PLAN COMMISSION ACTION: On October 27, 2015, Commissioner Burton moved, seconded by Commissioner Igleski, that in the matter of P2015-041, the Plan Commission recommended approval, on a 3-0 vote, of the Skyler Park Subdivision at 626 Forest Road in accordance with the Final Plat of Subdivision entitled Skyler Park Subdivision prepared by United Survey Service, LLC and revised 10/07/15 with the provision of a covenant for the provision of future public sidewalk along Forest Road. PLAN COMMISSION DISCUSSION: The petition was included on the Plan Commission s Consent Agenda. No questions were raised by the Plan Commission and there was no testimony from the public. TECHNICAL REVIEW: The application was reviewed in accordance with the Subdivision & Public Infrastructure policy approved on August 17, 2010 with the applicable requirements as noted in the Plan Commission action. In this case, the provision of a covenant for the provision of future sidewalk along the Forest Road right-of-way was required by the Plan Commission. ATTACHMENTS: 1. Project Summary PROPOSAL: The petitioner requests approval of a final plat of subdivision to create one (1) new lot of record. The proposed lot would be comprised of 0.24 acres. Subdivision of the lot is required prior to the issuance of a building permit to allow for the construction of a new single-family detached residence. Required Proposed Lot 1 Zoning R-5 (existing) R-5 Minimum Lot Width 60.00 feet 80.00 feet Minimum Lot Size 8,712 square feet 10,597 square feet BACKGROUND: The subject property and surrounding neighborhood were subdivided and developed in the 1940 s and 1950 s. The property has since been improved with a single-family residence. PUBLIC RESPONSE: As of press time, no correspondence from the public had been received by Community Development Department staff regarding the proposed subdivision. 5

Plan Commission Review REQUIRED PUBLIC IMPROVEMENTS: In accordance with the Village s Subdivision Code, the following Public Improvements are: Required: Public Sidewalk is required within the Forest Road right-of-way. The subject property lies within a Priority Sidewalk Neighborhood as identified by the Village of Glenview Bicycle & Sidewalk Master Plan. Staff recommends a covenant agreement for the provision of sidewalk or costs related thereto from the property owner at such time that sidewalk may be required in the future by the Village of Glenview. Not Required: Public right-of-way dedication is existing within the Forest Road right-of-way. Street pavement is existing within the Forest Road right-of-way. Curb and Gutter are existing within the Forest Road right-of-way. Parkway trees are existing within the Forest Road right-of-way ENGINEERING REVIEW COMMENTS: Per a memorandum from James Tigue, Engineering Technician, all engineering comments have been addressed in accordance with Village requirements. 6

RESOLUTION NO. WHEREAS, the Village of Glenview (the Village ) is a home-rule municipality located in Cook County, Illinois; WHEREAS, the Plan Commission reviewed a certain final subdivision plat during their regular meeting on October 27, 2015 for one (1) new lot of record to be located at 626 Forest Road pursuant to the criteria of Chapter 66 of the Glenview Municipal Code, and subsequently a recommendation was forwarded to the Village Board of Trustees; and WHEREAS, the corporate authorities, having considered the recommendation of the Plan Commission, find it in the public interest to approve the subdivision plat as presented. NOW, THEREFORE, BE IT RESOLVED, the President and Village Clerk are authorized to execute any document necessary to evidence the corporate authorities approval of the final subdivision plat for one (1) lot of record to be located at 626 Forest Road in accordance with the Final Plat of Subdivision entitled Skyler Park Subdivision prepared by United Survey Service, LLC and revised 10/07/15 and a covenant for the provision of future public sidewalk along Forest Road. As a condition of subdivision approval the Property owners have been required to execute this document requiring payment for, and/or support of a Special Service Area created for such a purpose, in which the undersigned owners shall be required to vote in favor of said Special Service Area and shall not object to same. The terms set forth in this covenant were approved in connection with Plan Commission and Village Board deliberations on the proposed subdivision approval on October 27, 2015 and November 17, 2015, respectively. This document will be recorded with the Cook County Recorder of Deeds.
