2018 Annual Fee Ordinance ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 30, SECTION 30-1, OF THE GLENVIEW MUNICIPAL CODE WHEREAS, the Village of Glenview (the Village ) is a home rule municipality in accordance with the Constitution of the State of Illinois of 1970; WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs and that protect the public health, safety and welfare of its citizens; WHEREAS, in order to promote the public health, safety and welfare of its citizens, and for administrative convenience and ease of reference, the Village previously adopted Ordinance 5113, which generally consolidated fees, rates, and charges to be paid to the Village for various regulatory measures into a single schedule (the Fee Schedule ); WHEREAS, the Fee Schedule was and remains codified as Chapter 30, Section 30-1 (the Annual Fee Ordinance ) of the Village s Municipal Code (the Code ); WHEREAS, upon the adoption of the Fee Schedule and codification of the Annual Fee Ordinance, it was intended that the Village s President and Board of Trustees (collectively, the Corporate Authorities ) would periodically review, and amend as appropriate, the Annual Fee Ordinance; WHEREAS, Village staff has thoroughly reviewed the current Annual Fee Ordinance and has recommended certain amendments to the same for Fiscal Year 2018; and WHEREAS, the Corporate Authorities, having reviewed staff s recommendations, have determined that it is in the best interests of the Village and its residents to amend certain provisions of the Annual Fee Ordinance for Fiscal Year 2018 in the manner described herein. NOW, THEREFORE, BE IT ORDAINED by the President and Board of Trustees of the Village of Glenview, Cook County, Illinois, as follows: Section 1: The facts and statements contained in the preamble to this Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance. Chapter 18, Article IV, Division 2, Section 18-264. PERMITS, FEES AND INSPECTIONS ORDINANCE NO. AN ORDINANCE AMENDING CHAPTER 18, ARTICLE IV, DIVISION 2, SECTION 18-264 OF THE GLENVIEW MUNICIPAL CODE REGARDING PERMITS, FEES AND INSPECTIONS WHEREAS, the Village of Glenview (the Village ) is a home rule municipality in accordance with the Constitution of the State of Illinois of 1970; WHEREAS, the Village has the authority to adopt ordinances and to promulgate rules and regulations that pertain to its government and affairs and that protect the public health, safety and welfare of its citizens; and WHEREAS, the Village s corporate authorities have determined that it is in the public interest to amend Chapter 18, Article IV, Division 2, Section 18-264 of the Village s Municipal Code (the Code ) in order to delete redundant language and to otherwise ensure that said Division is current. NOW, THEREFORE, BE IT ORDAINED, by the President and Board of Trustees of the Village of Glenview, Cook County, Illinois, as follows: Section 1: The facts and statements contained in the preamble to this Ordinance are found to be true and correct and are hereby adopted as part of this Ordinance. Section 2: Chapter 18, Article IV, Division 2, Section 18-264 of the Code is hereby amended to read as follows: SECTION 18-264 PREMITS, FEES AND INSPECTIONS Sec. 18-264. - Permits, fees and inspections. (a) Permit required. It is hereby declared unlawful for any person to commence or perform any work in connection with the installation or alteration of electrical equipment without first having made application to and secured from the office of the director of development or his/her designee the necessary permit for such work, and any person so doing shall be subjected to the general penalty set forth in section 1-16. Repairs, except repair of wiring or equipment damaged by fire (see section 18-227), wherein the same type of electrical equipment is utilized, may be accomplished without the necessity of obtaining a permit, provided further, that such repair complies in all other respects with the provisions of this article. Repairs shall be performed by a person who is qualified to obtain electrical permits. For associated permit and inspection fees, see section 30-1. (b) New residential dwellings and additions. The fee for the roughing in and final inspections of the electrical wiring in all new residential dwellings and additions to residential dwellings shall be calculated on the square feet of habitable living area as follows:

(1) Zero to 999 square feet, $25.00. (2) One thousand to 1,599 square feet, $30.00. (3) One thousand six hundred to 2,399 square feet, $35.00. (4) Two thousand four hundred to 2,999 square feet, $45.00. (5) Three thousand square feet and over, $50.00. (c) Commercial, industrial and apartment buildings. The fee for the roughing in and final inspections of the electrical wiring in all new commercial, industrial and apartment buildings, and for additional circuits or complete rewiring of existing commercial, industrial, apartment and residential buildings shall be calculated on the number of circuits as follows: (1) One circuit, $7.50. (2) Two to ten circuits, $7.50, plus $4.50 per circuit over one. (3) Eleven to 20 circuits, $48.00, plus $3.00 per circuit over ten. (4) Twenty-one to 50 circuits, $78.00, plus $2.50 per circuit over 20. (5) Fifty-one to 70 circuits, $153.00, plus $2.25 per circuit over 50. (6) Over 75 circuits, $209.00, plus $1.85 per circuit over 75. (d) Additional outlets on existing circuits. The fee for adding additional outlets on existing circuits in any use category and for additional circuits and outlets in residential dwellings shall be as follows: (1) First three outlets, $4.50. (2) Each additional outlet over three, $0.40. (e) Replacement fixtures. The following fixture fees shall be applicable for replacement fixtures, except where the installation shall fall under the provisions of subsections (a) (d) of this section. The rate for fixture inspections shall be calculated on the number of fixtures as follows: (1) First three fixtures, $1.50. (2) Each additional fixture over three, $0.50. (f) Motors, generators and transformers. (1) One inspection shall be made on fixed motor, generator or transformer installations. Inspection fees for motor, generator or transformer inspections shall be based on the number of motors, generators and/or transformers, and total horsepower for motors and kva for generators and transformers installed as follows: a. One motor, generator and/or transformer installed, $6.00 each. b. Each additional motor, generator or transformer, $2.50. (2) In addition to the fee based on the number of units, an additional fee of $0.40 per horsepower or kva shall be charged. (g) Heating plants. (1) The inspection fee for heating plants installed in residential buildings shall be $10.00 for each unit. (2) The fee for heating plants installed in buildings other than residential shall be $10.00 for each unit, plus $3.00 per 100,000 Btu's in excess of 100,000 Btu's.

(h) Electrical services. The inspection fee for electrical services shall be as follows: (1) One hundred-amp, $10.00. (2) Two hundred-amp, $15.00 (3) Four hundred-amp, $25.00. (4) Over 400-amp, $5.00 per 100 amps. (i) Swimming pools. The fee for fixed wiring installation for abovegrade or belowgrade swimming pools shall be $25.00 for each pool. (j) Garages. (1) The fee for detached garages or garage additions in residential areas shall be $10.00 for each garage. (2) The fee for attached or built in garages in residential areas built the same time as the residence shall be $10.00 for each garage. (3) The fee for garages in commercial, industrial and apartment buildings shall be the same as set forth in subsection (c) of this section. (k) Air conditioners. (1) The inspection fee for central air conditioners installed in residential buildings shall be $10.00 for each unit. (2) The fee for central air conditioners installed in buildings other than residential buildings shall be $10.00 for each unit, plus $3.00 per ton in excess of five tons. (l) Reinspections. The fee for reinspections of electrical installations and equipment or for extra inspections due to inaccurate or incorrect information or failure to make necessary repairs of faulty construction shall be $50.00. (m) Minimum fee. No inspection shall be made or an electrical permit issued for less than a minimum fee of $50.00. (n) (b) Other apparatus. Inspections of temporary installations and all other inspections not specifically provided for in this section shall be charged at not less than the minimum fee. The chief electrical inspector shall determine the fee to be charged in accordance with the schedule set forth in this section 30-1. Section 3: Every provision of this Ordinance shall be separable, and the invalidity of any portion of this Ordinance shall not affect the validity of any other portion of this Ordinance. All ordinances or parts of ordinances in conflict or inconsistent with any of the provisions of this Ordinance are hereby repealed.
