SIGMA ENGINEERING, INC A DIVISION OF CHARLES P JOHNSON & ASSOCIATES, INC July 10, 2017 Lori Rhodes Anne Amndel County Office ofplaiming and Zoning 2664 Riva Road Annapolis, MD 21401 Re: Summerfield Village Phase II Subdivision #88-257, Project #2012-0071-NF Dear Ms Rhodes, The developer, Summerfield Village LLC, is working through the Final Development Plan process for a development located at the end Summerfield Rd, adjacent the under-construction Summerfield Phase I development The project consists of 20 97 acres and is zoned R4 There is a proposed 109 townhomes and an existing single family home to remain Submittal and Review History The project received conditional Final Plan approval in December 2014 Smce that time, additional acreage was acquired by the developer and added to the project The project than submitted revised Sketch Plans m October 2015 A meeting with P&Z held November 13, 2015 revealed that P&Z staff were uncomfortable with the amount of specimen trees slated for removal under that layout and suggested the layout be revised to save more trees The current layout is the result of that effort The variance is required due to County Code section 18-10-117(3), which addresses townhomes in an R5 zoning district and requires 100' between proposed townhouse structures and the boundary line of the development This concern was brought up at the October 2015 meeting and it was noted that it might be able to be addressed with a modification It was included as a modification request in Febmary 17, 2017 and again in June 2017 Comments received July 7, 2017 indicated a variance was required Environmental Considerations for Layout As described above, the current layout was developed to help save existing specimen trees onsite These trees are located primarily in the extreme west comer of the site, adjacent Parcel 121/#1190 Summerfield Rd The layout as proposed, saves an additional 7 specimen trees that were previously slated for removal under the Sketch Plan that was proposed in October 2015 Sbc of these seven trees are located on Parcel 124 This parcel was the one most recently acquired by the developer, triggering a redesign The original sketch plan showed a design that expanded the original layout onto P 124 with little changes to the original layout After the discussion with County P&Z, the site was completely redesigned from Summerfield Rd west to save the frees The result is an additional 7 specimen trees saved Variances Required County Code Section 18-10-117 (3) requires that 'Dwellings, townhomes' located in an R5 zoning district are required to be 100' from tfae boundary line of the development if adjacent site is of equal or less intensive zonmg The majority of adjacent sites are either Open Space (forest conservation) or Mbced Use These areas only required a 50' boundary from townhouse structures to the boundary development line, which is met in most cases 100' Buffer Variances The adjacent parcels that trigger the 100' buffer are Parcel 121 to the south and Parcel 242 to the east 45 Old Solomons Island Road, Suite 204, Annapolis, Maryland 21401Telephone 410-266-5599 Fax 410-266-3871
