REQUEST FOR PROPOSALS FOR ARCHITECTURAL SERVICES Cathedral Church f St Paul Site, 2 Cherry Street Burlingtn April 13, 2015 Cathedral Square (CSC) (Cnsultant) is wrking with the Cathedral Church f St Paul and the Episcpal Dicese f Vermnt (tgether, the Owner) n the feasibility f develpment f the site adjacent t the Cathedral lcated at 2 Cherry Street in Burlingtn The gal f the prject is t develp ne building cmprised f senir husing, prgram space fr the Cathedral, ffice space fr the Dicese and undergrund parking Representatives frm CSC and Cathedral Church f St Paul s Advisry Cmmittee (CCSP) will review the prpsals and negtiate a cntract with the selected firm fr the pre-develpment feasibility and schematic design wrk with the intent t cntract with the selected architect fr design develpment thrugh cnstructin administratin phases f the prject Candidates with the mst cmpetitive prpsals will be interviewed if necessary Criteria fr selectin will be based n the fllwing: a The firm s experience with mixed use new cnstructin in infill sites with an emphasis n: i cst-effective and durable design; ii energy efficiency; b Experience with publicly funded prjects; c Experience with design f cmparable multi-family husing, undergrund parking, nn-prfit cmmunity space and public services; d Experience wrking with multiple Owner s representatives; e Experience with permitting under the state Department f Public Safety and current building cdes relating t cnstructin f multi-family prperty; f Experience with accessibility requirements under Sectin 504 f the Rehabilitatin Act f 1973; Americans with Disabilities Act; and Fair Husing Act Design Requirements; g Experience with permitting in City f Burlingtn; h Experience wrking with Efficiency Vermnt/Burlingtn Electric Department; i Experience with green building and certificatin prgrams; j Quality f wrking drawings and bid dcuments; k Clarity in the specificatins, and the firm s cmmitment t review and revise their biler plate specificatins; l Experience with cnstructin administratin; m Persnnel assigned t the prject; n The firm s ability t wrk within the Owner s time frame; and Csts Descriptin f Site (see attached aerial view): The primary area labeled A, ttals apprximately 27,417 sf, and is the area envisined fr the building due t its lcatin and largest size The area labeled B is currently the Cathedral s entrance and angled parking and ttals apprximately 12,087 sf The area labeled C is wned by CSSL Limited Partnership (CSC is General Partner), is apprximately 11,898 sf, and is currently CSSL s parking lt The design team culd include just area A, r A and ne ther, r all three areas ( A, B and C ; ttaling 51,402 sf) in its analysis and prpsal(s)

Please submit a Letter f Intent by April 27, 2015, indicating whether yu will be respnding t this RFP, and whether yu will be attending the ptinal site visit The ptinal site visit will be held at 9:00 AM n April 29, 2015 Questins shuld be directed t: reid@cathedralsquarerg Prpsals are due n later than 4:00 PM n May 13, 2015 The pre-develpment wrk will begin immediately with the intent f fllwing a tw-phase feasibility scpe f wrk, as described belw in the Scpe f Wrk The selected firm will chse ne primary cntact persn frm the pre-develpment phase thrugh the cmpletin f cnstructin administratin The architect must cnsult with the Owner s representatives in all matters relating t site layut, design, prject cst, materials, quality cntrl, change rders, and ther issues impacting the cst and quality f cnstructin In crdinatin with the Owner, the prject architect will slicit bids fr engineering services, specifically: Civil, Structural, Electrical, Mechanical and Fire Prtectin All cnsultants will have cntracts with the Architect We will execute a frm f AIA B101-2007 as amended by the Owner as the cntract between Architect and Owner The Owner will retain final apprval f all decisins including the selectin f prject cnsultants, engineers, cst estimatr and general cntractr The Owner reserves the right t decline any and all prpsals Brief Prject Descriptin: CSC and CCSP wish t explre the develpment capacity f the land adjacent t the Cathedral Church f St Paul at 2 Cherry Street Specifically, CSC and CCSP are interested in the develpment f 35-50 senir husing units, prgram space fr the Cathedral, ffice space fr the Dicese, and maximum undergrund and ther n-site parking CSC and CCSP seek t wrk with an architect n the feasibility study (Phase I) and if the cncept prves feasible, cntinue t wrk n the final prduct (Phase II) Once Phase I has been cmpleted, the Owner will decide whether r nt t mve int Phase II f the wrk Financing Funding surces fr this prject have nt been secured We anticipate that the prject will be funded by the Vermnt Husing & Cnservatin Bard, the Cmmunity develpment Blck Grant Prgram, the HOME Prgram, Burlingtn Husing Trust Fund, and federal Lw Incme Husing Tax Credits Financing cmmitments are likely t take 12-18 mnths Other Requirements The selected architect will be required t sign the Architect s Certificatin frms frm the Vermnt Husing & Cnservatin Bard and the Vermnt Husing Finance Agency, and the Vermnt Department f Fire Safety Accessibility cmpliance frms The selected architect will be required t prvide prfessinal liability insurance cverage n this prject with an annual aggregate f $2,000,000, and $1,000,000 per ccurrence cverage The Scpe f Wrk t include: The selected architect will be expected t begin wrk n this prject immediately 2

Phase I: Perfrm field visit(s) t the site t becme familiar with existing cnditins, tpgraphy and surrunding neighbrhd Investigate and survey the subsurface cnditins (utilities, etc) which culd impact develpment n the site (enlist engineering as needed) Review the zning rdinance t infrm the develpment capacity and cnstraints f the site Meet with CSC and CCSP t discuss Owner s gals and visin Based n zning and site cnditins analysis, assist CSC and CCSP in understanding hw many senir husing units, hw much prgram space fr the Cathedral and ffice space fr the Dicese, and hw much undergrund and ther n-site parking can be develped n this site Prduce several design scenaris including schematic drawings, illustrating hw the Owner s gals can be achieved Meet with CSC and CCSP t review the design scenaris and relative csts f each The Phase I wrk prduct will include a site cnditins reprt including infrmatin n tpgraphy and subsurface cnditins, a zning analysis, and several design scenaris including preliminary drawings t assist the wner in understanding what is achievable n this site Phase I wrk shuld be cmpleted by September 15, 2015 Phase II Based n the wrk f Phase I, the Owner will decide whether t cntinue t Phase II t further define the Cathedral Prject Phase II wrk will include: Prepare a scpe f wrk and utline specificatins Prepare a preliminary permit review Attend 4 meetings with Owner, t review existing cnditins, discuss prgram, permit requirements, and preliminary layuts; cnfirm prject scpe, schedule and preliminary budgets Prepare schematic drawings f units and buildings Prepare a schematic site plan Prepare and distribute meeting minutes ntes based n these design meetings with the Owner Identify permit requirements Prepare utline specificatin and prvide infrmatin fr a preliminary cnstructin cst estimate The Owner will cntract separately with a cst estimatr Phase II wrk shuld be cmpleted by January, 25, 2016 Design Develpment: If we have success in btaining initial funding requests, we expect t extend the cntract with the selected Architect fr the design develpment, cnstructin dcuments, bidding and negtiatin, and cntract administratin phase Attend 5 meetings with Owner, ther cnsultants, funders and regulatrs t refine design and reslve cnflicts Slicit and btain prpsals frm mechanical, electrical, civil, fire prtectin and structural engineers t be reviewed by bth the architect and the Owner Architect and Owner will select engineers fr the prject; the engineers will have a subcntract with the Architect 3

Obtain all necessary permits Prepare a cmplete cde and permit review Obtain a preliminary cde pinin frm the City f Burlingtn Cde Enfrcement Office and DFS if applicable Prduce drawings and infrmatin fr lcal and state regulatrs, as required, including site plan; typical flr plans and building elevatins Cmplete required lcal permit applicatins & attend 4 lcal hearings If Act 250 is applicable, assist the civil engineer in the cmpletin f the Act 250 applicatin; the civil engineer will take the lead rle in Act 250 as well as state waste water, water and strm water permits The architect will be expected t attend ne Act 250 hearing Meet with public fficials t review plans and t reslve design and permit issues Refine and revise the design including further develpment f structural, mechanical, electrical and apartment imprvements Wrk clsely with engineers and cnsultants t crdinate site and building designs Wrk clsely with wner s histric, energy and envirnmental cnsultants t assure thse issues are addressed in the design and planning Prduce plans and specificatins fr review by the Owners The architect shuld expect t have 3 design review meetings with the Owner and prject design team Cnstructin Dcuments and Cnstructin Administratin: Meetings with Owner as required t review plans and reslve issues Review and incrprate int final plans and specs, energy-related building imprvements, as recmmended by Efficiency Vermnt and ther energy-related funding surces Prepare final cnstructin drawings and specificatins that the Owner will use t slicit cmpetitive pricing frm general cntractrs fr the prject These plans and specificatins will be cmplete and detailed, crdinating all cmpnents f the prject t include: site plan, civil & structural engineering, architecture, and mechanical, fire prtectin and electrical systems Between 50% and 80% cmpletin f cnstructin drawings, the architect will prvide infrmatin t the Owner s cst estimatr fr a revised cst estimate Prepare Burlingtn permit applicatins fr submissin by the Owner The Owner wuld like t submit plans t the City fr apprval ne full mnth befre ging ut t bid Bidding and Negtiatins: The architect will be expected t: Distribute bid dcuments t cntractrs Facilitate a pre-bid walk-thrugh with cntractrs Respnd t general cntractr inquiries and issue addenda thrugh the bid phase Be available by phne and e-mail t answer questins frm bidders during the bid phase Assist Owner in evaluating bids and preparatin f cnstructin cntract agreement with general cntractr Assist Owner in cntract negtiatins, as requested Cnstructin Administratin: Wrk t include, but nt be limited t: Cmplete cnstructin versight reviewing the general cntractr s wrk and prblem slving Crdinate with cnsultants t reslve prblems in a timely manner Crdinate and attend ne site visit and ne jb meeting per week, cnducted n the same day; 4
