Seneca College Facilities Management March 11, 2016 Seneca College Newnham Campus 1.0 INTRODUCTION LRI Engineering Inc. (LRI) has conducted a site audit for general barrier-free accessibility within the Seneca College Newnham campus residence building, in accordance with the approved proposal dated November 25, 2015. The audit was conducted on the basis of the 2012 Ontario Building Code (OBC) barrier-free requirements relative to general floor area maneuverability and washroom requirements, as amended (i.e. amendments effective January 1, 2015). Additionally, the site audit included a visual review of the inclusion of barrier-free service counters, fixed queuing guides, recreational trails and general public waiting areas, forming part of the Design of Public Spaces standard of the AODA. The audit took place over several days of site measurements during the month of December 2015. The scope of the review is based on applicable requirements within Section 3.8 of the OBC. It is noted that the recent accessibility amendments to the OBC primarily within Ontario Regulation 368/13, and within Ontario Regulation 191/14, are partially a result of proposed changes for the built environment as part of the Accessibility for Ontarians with Disabilities Act (AODA) legislation. The requirements of the 2012 OBC are not retroactive. As such, noncompliant existing building elements are not subject to mandatory upgrading, until such time as renovations are proposed. Seneca College Facilities Management March 11, 2016 Seneca College Newnham Campus 2.0 BUILDING BACKGROUND The Seneca College Newnham campus residence building is 15-storeys in height and contains typical residential units, common amenity spaces (i.e. games rooms, lounges, laundry rooms), food vendor units (i.e. Subway, cafeteria vendors) and a public conference centre on the ground floor. The building is provided with eight barrier-free accessible residential units, distributed evenly among various floor levels. Accessible public washrooms are provided on the ground floor for both the conference centre and residential amenity portions of the building. LRI 2016 17629 2

Seneca College Facilities Management March 11, 2016 Seneca College Newnham Campus 3.1 General 3.0 APPROACH TO AUDIT & SCOPE LIMITATIONS LRI conducted a site audit over multiple days in December of 2015, to take site measurements and obtain visual information regarding the as-built conditions of the public areas of the campus. A general review of the public areas and the public barrier-free washrooms was conducted. Items not addressed within this report were not included with the scope of the audit, such as door opening forces, temperature control of barrier-free lavatory pipes, and other items of a similar nature. The audit was limited to measurements of room dimensions and washroom fixture locations as it pertains to general maneuverability requirements within the floor area as well as exterior barrier-free paths of travel and building entrances. The items covered were: Designated barrier-free pedestrian entrances, including items such as: - Ramp widths, doors, power-operators Typical washroom facilities for general floor area/clearance maneuverability requirements, including items such as: - Water closet locations (from wall and height), stall sizes, lavatories locations (from wall and floor), and universal washrooms Typical washroom accessories for general access and dimensional criteria, including items such as: - toilet paper dispensers, grab-bars, hand dryers, etc. Exterior paths of travel such as those leading from designated parking areas to the public building(s) (i.e. per OBC) and recreational campus trails (i.e. as part of the Built Environment Standard), including items such as: - Exterior pathway widths and slope, - Recreational trail widths and slope Interior circulation, including items such as: - Corridor widths, doorway widths, door clearances (i.e. clear floor area where no path of travel, latch side clearances, etc.), vestibule clearances Wheelchair seating within classrooms that are either tiered/fixed seating, including items such as: - Access into rooms and to designated seating spaces LRI 2016 17629 3

Seneca College Facilities Management March 11, 2016 Seneca College Newnham Campus Accessible shower facilities, including items such as: - floor area maneuverability, fixture locations, grab bars, and mounting heights of accessories, Passenger elevators - car area requirements and control heights Service counters, fixed queuing guides, and general public waiting areas, forming part of the Design of Public Spaces portion of the AODA, including items such as: - Counter heights and access widths Not at grade exit facilities were not measured in consideration that these elements do not form part of a barrier-free path of travel. Seneca College Facilities Management March 11, 2016 Seneca College Newnham Campus 4.0 SUMMARY The results of the audit with respect to the barrier-free requirements of the 2012 OBC (including January 2015 amendment) and specific AODA requirements as outlined in Section 1.0 of this report have been summarized in table-format in the attached appendices. Items denoted in red in the appendices indicate elements measured on-site which do not comply with current OBC or AODA dimensional requirements. LRI 2016 17629 5

SENECA NEWNHAM CAMPUS LRI # 17629 Reference 1 Code Requirement Evaluation of Compliance EXTERIOR WALKS & PATHS 3.8.3.2.(1)(a) 3.8.3.2.(1)(c) 3.8.3.2.(2) 3.8.3.2.(3)(b) 3.8.3.2.(3)(c) Except as provided by Sentence (2), exterior walks that form part of a barrier-free path of travel shall be provided by means of continuous plane not interrupted by steps or abrupt changes in level, have an uninterrupted width of at least 1 100 mm and a gradient not exceeding 1: 20. Where a difference in elevation between levels is not more than 200 mm, a curb ramp conforming to Sentences (3) and (4) may be provided. The curb ramp shall have a width not less than 1500 mm exclusive of flared sides, have a surface including flared sides that shall be slip resistant, have a detectable warning surface that is color and texture contrasting with the adjacent surfaces, and have a smooth transition. Exterior walks that form part of a barrierfree path of travel are level with no abrupt changes in elevation. Exterior walks serving the building have a clear width of not less than 1500 mm and a slope not more than 1:20. Curb ramps are provided along the exterior path of travel to the building where necessary. Curb ramps have a clear width of not less than 1500 mm. Curb ramps have slip resistant surface and a smooth transition. Curb ramps do not have contrasting surface or color or a detectable warning surface. ACCESSIBLE PARKING/LOADING AREAS 3.8.2.2.(1) 3.8.2.2.(3) AODA 80.34 A barrier-free path of travel shall be provided from the entrance described in Article 3.8.1.2. to an exterior parking area. An exterior passenger loading zone shall have an access aisle not less than 2 440 mm wide and 7 400 mm long adjacent and parallel to the vehicle pull-up space, and a curb ramp where there are curbs between the aisle and vehicle pull-up space, and a clearance height not less than 3 600 mm. Accessible off-street parking spaces must be sized as follows: Type A 3,400 mm wide (van accessible) Type B 2,400 mm wide (ambulatory) A barrier-free path of travel is provided from the accessible parking area to the barrier-free entrance. Not applicable no exterior passenger loading zones provided. One Type A parking spot was noted in the main parking lot, having dimensions of 4100 x 5100 mm. One Type B parking spot was noted in the main parking lot, having dimensions of 3800 x 5100 mm. One Type B parking stop was noted at the Conference Centre entrance, having dimensions of 3200 x 5500 mm. One Type B parking spot was noted in the back parking lot near the tennis court, having dimensions of 3300 x 5500 mm.

SENECA NEWNHAM CAMPUS LRI # 17629 Reference 1 Code Requirement Evaluation of Compliance AODA 80.36 The number of accessible parking spots provided must conform to the following: 12 spots (or less) 1 (Type A) 13-100 spots 4% (Type A & Type B) 100-200 spots 1 + 3% (Type A & Type B) 201-1000 spots 2 +2 % (Type A & Type B) +1000 spots 11 + 1% (Type A & Type B) The main parking lot contains approximately 200 spots and 9 barrier-free spots (both Type A and B) (only 7 spots required by AODA). The Conference Centre parking area contains approximately 10 spots and one Type B spot (AODA required one Type A spot). The back parking lot adjacent to the tennis court contains approximately 60 spots and one Type B spot (AODA requires 2 spots). It is noted that applicable municipal standards for parking spot requirements are not addressed herein. AODA 80.35 Access aisles adjacent to barrier-free parking spots must extend the full length of the spot and be not less than 1500 mm in width and must be marked with contrasting diagonal lines. One access aisle may be shared by two parking spots. The main parking lot is provided with access aisles adjacent to accessible spots. The Conference Centre parking area is not provided with access aisles. The back parking lot adjacent to the tennis court is not provided with access aisles. BUILDING ENTRANCES 3.8.1.2.(1) The building is required to be provided with not less than 1 barrier-free entrance when the building is served by 1 to 3 entrances, not less than 2 barrier-free entrances when the building is served by 4 to 6 entrances, and not less than 50% barrier-free entrances where the building is served by more than 5 entrances. The building contains a total of two entrances, both designed to be barrier-free accessible. 3.8.1.2.(2) One of the barrier-free entrances required by Sentence (1) shall be the principal entry to the building. The main entrance is designed to be barrier-free accessible. 3.8.1.2.(4) A barrier-free entrance will lead from the outdoors at sidewalk level, or a ramp that conforms to Article 3.8.4.3. and leads from a sidewalk. The barrier-free entrance leads from sidewalk level with no abrupt changes in elevation. 3.8.1.2.(5) 3.8.1.2.(6) A barrier-free entrance that includes more than one doorway is required to have only one doorway that is designed in accordance with Article 3.8.3.3. If a walkway or pedestrian bridge connects two barrier-free storeys in different buildings, the path of travel from one storey to the other storey by means of the walkway or bridge shall be barrier-free. One doorway at each of the barrier-free entrances is designed in accordance with Article 3.8.3.3. Not applicable no pedestrian bridges provided.

SENECA NEWNHAM CAMPUS LRI # 17629 Reference 1 Code Requirement Evaluation of Compliance DOORWAYS Typical doors providing access to the residential suites from the elevator lobbies on all above grade floor levels have a clear width of approximately 800 mm. 3.8.3.3.(1) Every door that is located in a barrier-free path of travel shall have a clear width of not less than 860 mm when in the open position. Typical doors serving residential amenities including rec rooms, laundry rooms and lounges on all above-grade floor levels have a clear width of approximately 800 mm. Typical doors serving residential garbage chutes have a clear width of approximately 740 mm. Typical doors serving the meeting rooms of the Conference Centre have a clear width of approximately 800 mm. 3.8.3.3.(10)(a) Unless a power door operator is provided, a door in a barrier-free path of travel shall have a clear space on the latch side extending the height of the doorway not less than, 600 mm beyond the edge of the door if the door swings towards the approach side, Typical doors are provided with sufficient latch-side clearance where power door operators are not present. 3.8.3.3.(10)(b) Unless a power door operator is provided, a door in a barrier-free path of travel shall have a clear space on the latch side extending the height of the doorway not less than, 300 mm beyond the edge of the door if the door swings away from the approach side, Typical doors are provided with sufficient latch-side clearance where power door operators are not present. 3.8.3.3.(10)(c) Unless a power door operator is provided, a door in a barrier-free path of travel shall have a clear space on the latch side extending the height of the doorway not less than,300 mm on both sides of a sliding door. Not applicable no sliding doors noted 3.8.3.3.(11) Vestibules in a barrier-free path of travel shall provide a distance of at least 1 500 mm between a series of doors in a vestibule, plus the width of any doors. Both entrance vestibules provide a clearance of more than 1500 mm between series of doors.

SENECA NEWNHAM CAMPUS LRI # 17629 Reference 1 Code Requirement Evaluation of Compliance 3.8.3.3.(13) Except as provided in Clause 3.8.3.4.(1)(c), the floor surface on each side of a door in a barrier-free path of travel shall be level within a rectangular area as wide as the door plus required latch-side clearance, and whose dimension perpendicular to the closed door is not less than the width of the barrier-free path of travel but does not need to be more than 1 500 mm. All doors in public areas were noted to be provided with sufficient clear floor space on either side. POWER DOOR OPERATORS 3.8.3.3.(4) 3.8.3.3.(5) 3.8.3.3.(6)(a) 3.8.3.3.(17)(b) Every door that provides a barrier-free path of travel through a required barrier-free entrance [in a Group A occupancy] shall be equipped with a power door operator. Where a required barrier-free entrance incorporates a vestibule, the door leading from the vestibule into the floor area is required to also be equipped with a power door operator. A door shall be equipped with a power door operator where the door serves a public washroom required to be barrier-free. Except as provided in Sentence (18), the control for a power door operator required by Sentences (4), (5), and (6) will, have its centre located not less than 900 mm and not more than 1 100 mm from the floor level or ground, Both barrier-free entrances are provided with power door operators. Both series of doors in the barrier-free entrances are provided with power door operators. The following public washrooms are not equipped with power door operators: A0185 Male Washroom (by cafeteria) A0183 Female Washroom (by cafeteria) 0139A Male Washroom 0139B Female Washroom Power door operators on typical residential floor elevator vestibule doors are mounted 1130 mm from the floor. The power door operator serving Vestibule A0158 is mounted 1150 mm above the floor level. The power door operator serving Vestibule A0142 is mounted 1130 mm above the floor level. 3.8.3.3.(15)(d) Except as provided in Sentence (18), the control for a power door operator required by Sentences (4), (5), and (6) will, be located not less than 600 mm or greater than 1 500 mm beyond the door swing where the door opens towards the control, and A0142 Vestibule interior buttons (located inside vestibule between doors) are mounted 2100 mm from swing of the door. 3.8.3.3.(15)(f) Except as provided in Sentence (18), the control for a power door operator required by Sentences (4), (5), and (6) will, contain the sign incorporating the International Symbol of Accessibility and All power operators in the building contain the International Symbol of Accessibility.

SENECA NEWNHAM CAMPUS LRI # 17629 Reference 1 Code Requirement Evaluation of Compliance 3.8.3.3.(15)(d) Except as provided in Sentence (18), the control for a power door operator required by Sentences (4), (5), and (6) will, be located in a clearly visible position and be capable of being operated with a closed fist and will have a diameter not less than 150 mm. BARRIER-FREE PATH OF TRAVEL Power operators are located in a clearly visible location and are operable with a closed fist. 3.8.1.3.(1) Every barrier-free path of travel shall provide an unobstructed width of at least 1100 mm for the passage of wheelchairs. Barrier-free paths of travel not less than 1100 mm in width are provided throughout public portions of the building. 3.8.1.3.(4) Every barrier-free path of travel less than 1600 mm in width shall be provided with an unobstructed space not less than 1800 mm in width and 1800 mm in length located not more than 30 m apart. RAMPS Residential floors 1 to 11 contain 1450 mm wide corridors spanning approximately 45 or more meters with no lay-by spaces provided. 3.8.3.4.(1)(a) Ramps located in a barrier-free path of travel shall have a minimum width of 900 mm between handrails, Ramp A0155 is approximately 1470 mm wide and is provided with sufficient level area at the top and bottom of the ramp. 3.8.3.4.(1)(c) 3.8.3.4.(1)(d) 3.8.3.4.(1)(e)(i) 3.8.3.4.(1)(e)(iv) have a level area of at least 1 670 mm by 1 670 mm at the top and bottom of a ramp and where a door is located in a ramp, so that the level area extends at least 600 mm beyond the latch side of the door opening, except that where the door opens away from the ramp, the area extending beyond the latch side of the door opening may be reduced to 300 mm, have a level area at least 1 670 mm long and at least the same width as the ramp, at intervals of not more than 9 m along its length, and where there is a change of 90 or more in the direction or the ramp, be equipped with handrails on both sides extend horizontally not less than 300 mm beyond the top and bottom of the ramp, Ramp A0155 is provided with sufficient space/landings at the top and bottom of the ramp/ Ramp A0155 is provided with one landing more than 1670 mm in length and same width as the ramp. Ramp A0155 is equipped with handrails on both sides.
