication within their citation policy. Publication can only be made in an official communication vehicle intended primarily for members of the Board Association (or Boards) in which the violator holds (held) membership. Where the official communication vehicle is electronic or Internet-based, access must be limited to Board Association members. (Amended 11/04) The name of the firm the violator is (or was) licensed with cannot be published. Publication must be consistent and uniform. This means that publication may not occur selectively but must be used in each instance where a second violation is determined within three (3) years. Other than the violator s name, the only additional information that may be published is the Article (or Articles) violated, and the discipline imposed, except that in cases where the violator s name is similar to another member s name, the violator s license number or office address (or both) may also be published. (Amended 11/99) At least one of the violations must be based on conduct which occurs after the adoption of these the Association s publication procedures. (Adopted 2/99) Associations may adopt Publication Option #1 and may increase the timeframe with which publication occurs for certain discipline, the content of the publication to include photos or a description of the violation(s), or any combination thereof, only to the extent that is permissible under Publication Option #2. Any program that exceeds the scope of Publication Option #1, as defined above, must include local or state association legal counsel review of the decision, discipline, and information to be published.

3. MOTION: To add Affiliate Committee Section 14.1 Standing Committees of the CCAR bylaws. RATIONALE: The Affiliate Council has voted to change their structure and will now be ran as a committee. The board of directors has supported the Affiliate Councils request to change the Affiliate Council structure. 14.1 Standing Committees. In addition to the Executive Committee, the President shall appoint annually from among the REALTOR Members (except as noted), subject to confirmation by the Board of Directors, the following standing committees to serve for the Association year: Professional Standards Committee Business Practices Committee* Government Affairs Committee* Membership Committee* RPAC Committee* Education Committee Budget/Finance Committee Ombudsman Committee Diversity Committee* Affiliate Committee 4. MOTION: To add Endorsement Committee to Section 14.1 Standing Committees of the CCAR bylaws and establish it as a standing committee. RATIONALE: A dedicated committee that will be best equipped to ensure that our interaction and activity with candidates are coordinated the best way possible. This committee will be tasked with interviewing and determining support for political candidates in Clark County. Previously, candidate support required an interview with the Government Affairs Committee, who then recommended support to the Board of Directors. Once candidate endorsements were ratified by the Board of Directors, the Government Affairs Committee would then request funding from the RPAC Committee. Once funding motions were made from the RPAC Committee, it would again be sent to the Board of Directors for ratifications. The new committee will consist of membership made of appointed members of the Executive, Government Affairs, and RPAC Committees, to ensure that candidate support is based upon REALTOR Party values and in coordination of Association goals. This new committee will streamline and add professionalism to the process, a benefit to the candidates and the Association. Committee will meet as needed and report directly to the Board of Directors. 14.1 Standing Committees. In addition to the Executive Committee, the President shall appoint annually from among the REALTOR Members (except as noted), subject to confirmation by the Board of Directors, the following standing committees to serve for the Association year: Professional Standards Committee Government Affairs Committee* RPAC Committee* Budget/Finance Committee Diversity Committee* Business Practices Committee* Membership Committee* Education Committee Ombudsman Committee Endorsement Committee

The Association may employ an electronic ballot by secure internet program instead of printed ballots by mail for votes cast by 5:00 PM the day prior to the Annual Meeting. The electronic ballot shall be made available by website or email to each member qualified to vote by notice at his or her preferred email address as recorded in the Association Member records no later than 15 days prior to the Annual Meeting. *** or electronic *** 12.6.4 The election of officers and directors shall take place at the Annual Meeting of the Association in June as designated in Section 14.1. The election shall be conducted by secret official ballot which may be cast in person at the Annual Meeting or by mail received at the Association office no later than 5:00 PM on the day preceding the Annual Meeting. The ballot shall contain the names of all candidates and the offices for which they are nominated. An official ballot shall be deposited in the US Mail no later than 15 days prior to the Annual Meeting, addressed to each member qualified to vote at his or her preferred address as recorded in the Association Member records. The Association may employ an electronic ballot by secure internet program instead of printed ballots for votes cast by 5:00 PM the day prior to the Annual Meeting. The electronic ballot shall be made available by website or email to each member qualified to vote by notice at his or her preferred email address as recorded in the Association Member records no later than 15 days prior to the Annual Meeting. The Committee shall tabulate the mail-in or electronic ballots and the ballots cast in person at the Annual Meeting, and shall announce the results at the Annual Meeting. In case of a tie vote, lot shall determine the issue.
